Ghana’s active COVID-19 cases jump to 2,247; death toll 801

The number of Ghana’s active COVID-19 cases has shot up to 2,247, the latest figures from the Ghana Health Service as of 8 July 2021 indicate.

Of that number, eleven are in critical condition while 23 are severe.

The death toll has also climbed to 801.

Some 148 new cases were also confirmed recently.

Since mid-March 2020, Ghana has recorded a total caseload of 97,585.

Out of that number, 94,537 have recovered

Chief Justice denies $5M bribery allegation; petitions CID to probe claim

The Chief Justice, Justice Kwasi Anin Yeboah has rejected claims that he received an amount of $5 million to supposedly influence a court case.

He has subsequently petitioned the Criminal Investigation Department (CID) to probe the allegation made against him by one Ogyeedom Obranu Kwesi Atta IV and his lawyer, Akwasi Afrifa.

“His Lordship has directed that a formal complaint be made to the Criminal Investigations Department of the Ghana Police Service for investigations and the necessary action,” the petition signed by the Judicial Secretary, Justice Cynthia Pamela Addo said.

Akwasi Afrifa had alleged that the Chief Justice had demanded a US$5 million bribe to allegedly influence a court case against his client, Ogyeedom Kwesi Atta IV.

The lawyer made this allegation in response to a petition filed against him by his client at the disciplinary committee of the General Legal Council (GLC).

Chief Justice responds

But the Chief Justice has debunked the bribery claims.

“His Lordship is saddened that, without any shred of evidence, his name has been dragged into this sordid and potentially criminal matter. His Lordship confirms that he does not know the plaintiff and has not met or seen him anywhere, except in the courtroom when he rises to announce his name when his case is called. His Lordship asserts that he has had no personal interaction either with the plaintiff or his lawyer on this matter or in any other matter,” the Chief Justice said in the petition.

The client – Ogyeedom Obranu Kwesi Atta IV dragged Akwasi Afrifa to the GLC for allegedly taking US$100,000 from him but failing to ensure he gets a favourable judgement on his case as promised.

Akwasi Afrifa in his response denied these claims, saying his client rather asked him to refund an amount of GH¢300,000 paid as legal fees to enable him to raise a US$5 million bribe for the Chief Justice in order to get a favourable decision in a pending legal dispute – an allegation the latter has denied.

Teachers fume over Akufo-Addo’s ‘teaching not for aspiring millionaires’ comment

Some public school teachers have lashed out at President Nana Addo Dankwa Akufo-Addo over his comment that teaching is not a profession for persons hoping to be millionaires.null

The President made the statement while addressing the leadership of the Ghana National Association of Teachers (GNAT) at the Jubilee House, Accra last week.

He said, “we understand that, but nevertheless, I don’t think that there’s anywhere in the world that people go into teaching expecting to become millionaires and make money. If you want to do that, you do other things.

“You only do teaching because you want to make a contribution to the welfare of the society and you’ve done that very well.”

But teachers who spoke to Starr News in reaction to the comments made by the president are unhappy.

A teacher at Adaeso in the Eastern region, Adjei Ansah, said “for me, I was shocked when I heard the president’s statement and I asked myself whether it’s a crime to be a teacher. I think the president should apologize to Ghanaians and all teachers as well.”null

Another said, “if this should continue in the next ten to twenty years to come, no one will want to go to a training college to become a teacher since the person would want to be a billionaire and not to be a poor teacher who would even be insulted when the person asks for a better condition of service. It’s best if he apologizes”.

“As a teacher, I must say I am highly disappointed in the president for saying this. I don’t know where it is a crime to be a teacher. I don’t know why in our part of the world we tend to look down on teachers this way. I am highly disappointed. I don’t know what to say but at this point, I regret being a teacher,” a third teacher lamented.

The fourth teacher from Tema asked the president to come again saying “Mr president should come again. I mean if today you’re telling us my work is a sacrificial job, it’s mostly on service, fine, it’s the hard truth, but is this what you tell teachers? The timing and the tone, I’m forced to advice myself.”

He added, “so, this time the extracurricular activities I do, since its a sacrificial job, it’s voluntary.”

VP Bawumia supports Hasaacas Ladies with $10,000 towards CAF Women’s Champions League

The Vice President, Dr Mahamudu Bawumia has donated $10,000 United States Dollars to Hasaacas Ladies, Ghana’s representative to the first-ever CAF Women’s Champions League.null

The Ghanaian women champions, who will start their historic Women’s Champions League journey in the WAFU Zone B in Cote D’Ivoire this weekend, launched a public appeal for financial support, following what they described as a dire financial situation and difficulties in preparing for the tournament.

Dr Bawumia responded to their appeal on Monday morning with a timely presentation of $10,000 ahead of their departure for the tournament later today, Tuesday, July 13, 2021.

The cash was presented to the team at their camping base in Prampram on behalf of the Vice President by his aide, Tamimu Issah, who also conveyed a special message of goodwill to the team from the Vice President.

“On behalf of the Vice President, Dr Mahamudu Bawumia, I present this amount of $10,000 to you. It is his response to the public appeal launched by the team for support towards your participation in the first-ever CAF Women’s Champions League,” said the Vice President’s aide.

“His Excellency conveys his special message of goodwill to the entire team and he urges you to go all out and make yourselves and the country proud in Cote D’Ivoire.”

The management, technical and playing team of Hasaacas Ladies expressed their heartfelt appreciation to Vice President Bawumia for his surprise contribution.

“We are surprised by this wonderful gesture by the Vice President, His Excellency Dr. Mahamudu Bawumia. We are grateful to him for this kind support,” the Head Coach of the team Yussif Basigi said.

The captain of the team, Janet Agyiri, on behalf of the playing body, also expressed gratitude to Dr Bawumia and assured him and the nation that they would go all out and make the nation proud.

The President of the Club, Nanabayin Eyison, said the Vice President’s intervention, which he described as “gargantuan”, is the first response to their public appeal.

50-member Ashanti Regional Lands Commission Inaugurated

The Minister for Lands and Natural Resources, Samuel A. Jinapor on Friday inaugurated the newly reconstituted 50-member Ashanti Regional Lands Commission with a call on members to, as a matter of urgency, put in their maximum support and effort to accelerate the needed reforms in land administration.

He said the move, will help boost public confidence in the Lands Commission and push further the socio-economic development agenda of the country.

The Minister explained that, “Our quest to transform our national economy, to bring about the much-needed development and prosperity, cannot be achieved if we fail to anchor an effective land administration.”

He also bemoans the encroachment on the Barekase and Owabi Dams, which serves as the main sources of water for the Kumasi township and its environs, some of the encroachers have resorted to the use of poisonous chemicals in the water bodies, dumping of refuse, and deforestation among others.

The Sector Minister reiterated his directive to the Executive Secretary of the Lands Commission and the CEO of the Forestry Commission to take immediate steps and reverse the situation in the region, adding that, “I expect this to be rectified in a matter of weeks and not months.”

He also thanked the outgone members of the Ashanti Regional Lands Commission for their dedicated service and congratulated the New Chairman and members of the Commission on their appointment to the very important office.

The Ashanti Regional Minister, Hon. Simon Osei Mensah said, most landowners in the region do not have valid land titles and called on the Lands Commission to facilitate public education on the need for landowners to have their title registered after securing allocation notes.

In a speech read on his behalf, he commended the Ashanti Regional Lands Commission for their sterling performance within the last four years stating that, “I am reliably informed that the turn-around time for land Service delivery in the region has significantly reduced.”

Asokore-Mamponghene and Representative of the Asantehene, Nana Boakye Ansah Debrah pledged the support of Nananom to the Lands Commission and government and called for education on the New Land Act particularly for Nananom in the region to help solve some of the land-related challenges.

Ghana Settles $42m Debt To Nigeria Gas Company

Ghana has settled the $42 million debt it owed Nigeria Gas Company (N-Gas), making it possible for the two countries to start on a fresh page.

The settlement of the debt, among other things, enhances the country’s quest to use clean fuel for its power generation and gives the two countries an opportunity for further discussions going forward.

The Chief Executive Officer (CEO) of N-Gas, Mr Aliyu Aminu, said settling the debt was a testament of the Ghana government’s commitment to deepen its long-standing relationship with the company and Nigeria.

 At a meeting with Ghana’s Energy Minister, Dr Matthew Opoku Prempeh, Mr Aminu commended the leadership of the minister, saying, “Since he took office in March, the Nigerian petroleum company has experienced a deeper collaboration with the Ministry of Energy.”

He said it was a great relief that N-Gas’ debt of $42 million had finally been settled, adding that “We are confident the relationship between Nigeria Gas and Ghana would continue to thrive under your tenure as minister.”

For his part, Dr Opoku Prempeh expressed the government’s commitment to key partnerships with all stakeholders and that the Ministry of Energy was resolved to work assiduously in that direction.

“The payment of this legacy debt was crucial because it provides the basis for a clean state for fresh negotiations which are scheduled to take place in the coming weeks,” Dr Opoku Prempeh noted.

He expressed the hope that the current synergy was a sign of good future between Ghana and Nigeria with regard to gas and its role in Ghana’s development, the minister urged N-Gas to continuously improve the reliability and integrity in their service delivery.

The accumulation of the debt owed N-Gas started in 2014 due to the inability of VRA to pay the company.

By the end of 2016, the accumulated total debt stood at $169 million.

However, in 2017 through strategic government intervention programmes such as ESLA, tranches of payments were made to the company.

Ghana at the Committee of Ministers meeting in Lome, Togo, in December 2020 made a commitment to settle the remaining debt this year and, therefore, on the back of that, on assumption of office, Dr Opoku Prempeh ensured full payment was made.

Ghanaians will soon be able to use the Ghana Card as a passport for travelling across the globe, the National Identification Authority (NIA) has said.

Professor Kenneth Agyemang Attafuah, the executive secretary of the NIA, who announced this move during an interview with Kojo Mensah on The Asaase Breakfast Show on Monday (12 July), said: “We had a beautiful meeting with the Ministry of Foreign Affairs last Friday. We are talking about the modalities for getting two things done.

“One is the onboarding of the passport, data integration with the Passport Office and also even how you get to use the Ghana Card to travel.

“I indicated that the Ghana Card is a powerful tool. It already has an electronic passport on it which is valid for travel within West Africa.”

Attafuah added: “The conversation we had with the Ministry of Foreign Affairs and NITA is to get the appropriate certification and International Standardisation Organisation certification and the International Civil Aviation Organisation (ICAO) certification, so that the Ghana Card itself can be a valid passport for travel to Europe, the American countries.”

He also revealed that his authority is poised to begin registration of Ghanaians abroad for the Ghana Card.

“There are about 55 … Ghanaian missions abroad. We are going to work with the missions to register through the ministry to register Ghanaians abroad.

“We are going to do so using staff, as we are required by the laws of these missions.

“So we will train them, provide the equipment, and they will carry on with the business of registering Ghanaians abroad,” Attafuah said

Chief justice petitions CID to investigate bribery allegations against him

A private legal practitioner, Akwasi Afrifa, has made a startling allegation against Justice Kwasi Anin Yeboah before the General Legal Council

The Chief Justice, Justice Kwasi Anin Yeboah, has petitioned the director general of the Criminal Investigations Department (CID) of the Ghana Police Service, to investigate bribery allegations leveled against him.

A private legal practitioner, Akwasi Afrifa, in a letter he wrote in response to a complaint filed against him (the lawyer) by Ogyeedom Obranu Kwesi Atta, the chief of Efutu and Gomoa Adjumako traditional area made some startling allegations against Justice Yeboah.

The letter dated 12 July 2021 and signed by the Judicial secretary, Justice Cynthia Pamela Addo, notes that, “the attention of His Lordship the Chief Justice has been drawn to copies of letters from a Lawyer (Akwasi Afrifa, Esq) and his client, the plaintiff in the matter of OGYEEDOM OBRANU KWESI ATTA Iv v GHANA TELECOMMUNICATIONS COMPANY & LANDS COMMISSION, to the Disciplinary Committee of the General Legal Council, and which letters are making rounds on social media. His Lordship is saddened that without any shred of evidence, his name has been dragged into this sordid and potentially criminal matter.”

The judicial secretary’s letter notes further that, “his Lordship confirms that he does not know the plaintiff and has not met or seen him anywhere, except in the court room when he rises to announce his name when his case is called. His Lordship asserts that he has had no personal interaction either with the plaintiff or his lawyer on this matter or in any other matter. His Lordship further asserts that he has not demanded or received any money from any person to influence any decision in this matter or any other matter.”

Stressing further on the extent to which the Chief Justice has had any dealing with the parties involved in the case around which the accusations against him are premised, the letter states that “the records show that the plaintiff unsuccessfully petitioned for the recusal of His Lordship the Chief Justice and His Lordship Justice Victor Jones Mawulom Dotse from the matter, on a claim that they were prejudiced against him. The records further show that the Chief Justice was the only Judge on a panel who recently on 31t March 2021 dissented in an application at the instance of the plaintiff Ogyeedom Obranu Kwesi Atta IV in favour of the respondent, Ghana Telecommunications Co. Ltd”.

To this end, the judicial secretary states in her letter that, “to ensure that this matter is fully investigated, His Lordship has directed that a formal complaint be made to the Criminal Investigations Department of the Ghana Police Service for investigations and any necessary action. He has further directed that a Petition be lodged with the Disciplinary Committee of the General Legal Council in respect of this specific matter.”

“His Lordship is available to assist with all investigations into this matter, while he considers his own civil legal options to ensure that this matter is dealt with to its logical conclusions,” the letter added.

Ogyeedom’s denial

In a related development, Ogyeedom Obranu Kwesi Atta VI has discredited the allegations made against the chief justice by Afrifa. In a rejoinder, the chief of Efutu and Gomoa Adjumako traditional area stated that, “my attention has been drawn to a media publication allegation against my good self and some prominent third parties, including the Chief Justice.”

“I unequivocally deny all allegations of intended bribery or actual bribery of any judge including the Chief Justice, who I have never met or known personally apart from seeing him a distance from the bench,” he stated.

He added: “I re-emphasise that I have never met the Chief Justice before nor dealt with him directly or indirectly in official or private capacity, neither do l know where he lives nor have his phone number to have communicated with him”.

“I have since applied for a copy of the said response to my petition against Mr Afrifa in which those fabrications and allegations are said to be contained and will appropriately react to the General Legal Council upon receipt of same,” the rejoinder further stated.

Background

Ogyeedom Obranu Kwesi Atta VI dragged his former lawyer to the General Legal Council, through a petition dated 1 March 2021, to have him sanctioned concerning his handling of a case involving the petitioner and Ghana Telecommunications Company Limited.

Ogyeedom Obranu Kwesi Atta VI in his petition disclosed that the Lawyer Kwasi Afrifa who was handling his case asked him to pay an amount of USD 100,000 which he was going to use for “legal gymnastics” after he paid him GHC 300,000 as his engagement fees.

Ogyeedom Obranu Kwesi Atta VI said he realized the Lawyer did not use the money for the said ‘legal gymnastics’ and therefore sacked him from handling the case and asked that the monies be paid back to him.

The lawyer is said to have paid USD 25,000 but has refused to pay the remaining USD 75,000, so after several attempts to retrieve his money, Ogyeedom Obranu Kwesi Atta VI wrote to the General Legal Council to retrieve his money

Salaries For Presidential Spouses Gain Support

The leaders of three political parties and a member of the New Patriotic Party (NPP), have endorsed the approval of salaries for Presidential spouses.

According to them, “the spouses of the Presidents and Vice Presidents play a vital role not only in encouraging and supporting the two gentlemen of the country but also garnering the support of the local community to address social issues through their foundations.”

The parties are Liberal Party of Ghana (LPG), the All People’s Congress (APC), the People’s National Convention (PNC) and Mr Razak Kojo Opoku, a member of the NPP.

Interview

Speaking in an interview with the Daily Graphic, the founder and leader of the LPG, Mr Percival Kofi Akpaloo, explained that since the First and Second Ladies of Ghana under the Fourth Republican constitution were already receiving allowances from the state, formalising it would promote accountability and transparency.

He said unlike previously when no one knew how much was given out as allowance, Ghanaians would now know how much the state paid to presidential spouses and would be better positioned to demand accountability.

“It will give the nation an opportunity to ask them to declare their assets like all Article 71 office holders. As it is now, no one can compel them to declare their assets and the President, who is mandated by law, may decide to channel his/her assets to his wife in order to avoid declaration but now that their spouses are being paid, both will be required to declare their assets.”

Valuable advisers

For his part, Mr Ayariga said spouses of presidents had a stake in building the nation.

“They have contributed so much to the development of the nation. Most of them, one way or the other, assist the President in decision-making but it is just because we do not see what they do, we do not get to appreciate the role they play.

“Spouses play a key role in governance through the advice they offer to their partners even before it gets to Cabinet for deliberation, therefore, paying them salaries is in order. They are making some sacrifices, the trauma the President has to go through will affect the family so I do not see anything wrong when the state decides to pay them,” he stated.

The PNC in a statement signed by its General Secretary, Janet Asana Nabla, in support of the recommendation to pay salaries to Presidential spouses, stressed that the First and Second ladies were being taken care of by the state in the form of allowance provisions since the inception of the Fourth Republic thus the move to regularise the allowances now was in order.

“We rather see this to be an issue of gender parity on the part of those who are against it. It is disheartening to see some civil society organisations, NGOs, political parties and individuals kicking against the first and second ladies being on salary and citing a section of the Constitution to buttress their point when they have contributed in disregarding sections that advocate for gender equality,” the statement said.

It said opponents of the scheme should know that they were not fighting against the First and Second ladies of the land but the economic status of women in Ghana and the Affirmative Action Bill.

Razak Opoku

In a related development, a Member of the New Patriotic Party (NPP), Mr Razak Kojo Opoku, while supporting the payment of salaries to the First and Second ladies, proposed that the government should present an official Bill (1st & 2nd Ladies Salaries Bill) to Parliament for deliberations, consensus building and subsequent approval.

“Through the Bill, we will be able to fine-tune the proposal and get the necessary backing from Ghanaians. We will also be able to outline in detail the job description, roles and responsibilities of First and Second Ladies under the Fourth Republican Constitution,” he said.

Stop presidential spouse salaries – TUC to Akufo-Addo

The Trade Union Congress (TUC) has kicked against the payment of salaries to the wives of President Nana Akufo-Addo and Vice-President Mahamudu Bawumia.

There is public outcry over the agreement of parliament to pay the First Lady, Mrs Rebecca Akufo-Addo and Dr Bawumia’s wife, Mrs Samira Bawumia, salaries equivalent to that of cabinet ministers.

The salaries have also been backdated to January 2017.

Adding its voice to the many groups and individuals that have condemned the move, the TUC, in a statement, said the spouses of presidents and vice-presidents are not specified under Article 71 of the Constitution of Ghana and, therefore, wonders why they should receive salaries pegged to emoluments and privileges for officeholders specified under Article 71.

“It is true that salaries of some presidential staffers not specified under Article 71 receive emoluments that are the level of ministers or even higher, in accordance with the Presidential Office Act, 1993(Act 463), Legal Service Act and other acts. But it should be noted that the duties and responsibilities of Article 71 officeholders and all jobholders in the public service, including presidential staffers, are clear. The spouses of presidents and vice-presidents have not been officially assigned any such duties and responsibilities. Therefore, they are not qualified to receive salaries from the public purse,” the statement said.

The TUC stated that although Ghanaians appreciate what the first and second ladies are doing to support women’s rights, child rights, and other noble initiatives towards social and economic development of the country, neither the Constitution of Ghana nor the laws of land assign them any official duties and responsibilities. “Therefore, the Trades Union Congress cannot support the payment of salaries to the spouses of presidents and vice presidents even if the Ntiamoa-Baidu’s Committee recommended the payment of such salaries.”

The statement added that “it is simply not right for anyone who has not been officially assigned duties and responsibilities in the public service to receive monthly salaries.”

The TUC has, thus, advised President Akufo-Addo to use all the powers accorded him by the Constitution of Ghana, first, to stop the payment of the salaries to his wife and the wife of the Vice President immediately, until they are officially assigned duties and responsibilities.

Below are details of a statement by the TUC:

We have followed the ongoing spirited public debate on the payment of salaries to spouses of presidents and vice presidents.

Here are the facts we have gathered so far:

1) The payment of allowances to spouses of presidents and vice presidents was introduced by the first Government of 4th Republic under the late former President Rawlings.
2) These allowances have been handled administratively by the Office of the President.
3) The Presidential Emoluments Committee chaired by Professor Ntiamoa-Baidu recommended that, henceforth, the wives of presidents and vice presidents should be paid monthly salaries at the level paid to cabinet ministers, as part of the privileges recommended for presidents and vice presidents.
4) The 7th Parliament, which was dissolved on 6th January 2021, approved the recommendation by Ntiamoa-Baidu’s Committee to convert these allowances to monthly salaries.
5) Salary arrears dated back to January 2017 have since been paid to the wives of President Akuffo-Addo and Vice-President Bawumia, in accordance with the Committee’s recommendation which was approved by NDC and NPP Members of Parliament.

The spouses of presidents and vice presidents are not specified under Article 71 of the Constitution of Ghana. The question is: why should they receive salaries pegged to emoluments and privileges for officeholders specified under Article 71?

It is true that salaries of some presidential staffers not specified under Article 71 receive emoluments that are the level of ministers or even higher, in accordance with the Presidential Office Act, 1993(Act 463), Legal Service Act and other acts. But it should be noted that the duties and responsibilities of Article 71 officeholders and all jobholders in the public service, including presidential staffers, are clear. The spouses of presidents and vice presidents have not been officially assigned any such duties and responsibilities. Therefore, they are not qualified to receive salaries from the public purse.

Ghanaians appreciate what the first and second ladies are doing to support women’s rights, child rights, and other noble initiatives towards social and economic development of our country. But neither the Constitution of Ghana nor the laws of land assign them any official duties and responsibilities.

Therefore, the Trades Union Congress cannot support the payment of salaries to the spouses of presidents and vice presidents even if the Ntiamoa-Baidu’s Committee recommended the payment of such salaries. It is simply not right for anyone who has not been officially assigned duties and responsibilities in the public service to receive monthly salaries. The Committee probably sought to regularize the payment of allowances which were being paid already. But you cannot regularize the payment of allowances which has no legal basis.

The ongoing passionate debate indicates clearly that this issue is very important to Ghanaians. We would like to advise President Akufo-Addo to use all the powers accorded him by the Constitution of Ghana, first, to stop the payment of the salaries to his wife and the wife of the Vice President immediately, until they are officially assigned duties and responsibilities. The President should also ensure that all such payments made to his wife and the wife of the Vice-President are refunded immediately.

When the time comes for spouses of presidents and vice presidents to be assigned official duties and responsibilities that will qualify them to receive salaries from taxpayers’ money the executive arm of government should remember the spouses of the Speakers of Parliament (the heads of the legislative arm of government) and the spouses of Chief Justices (the heads of the judiciary arm of government). They can also perform some official duties.

We would also like to advise the President to initiate a process towards the establishment of a Committee/Commission made up of experts from various fields to advise the government on salaries for all jobholders in the entire public service to ensure fairness. The current system appears to favour politicians at the expense of other jobholders in the larger public service in terms of salaries, allowances and other job-related privileges. Under no circumstance should sections of the public service receive unfair advantage over others in the same public service. The wrongs that have been perpetuated over nearly past three decades at the blind side of taxpayers must stop now.

Rape Suspect Escapes from Hospital in Dzodze

A suspect who had been arrested for alleged rape has escaped from custody while receiving treatment at the St. Anthony Hospital at Dzodze in the Ketu North Municipality of the Volta Region.

The suspect who escaped last Saturday morning, July 10, 2021 has been identified by sources in the hospital as 26 years old Mawuli Adzitso. He was receiving treatment under Police guard.

Daily Guide understands that until his escape, Mawuli was on remand at the Dzodze Central Police station over rape charges, until Monday, July 5, 2021 when he complained of chest pains.

He was rushed to the hospital for treatment, but escaped on Saturday morning, when his police guard permitted him (Mawuli) to use the washroom.

A police wireless message sighted by Daily Guide says the hospital alerted the police at about 3:30pm, several hours after the escape.

Apparently, the police guard, one G/Constable Stephen Kobi who was assigned to the suspect at the hospital had not reported the incident to the station as yet.

He was subsequently contacted and he confirmed that the prisoner escaped at about 9:00am last Saturday.

The constable explained that the suspect requested to attend nature’s call. To this end, he removed the handcuffs from the hands of the prisoner for that purpose.

After waiting for some minutes, he could not locate the suspect, who had escaped.

“As a rule, the constable has been given ten days to search and recapture the prisoner,” the message pointed out.

Accra Academy Student Allegedly Behind Recent Fire Outbreaks In The School

A 15-year old student of Accra Academy Senior high School at Bubuashie, Accra, has been arrested for allegedly being behind recent fire outbreaks in the school.

He is siad to have confessed to setting fire to the dormitopry blocks, including a new dormitory block, which was razed down completely becuase he was forced into the school by this parents against his will.

The senior high school form two student, whose identity has been withheld by the police is said to have claimed responsibility for the last three fire incidents which ravaged dormitories, belongings of students such as trunks, chop boxes, with food items, beds and other valuables, including money.

The fire outbreks in the school have also destroyed property of the school, educational materials of students and some personal effects of the students. The boy who was handed over to the police a week ago has been charged for causing unlawful damage contrary to section 172(1)(b) of the criminal and other offences act 1960 (act 29).

During interrogations by the police, the juvinile suspect allegedly admitted being behind three fire outbreaks in the school. The boy allegedly told the police that he burnt the dormitory blocks because he did not like the school and also because he wanted to be a day student, instead of the boarding option which was offered him duing his admission. The boy who claimed he had been enrolled in the school against his wish, indicated that he hatched a plan to torch the dormitories with the hope that the school would be closed down.

The suspect also wanted his boarding students status changed to a day student, following the burning of th dormitories.

GSS to mop up 2021 PHC, says “no one will be left behind”

The Ghana Statistical Service (GSS) has assured the Ghanaian public that “no one will be left behind” as it has scheduled a mop-up exercise for the 2021 Population and Housing Census from July 12 to July 18.

Some Ghanaians have complained that they have not been counted in the ongoing exercise.

The GSS initially scheduled the exercise for March 2020 but rescheduled it to June 2020 and later postponed to 2021 due to the outbreak of the coronavirus pandemic.

Updating Ghanaians on the progress of the census so far at a press conference on Sunday, 11 July 2021, Government Statistician Prof Samuel Kobina Annim said “data has been received on 80% of the expected households as at the 12th day of enumeration with 12 out of the 16 regions above 80%. This ranges from 97% in the North East to 55% in Greater Accra.”

He, however, said the completion rates in some districts based on the data received by the 12th day indicate that the enumeration will have to continue.

Explaining why there are low enumeration in some districts, Prof Annim said there is “some reluctance of residents in specific households to participate in the census” as well as “unwillingness of entire communities to participate in the census due to boundary issues, inaccessibility of respondents (persons leaving early for work and returning late in urban areas, farming and mining communities)” coupled with “larger-than-expected number of structures/population in rapidly expanding urban areas”.

He also noted that “whenever a member of the public calls with questions/concerns about the completeness and content of the interview, an investigation must be conducted which involves the enumerator and supervisor being pulled from the field”.

1. Ghana Statistical Service expresses its appreciation to the public for their cooperation with census officials during the period.

2. The interest of the general public in being counted is high. The call centre has received over 2,000 calls from the public with concerns of not being listed or enumerated; questions about the exhaustiveness of the interview, and concerns about enumerator identity. In some cases, they are also calling the District Census Officers, Regional Statisticians and other Census Officials directly.

3. Data has been received on 80% of the expected households as at the 12th day of enumeration with 12 out of the 16 regions above 80%. This ranges from 97% in the North East to 55% in Greater Accra.

4. To put these figures in context, the numbers are based on the data that has been transmitted electronically to Headquarters. In some areas, Enumerators are unable to transmit their data due to poor or absent internet connectivity.

5. Out of the 272 statistical districts, 181 are on course to complete data collection today.

6. Currently the completion rates in some districts based on the data received by the 12th day indicate that the enumeration will have to continue.

Ban ‘fake’ Badu Kobi from giving prophecies – Christian Council told

Founder and General Overseer of Glorious Wave Church International, Prophet Emmanuel Badu Kobi is in the news again.

This time around, it is not for his usual controversial prophecies about the New Patriotic Party (NPP) and the National Democratic Congress (NDC), but his recent football prophecies that has gone viral on social media.

On Saturday, July 10, 2021, Prophet Badu Kobi prophesied that the spirit of the Lord has revealed to him that Brazil will triumph over Argentina to win the Copa America cup.

But in the end, Argentina beat their Brazilian counterpart by a loan goal to pick up the trophy.

As if that was not enough, on Sunday, Badu Kobi also prophesied that England will win the Euro 2020. However, it turned out that Italy is the new champion in Europe.

Dear Christian Council,

With giant tears still streaming down my cheeks, I come to you with a request you must not refuse me.null

One Prophet Emmanuel Badu Kobi has been desecrating God’s miraculous works with his BetBoro kind of predictions.

A chronology of his prophecies would help you in granting my request for me.

He said that John Mahama would win the 2016 elections. Of course, he lost. In fact, he even said Akufo-Addo was cursed and not destined to become a president of Ghana. Akufo-Addo is Ghana’s President for the second time running.

He prophesied that Trump would win the US elections in 2020. Trump, my main man, lost.

He also prophesied that Mahama would win the 2020 elections. He lost miserably!null

Hoping that Emmanuel Badu Kobi would keep his mouth shut by not attempting any more prophecies about the England/Italy final match of the Euro2020 competition, Badu Kobi, once again, prophesied that England would win the match with ease.

Sir, England has lost. Italy, the country he said would lose, ended up winning instead, inducing tears of agony from those of us who threw our weights behind the Three Lions.

Now, let me come down to my request. I beseech you to stop Badu Kobi from prophesying in the name of God! He is defiling the name of God with his fake prophecies.

Stop Badu Kobi from prophesying and showcasing them on television and Facebook. YouTube too, stop him from sending his fake prophecies there.null

Savannah Region : Akufo-Addo Commissions 85-bed Central Gonja District Hospital

The President of the Republic, Nana Addo Dankwa Akufo-Addo, on Sunday, 11th July 2021, commissioned the 85-bed Central Gonja District Hospital, located in Buipe, in the Savannah Region, at the start of his 2-day tour of the Region

The Buipe Hospital, whose construction commenced in 2018, is one of six (6) medical installations for which Government secured an 80-million-euro facility from Raiffesen Bank of Austria.

The hospital, together with five (5) others in Somanya, Sawla, Bamboi, Tolon, and Ketu North, was constructed by Vamed Engineering GmbH of Austria, with President Akufo-Addo, on 20th October 2020, commissioning the sixty (60) bed Ultra-Modern Hospital for Weta, in the Ketu North District.

The Buipe Hospital is an 85-bed hospital which is fitted with an out-patient department, Radiology unit, Laboratory, Pharmacy, Dental Unit, male and female wards, as well as paediatric and maternity units.

Indeed, prior to the construction of the hospital in Buipe, its residents had to rely on the Teaching Hospital at Tamale, or the Holy Family Hospital in Techiman. Considering the distances to be travelled from Buipe to Tamale or to Techiman, it had become imperative that Government constructs a health facility in Buipe to take of the health needs of the people of the Central Gonja District.

The President was hopeful that the hospital will help improve the health needs of the people of the district.

Indeed, in addition to the newly constructed Buipe District Hospital, President Akufo-Addo also revealed that Government has constructed health facilities in Mpaha, Digma and Tosinape and Kigberipe, all in the Central Gonja district.

Earlier in the day, the President paid a courtesy call on the Overlord of Gonja, the Yagbonwura, Tutumba Boresa Sulemana Jakpa, to thank him and the Region for the support offered the New Patriotic Party in the 2020 elections.

Touching on the request for potable drinking water made by the Yagbonwura, President Akufo-Addo indicated that he had already cut the sod for the construction of the Damongo Water Supply to address the problem.

He explained that COVID-19 had delayed the implementation of the project, “but I am happy to inform you that by the first week of August the contractor will be moving to site to begin work.”

Reiterating his commitment to construct some 1,500 kilometres of asphalt roads in 2021, he assured the Yagbonwura that the Savannah Region will be a beneficiary of this project, and re-assured the Overlord of Gonja that the construction of the Savannah Regional House of Chiefs will also commence in earnest.

President Akufo-Addo also visited the site of the construction of a new 3-Storey Regional Co-ordinating Council (RCC) Administration Block for the Savannah Region, located at Damongo.

The RCC building is currently 70% complete, with concrete works, blockwork, plastering works, roofing, door frame, electrical pipework and cabling and plumbing pipework all completed.

Indeed, in line with directives of the President to ensure a spatial allocation of state institutions in the newly created regions, a 2-Storey Administration block for Regional Education Directorate is also being constructed at Damongo, a 2-Storey Administration block for Regional Health Directorate at Daboya, a 2-Storey Administration block for Regional Agric Directorate at Bole, and a 2-storey Administration block for Regional Feeder Roads Department at Salaga

Will Ghanaians die if we pay first and second ladies salary? – Charles Owusu queries

Former Head of Monitoring Unit of the Forestry Commission, Charles Owusu, has hit hard at NPP Bono Regional Chairman, Kwame Baffoe, and NDC MP for Ningo Prampram, Sam George, over their threats to sue government over the official decision to pay First and Second Ladies’ salaries.

Parliament has approved that wives of the President and Vice President should receive salaries but this has been vehemently condemned by the two politicians and a section of the general public.

Kwame Baffoe, popularly called Abronye DC, has dragged the Attorney General to the Supreme Court praying the court for a “declaration that, the approval by Parliament to pay salaries to the First and Second Ladies is inconsistent with ARTICLE 71 CLAUSES 1 AND 2 of the 1992 Constitution of the Republic of Ghana and consequently be declared null, void and unenforceable’’ and an order that “per Articles 108 and 178 of the 1992 Constitution of the Republic of Ghana; parliament cannot, on its own accord, initiate or approve payment of any such emoluments; which would necessarily be paid from public funds; without a bill to that effect emanating from and introduced by the Government and dully passed into law’’.

Sam George, also threatening a law suit, argues that the First and Second Ladies are not Public Officers, therefore the Parliamentary approval is in breach of Article 71 of the constitution.

“As far as I am aware there was no arrangement for that, the President’s wife and the vice President’s wife are not article 71 holders.”

“I am a Member of Parliament, I personally do not subscribe to that, whether it is an NDC President or an NPP President, your wife is not a Public Officer, you wife is your wife. Are we also going to say that the Spouse of the Chief Justice , the spouse of the Speaker must also be paid? Where do we draw the line? Already they get allowances, they get protection from the state at the expense of the taxpayer and I don’t have a problem with that”, he said in an interview on Neat FM.

Addressing the issue on Peace FM’s ”Kokrokoo”, Charles Owusu rubbished the law suits asking ”if we cancel the payment to the First Ladies, what will happen in this country? Will it cause people to die or have life?”

”Today, this or that person is going to court saying we won’t accept it…The thing is also that they are being paid already and the fact that you’re going to court doesn’t mean the government will decide today that it won’t have a budget for the First Lady’s office and the office of the Second Lady. Then we should close the office. Then we should propose that it’s not necessary to give an office to the First and Second Ladies any longer”, he expressed his disappointments.

He argued that ”just as we pay their husbands, they must also be paid. If they work, then we must pay them”.

To him, it is petty for any person to come against the salaries.

”Let us love ourselves. The pettiness is too much”, he therefore advised.

Hearts of Oak win Ghana Premier League title with a game to spare

Ghanaian giants, Hearts of Oak have won the 2020/21 Ghana Premier League title with a game to spare.

The Rainbow boys shared the spoils with City-rivals, Liberty Professionals in matchday 33 of the domestic top-flight at the Accra Sports Stadium to annex the title that has eluded the club for so many years.

Hearts of Oak were held to a 1-1 draw by the Scientific Soccer lads on Sunday. Daniel Afriyie Barnieh opened the scoring before Liberty restored parity.

The last time the Phobians won the league title was in 2009 under Serbian trainer Kosta Papic

The draw against the Scientific Soccer lads means Hearts of Oak have clinched the league title for the first time in 12-years despite having a game in hand.

They sit of the table with 63 points and the outcome of the last round of matches (matchday 34) will not change anything.

Hearts of Oak will travel to Sogakope to play West African Football Academy (WAFA) in the final round of matches of the Ghana Premier League.

Chief Justice, Akoto Ampaw named in US$5 million bribery allegation

The Chief Justice, Kwasi Anin-Yeboah, and lawyer Akoto Ampaw have been named in a statement by one Kwasi Afrifa of O&A Legal Consult, addressed to the Disciplinary Committee of the General Legal Council, in which he [Afrifa] alleges that his client, Ogyeedom Obranu Kwesi Atta VI, once told him that “the Chief Justice had demanded a bribe of US$5,000,000 for a successful outcome of his case.”

Kwasi Afrifa’s statement dated July 8, 2021, is a response to a claim by Ogyeedom Obranu Kwesi Atta VI that he [Afrifa] while handling his case – Ogyeedom Obranu Kwesi Atta VI v Ghana Telecommunications Co. Ltd. – suggested to him [Ogyeedom] to “provide an amount of US$100,000 to enable him to do some ways and means (gymnastics)” on the case “so that we can obtain a favorable decision.”

Ogyeedom in his petition to the GLC on March 1, 2021, said despite knowing he had a good case before the Supreme Court of Ghana, he heeded the advice of his lawyer. However, he later realized that money was not used for the intended purpose.

“…so I fired him from the case and asked him to refund the money but he has since refunded US$25,000 leaving a balance of US$75,000 due and owing to me. All efforts to retrieve the amount have failed,” Ogyeedom Obranu Kwesi Atta VI stated while he appealed to the Chairman of the General Legal Council to help him retrieve the remaining amount from lawyer Kwasi Afrifa.null

In a three-paged response available to GhanaWeb, Kwasi Afrifa has unequivocally denied all the claims. According to him, he never suggested to Ogyeedom Obranu Kwesi Atta VI to provide any amount for what he described as ‘ways and means’.

While Kwasi Afrifa admitted to being Ogyeedom Obranu Kwesi Atta VI’s former attorney, he refuted the latter’s claim of requesting and taking funds to bribe the Chief Justice.

“At the end of July 2020, the Petitioner informed me that friends of his who were highly connected politically had taken him to see the Chief Justice who had agreed to help him win his case on condition that he drops my goodself as the lawyer handling the case for him and engage Akoto Ampaw Esq in my stead,” Kwasi Afrifa said.

“He further informed me that the Chief Justice had demanded a bribe of US$5,000,000 for a successful outcome to his case and that he had already paid US$500,000 to the Chief Justice. He further indicated that he was hard-pressed to raise the remainder of the US$5,000,000 and so I should refund some of the GH¢300,000 paid me as fees because he had in line with the advice of the Chief Justice, engaged Akoto Ampaw Esq as solicitor to continue the case before the Supreme Court,” Afrifa added.



After the said demand was made, Afrifa said he rather took a decision to refund the amount Ogyeedom Obranu Kwesi Atta VI paid him for handling his case. This, he argued, he did out of a sense of dignity.null

He said: “we aggregated the GH¢300,000 paid to me as being the equivalent of US$50,000 which I was to refund to him without any timeline being indicated. He said he wanted the payment in dollars because he was raising the remainder of the money to be paid the Chief Justice, and that currency was the currency of choice.

“On the 27th of January 2021, I paid an amount of US$25,000 to the petitioner and subsequently paid US$15,000 to him making a total of US$40,000 so the outstanding amount that I have to refund to him is US$10,000. I am ready willing and able to make the said payment of US10,000 when I appear before the Committee on the 15th of July, 2021.”

Akufo-Addo on 2-day working tour of Savanna

President Nana Akufo-Addo is expected to tour the Savanna Region from today, Sunday, 11 July 2021.

The president will start the two-day tour from the regional capital, Damongo.

He will pay a courtesy call on the overlord of the Gonja traditional area, Yagbonwura Tuntumba Boressah at the Jakpa palace.

The president will later be hosted by Damongo-based community radio station PAD FM, for an interview.

Subsequently, the president will inspect ongoing construction work on the office complex of the regional coordinating council.

Later, he will move to Buipe to inaugurate an accident and emergency centre.

On the second day of his working tour, Mr Akufo-Addo will inspect water and road projects at Kpembi and Salaga.

In Salaga, the president will also open AstroTurf and then proceed to inspect the ongoing Bunjai-Fufso road project.

Nana Akufo-Addo will leave the Savanna Region for Tamale, the capital of the Northern Region on Tuesday

Who takes credit for Pokuase Interchange is not relevant – Osafo Maafo

Senior Presidential Advisor, Yaw Osafo Maafo says the debate over who takes credit for the construction of the Pokuase Interchange is not relevant.

Mr. Osafo Maafo, who cut the sod for the construction of the project three years ago, argued that governance is a continuous process.

President Akufo-Addo on Friday, July 9, 2021, commissioned the 4-tier Pokuase Interchange in Accra.

Already there is a raging debate over who takes the credit for the project with many saying the Mahama administration played a major role before handing it over to the NPP administration.

“Governance is a continuous process. There is nothing static about governance. Therefore someone will have to start and another will implement it. The government started before independence. Osagyefo brought that independence. We cannot talk about government as a singular action.”

“Yes, it is important to congratulate the government that initiated it. But somebody must take it through the implementation process, and that is what this government has done.”

He however said the Akufo-Addo administration should be given a pat on the back for maximising the resources allocated for a three-tier interchange and producing a four-tier interchange.

“This government managed the budget for a three-tier interchange and produced a four-tier one. This is something worth noting. And I think that the government should be commended for protecting the public purse.”

About the project

The Pokuase Interchange is a four-tier interchange situated at Pokuase junction, connecting motorists to Awoshie, Kwabenya, Amasaman and Achimota.

The project is being undertaken by Messrs China Zhongmei Engineering Company Limited.

The sod-cutting ceremony for work to start was done in July 2018, with the project initially expected to be completed in October 2020, but that was changed to March 2021.

The government, in May 2021, promised that the project would be completed in the first week of July 2021

Ablakwa laments over Ofori-Atta’s delay in briefing MPs on cost of Akufo-Addo’s foreign trips

The Member of Parliament for the North Tongu constituency, Samuel Okudzeto Ablakwa wants the leadership of Parliament to call out and deal with what he calls the abysmal conduct of the Finance Minister with regard to providing answers to the question of the cost of the President’s recent foreign travels.

The legislator filed two urgent questions on the use of a private jet for President Akufo-Addo’s trips to Europe and South Africa instead of the presidential jet.

The first question, admitted by the Speaker of Parliament, Alban Bagbin on June 1, 2021, dealt with the airworthiness of the presidential jet  and was answered by the Minister for Defence, Dominic Nitiwul.

On the day Ken Ofori-Atta was expected to answer his part of the question, Ablakwa was informed that the Minister had requested for more time to furnish the House on the cost of President Akufo-Addo’s foreign trips.

The question was subsequently taken off the Business Statement of Parliament, although the Minister had about two weeks earlier to prepare his response.

Raising the concern once again on the floor of the house, Samuel Okudzeto Ablakwa said the House must not be seen to be giving the Minister preferential treatment when his colleagues have been hauled before the House.

“On the 1st of July, I wrote a memo to the Business Committee, drawing attention that if care is not taken, it will appear as though there is a Minister who is above our standing orders and above the laws of this country who can keep asking for more time in perpetuity. Nobody knows what ‘more time’ means. I have gone through the business statement and again that question is conspicuously missing. Can the honourable Majority Leader tell this House what is going on?” Mr. Ablakwa said.

This is the second time Mr. Ablakwa has raised concerns over the Finance Minister’s failure to appear before the House to account for President Akufo-Addo’s use of a private jet for his recent trips to Europe and South Africa.

Mr. Ablakwa had earlier threatened to initiate a vote of censure against the Minister if he continues to delay in coming before the House to render accounts.

‘I haven’t rejected the question on the cost of Nana Addo’s travels’ – Bagbin

The Speaker of Parliament, Alban Bagbin, had earlier denied any complicity in the re-scheduling of the question on the cost of President Akufo-Addo’s travels to France, Belgium, and South Africa.

Speaking on the floor of the house, Alban Bagbin said the Finance Minister will definitely provide answers to the said question.

“Let me disagree with what has been put on social media that the honourable speaker rejected the questions. There is no iota of truth in that publication. The questions were admitted and forwarded to the ministers and the ministers have indicated to me their readiness to come and answer the questions, so it will be no problem. Ejura Shooting: We may have to exhume bodies of slain protesters – Kweku Baako

Amidst the inquiry into the violence in Ejura, the Editor-In-Chief of the New Crusading Guide, Abdul Malik Kweku Baako Jnr., says it is imperative that the source of the bullets that killed two persons is established.

“It’s a critical requirement that the bullet that killed them must be available because then we’ll be able to tell which gun shot that bullet,” Mr. Baako said on Joy FM’ Newsfile on Saturday, July 10, 2021.

Though gunfire from soldiers are believed to have killed two men protesting after the death of a social activist, the Commander of the 4BN of the Ghana Armed Forces, has suggested that some protesters armed with guns may have wounded or killed some protesters.

But Mr. Baako expressed his doubts about the suggestion from the military.

“If it were true, they would have done that crime scene management and in the process would have located shells that would be part and parcel of their defence. They don’t have it. They didn’t send it because it doesn’t exist.”

He further said the state may have to consider exhuming the body of the deceased protesters so as to unravel the truth.

“If we are not going to get the bullets that killed them because of a certain emergency situation, so we’ve buried the bullets together with the human bodies, my goodness, what are we doing? This is an exercise in futility then.”

But ultimately, Mr. Baako stressed that he did not believe that the protesters opened fire on the military.

“It cannot be true. Look, we’ve seen different types of videos. They were armed, maybe machetes, knives, sticks, but nobody can convince me that they were armed with weapons firing at the military and the police. So I cannot be convinced,” he said.

Govt Will Find Ways To Alleviate Plight Of Traders

Mr Alan Kyeremanten, the Minister of Trade and Industry, has assured victims of the Makola Market fire that Government will find means to alleviate their plight.

“We have told them to take their time to salvage a few more of their goods … and itemize everything and bring their lists so that we can compile and bring it to government for compensation,” he stated.

Mr Kyerematen said this when he visited the fire scene to assess the situation.

He said it was unfortunate that another fire outbreak was experienced in the central business district at a time the traders were recovering from the ‘blows’ of COVID-19, but assured of Government’s support.

Mr Kyerematen said Government had set up a committee to look into the cause of the fire incidents for more permanent and practical solutions to address them.

He said Government was reviewing the report and working closely with the Ghana Union of Traders Association (GUTA) to develop a policy framework to deal with the issues.

Dr Joseph Obeng, President of GUTA, described the recent fire incident as unfortunate and demanded the release of all investigative reports on previous fire incidents, particularly in the country’s commercial centres to enable authorities to guard against future occurrences.

He said, “we want the Government to submit the reports of forensic audits from previous fire outbreaks. That way, a committee can be set up to find a lasting solution to the issue.”

The Monday morning fire outbreak razed over 50 shops.

NDC Is Waging ‘Emotional War’ Against Us – Dr. Okoe Boye Warns NPP

Former Deputy Minister of Health, Dr. Okoe Boye has admonished his party to be awakened to the tactics of the opposition National Democratic Congress (NDC) in pitching Ghanaians against the government’s decision to pay salaries to First and Second Ladies.

Parliament has officially approved the payment of salaries to wives of the President and Vice President.

However, the government’s decision has been condemned by some members of the general public.

With some arguing for and against the decision, a member of the NDC, Sam George has threatened court action against the decision.

Sam George, the Member of Parliament for Ningo Prampram, argued; ”As far as I am aware there was no arrangement for that, the President’s wife and the vice President’s wife are not article 71 holders.

“I am a Member of Parliament, I personally do not subscribe to that, whether it is an NDC President or an NPP President, your wife is not a Public Officer, you wife is your wife. Are we also going to say that the Spouse of the Chief Justice , the spouse of the Speaker must also be paid? Where do we draw the line. Already they get allowances, they get protection from the state at the expense of the taxpayer and I don’t have a problem with that.”

Discussing the issue on Peace FM’s ”Kokrokoo”, Dr. Okoe Boye stated that the NDC has developed a strategy that is defeating the purpose for the Parliamentary approval of the First and Second Ladies’ salaries.

According to him, the NDC is waging an ”emotional war” and so called the NPP to counteract the opposition’s cunning ways in order to help Ghanaians comprehend the significance of the government’s decision.

”..what I have realized that the NDC is waging an emotional war, our response sometimes must be an emotional strategy. When I say ’emotional strategy’, we can consider options like coming out to tell Parliament that get a bill and now cancel everything so that we listen to the kind of comments that will come from their wives”, he said.

He expounded that the opposition party has decided to ”target the hearts of people”, therefore the NPP ”must be conscious and quickly adjust ourselves, because on the books, everything is right. It went to Parliament…but they’re targeting people on their heart and, as a psychologist, I know when the hearts of people are targeted; it’s difficult to get them to appreciate reasoning”.

Fetish Priest Uber Driver Murder Declared Wanted

The Ashanti Regional Police Command is on a manhunt for a fetish priest, Black Akasha, said to be a key suspect in the murder of Israel Agyei Manu, an Uber driver.
The decapitated body of Manu was found at Feyiase-Akoyem in the Bosomtwe District, on Sunday, July 04, and police investigations led to the arrest of three suspects, who had so far been arraigned.
The three accused persons, Rashid Ibrahim, 32, Richard Addai, 35, an assistant to the fetish priest, and Anthony Sekum, 22, labourer, have been charged with murder and abetment of crime.
Deputy Superintendent of Police (DSP) Eric Akwaboa, of the Bosomtwe District Police Command, in an interview with the Ghana News Agency, said the fetish priest “is a wanted man given the fact that he is a key suspect in the case.”
In November, 2020, he said, Rashid, the principal accused person, saw an advertisement on the television by Akasha, the fetish priest, inviting interested persons wanting to get rich to see him for quick money.
Consequently, he proceeded to the wanted man’s shrine and was charged GHS 900.
According to DSP Akwaboa, after incantations, the fetish priest directed the accused to bring a human head to perform the rituals for money.
He said on July 04, Rashid in pursuance of his mission, hired the services of Manu, the victim, to Feyiase-Akoyem, adding that when they arrived, Rashid pleaded with the victim to accompany him to pick his speakers in a nearby bush.
However, somewhere along the way, the accused person butchered and cut off the head of the victim.

Customs Commissioner Lauds Staff For Good Work In 2020

Commissioner for Customs, Colonel Retired Kojo Damoah, has appreciated the tremendous efforts of the various sector Commands for exceeding revenue targets to the tune of GHC1.6 billion in 2020.

“It is not a mean achievement bearing in mind the effects of COVID-19 pandemic on many economics and for ours, which mainly depended on import and export”, he added.

The Commissioner of Customs during a familiarisation visit to the Western Command, called for continuous improvement, vigilance at borders to save the country of the leakages.

By 2021, the Commission is expected to raise over GHC65 billion for the country’s development.

Colonel Damoah told servicemen that the target was an opportunity for them to work harder and exceed budget estimation.

“I am working hard to improve upon working conditions for personnel and vehicles so that we can collect more and have more for ourselves also”, he added.

The Customs Division according to Him, worked with three core mandates: Trade, Security and Revenue and encouraged men and women of the Commission to pay more attention to internal security and the carriage of prohibited goods.

“We are privileged to be part of the national security architecture and we should, therefore, be mindful and careful in our checks at the borders to avoid intrusion of drugs, arms among others”.

He said, the country’s religious tolerance must promote trade development under guard and that officers have the greatest responsibility to preserve the peace through proper surveillance and vigilance.

The Assistant Commissioner, Gloria Farmah, the Sector Commander, Takoradi Collection Customs Division said the Integrated Customs Management Systems though without challenges had helped in chalking successes and commended the lead team for regular engagement.

The Takoradi command, have so far collected GHC293.05 million between January and June 2021.

She said containers have also increased from 4,522 to 5,368 representing an 18.7 increment.

Assistant Commissioner said a special task force, training on specialised commodities and an elite examination team has been formed to maximize revenue.

The Command, according to her, had undertaken a number of projects with support from the Commissioner’s Self Assisted Projects.

A new Cenotaph was later inaugurated.

The Commissioner is expected to make stop overs at various industries including TACOTEL, Keda industries, Western Diamonds and the Port of Takoradi.

Lead Investigator in Canadian girls’ kidnapping case dead

The Criminal Division of the Accra High Court presided over by Justice Lydia Osei Marfo has been told that the Lead Investigator at the CID Headquarters who investigated the kidnapping case of the two Canadian girls is dead.

Samson Agharlor, alias Romeo, Jeff Omarsar, Elvis Ojiyowe and Yusif Yakubu have been charged among other things for unlawful imprisonment.

They have pleaded not guilty and are standing trial for the offenses.

In court on Friday, July 9, Detective Corporal Augustine Dery, one of the investigators told the court that, the lead investigator Chief Inspector Matthew Anokye died on May 4, 2021.

Detective Dery made the decision known when he was giving his Evidence-In-Chief as the 11th Prosecution Witness in the ongoing trial.

The Witness told the court that, he is a police officer with the Ghana police service stationed at the Anti-Armed Robbery Unit of CID headquarters in Accra.

He said, he been at the unit for six years, but has been a police officer for 12 years.

“I was part of a team of investigators who investigated a kidnapping case of the accused persons and others.

“My Lord, Myself and Chief Inspector Chief Matthew Anokye who was the Lead Investigator. Chief Inspector Anokye is dead. He died on May 4, 2021. I have with me the invitation to the funeral of Chief Inspector Anokye and identified the Invitation Card to prove that, the Chief Inspector was dead,” he told the court.

“We had a good working relationship as we were in the same unit. aside from investigating this case as a team, we have also worked together in other cases,” the witness said of the late Chief Inspector.

The witness also told the court, “I have had a professional working relationship with him for six years.”

Signature and handwriting

He told the court that, he was “familiar with the signature of the late chief Anokye as well as his handwriting.”

According to him, by way of investigating this case, the late Chief Inspector Anokye was the Lead Investigator, and so he did most of the investigative work.

‘My Lord, he was the one who cautioned and obtained further investigations cautioned statement of the accused persons and others after the BNI has handed over to us.

According to him, the late Chief Inspector “forwarded the 10 mobile phones to the Cyber Crime Unit for Forensic Analysis. Again, he forwarded the weapons to the ballistic experts for examination. I know that he gave a statement on investigations and followed it up by giving the witness statement to the office of AG.”

“What I have stated is not exhaustive of all that he did. what I have mentioned is what readily comes to me.

Evidence Act

The State Attorney prior to tendering the statement through the witness, made reference to Section 118/116 of the Evidence (Act1975) NRCD 232 to tender the statement of Chief Inspector Anokye through the investigator on the box.

BNI investigations

Touching on how investigations were done, the witness said, on June 17, 2019, “BNI handed over the accused persons and others and some exhibits to my unit for investigations.”

Regarding the said others, he told the court that, “the accused persons before you, there were others that we brought along with the accused and they are Sofianu Abubakar, Abdul Nasir, Seidu Abubakar MBA, and Abdul Suleiman alias Wofa.”

The case has been adjourned to July 16, 2021

Residents of Sefwi Amoakrom in the Bia West District of the Western North Region were thrown into a state of shock Thursday afternoon after a 22-year-old man, Francis Awuni, beheaded his 45-years-old boss Mr Azumah in his rice farm.

The suspect after the dastardly act is said to have reported himself to the police and confessed to killing his boss who’s a father of six. He was later arrested.

The Assemblyman for Amoashed Electoral Area, Hon. Edward Takyi who in an interview with Kasapa News confirmed the horrific incident said the suspect claimed his late boss had cut him with the machete as he tried to kill him for money rituals but he (suspect) managed to overpower him and chopped off his head.

The Assemblyman said the deceased (Azumah) went to the Northern part of Ghana to hire Francis Awuni as labourer to work on his farm and has been doing so for the past three months.

He noted that the suspect is a very quiet guy who’s not known to be on drugs, hence many residents are shocked he could commit such a crime.

Ejura: My sick son was shot while buying medicine; he wasn’t demonstrating – Victim’s mum

Agatha Donyinah, the mother of one of the people injured by bullets fired by soldiers during the Ejura demonstration in the aftermath of the mob lynching of social media activist Ibrahim Kaaka Mohammed, has told the three-member committee investing the disturbances that her son had gone to the pharmacy to get some medicines for his ailment when he was shot.

The mother-of-three said her son, Louis Ayikpa, 20, was shot as he was about entering the pharmacy.

The single-mum trader told the committee that Louis, a final-year student of Effiduase Senior High School, had come home on Monday, 28 June 2021, because he was sick.

After being hit by the bullet on the 29 June 2021, she said her son was first rushed to the Ejura Government Hospital and later referred to the Komfo Anokye Teaching Hospital (KATH).

She said the son has been operated on because, according to doctors, the bullet affected his intestines.

Madam Agatha told the committee that she wants justice to be served since she has no help from anyone.

Meanwhile, the family of the late Ibrahim Kaaka Mohammed have said events in the past few days, as far as the work by the three-member Ejura ministerial committee is concerned, have left them “less certain of the scope, focus, real intent and even utility” of the exercise, and have, thus, decided not to appear before the committee.

The lynching of the late social media activist sparked outrage in Ejura, leading to a march in which two demonstrators were shot and killed by soldiers.

Kaaka’s family was expected to be among those appearing before the committee today, Friday, 10 July 2021 but the family, in a statement signed by spokesperson Nafiu Mohammed, said the events of the past few days have left them disappointed.

“We, the family of Ibrahim ‘Kaaka’ Mohammed, regret to formally notify you of our decision to not participate in the ongoing public inquisition, which is purportedly concerned with the “circumstances that led to the unfortunate occurrences of Tuesday, 29th June 2021”.

“However, events over the past few days, have left us less certain of the scope, focus, real intent and even utility of the ongoing inquiry”.

“As such, we feel let down in our enthusiasm for what we assumed would provide a much-needed opportunity for truth, soul-searching and institutional accountability for state-sanctioned violence,” the statement added.

“As you may be aware, we, like many people in Ejura, welcomed and continue to appreciate the president’s decision to instruct you to inquire into the circumstances that led to indiscriminate killings of the people of Ejura by members of our military forces.

“We congratulate you on your decision to heed the call of civil society organisations to recuse yourself from the inquiry, and to set up a separate Committee of Inquiry”.

“In addition, having sought and obtained independent legal advice as to the work of the committee, and our rights vis-à-vis the committee, we have become apprehensive of the substantive and procedural regularity of the committee’s work.

“We are also now concerned that the committee’s work does not provide the appropriate framework for a full, faithful and impartial inquiry, as envisaged under Article 278 of the 1992 Constitution.”

The family accused the committee of attempting to distance Kaaka from the #FixTheCountry movement, and unfavourably criticising the live media coverage of the unrest that ensued as being responsible for “the criminal conduct of the security forces

Kennedy Agyapong, Member of Parliament for Assin Central, has slammed fellow politicians who use unconventional tactics to arrive in and maintain power.

According to him, there are politicians who will kill their fellow human beings if that is what it takes to get power.

GhanaWeb monitored comments he made when he was interviewed on the July 6, 2021 edition of Metro TV’s Good Evening Ghana talk show.

“Politicians are also part of the problem because they don’t care killing human beings to come to power but the Bible says: ‘What does it profit a man if he gains the whole world but loses his life?’”

He expressed disgust at such politicians who he said acted as though they were not going to die themselves: “You want to come to power, so you kill brothers, sisters because of power? And when they are talking like that, they forget that one day they are also going to die,” he added.

He had earlier in the programme slamed the media asserting that the kind of reportage that some of them churn out on sentitive national issues could plunge the country into a state of war.

Asked whether he was concerned about the security situation in Ghana as has played out recently, he replied: “very concerned, about the media. I have always said that if Ghana will go to war, if Ghana will be destroyed; it will be from the media. The comments they make.”

“Typical example is the case in Ejura, a brother kills a brother and it is reported out there that #FixtheCountry advocate has been killed because he was talking about fixing the country,” he submitted.

Agyapong said, he was in Turkey when he read the news of Kaaka’s death, adding, he felt bad about the supposed political reasons reported by the media, “… until I came back to Ghana and I got to know the true story of it. Who is causing problems?

“Other people have died because of false reportage, we are all losing the facts because we are not looking at where the problem started. The problem is from the media,” he stated adding that it was the reports that infuriated the youth to protest leading to more deaths.

“We have to be careful in this country, the way we give information especially with social media. I don’t write anything, I don’t have time,” he added.

Agyapong, however, said he will mark the state of Ghana’s security as nine over ten because compared to other countries mentioning especially Nigeria, Ghana was in a state of peace and security.

He slammed the main opposition National Democratic Congress, submitting that, the party had no legitimacy to comment on Ghana’s security situation because they are notorious mismanagers of security whenever they were in office.

Participate fully in 2021 census – NDC to Ghanaians

The National Democratic Congress (NDC) has urged the general public to show keen interest and participate in the ongoing 2021 National Population and Housing Census.

A statement signed by NDC General Secretary Johnson Asiedu Nketiah on Friday, 9 July 2021, indicated that “the census exercise, which was started eleven days ago and is scheduled to end on Monday, 12 July, has been very slow in reach, low on awareness and has received very minimum attention and publicity in the media”.

“Many areas have reported ‘no show’, raising serious concerns about the integrity of the census process”.

It continued: “The importance of the census exercise to the infrastructural, political and socio-economic development of our country cannot be overemphasised, as it determines how the scarce national resources of this country are efficiently allocated to equitably address, the various developmental needs of the country. Thus, failure to be counted has major implications for the efficient planning and deployment of developmental resources to our respective communities”.

The NDC, therefore, called on the general public to ensure that they are counted.

“It is for this reason that the National Democratic Congress is calling on the general public to show interest and ensure that they fully participate in the process and be counted. We want to use this opportunity to announce to the general public, particularly our members that, if for any reason, enumerators have not labelled your house or come to your home for the exercise, kindly call the Ghana Statistical Service toll free number on 0800-900-900 or 0800- 800-800 or 0800-426-426 and get counted,” the statement further noted.

The 2021 Population and Housing Census began with the Census Night on Sunday, 27 June 2021.

Actual counting began the next day, Monday, 28 June 2021.

The exercise will end on Monday, 12 July 2021

I built 3 interchanges with $289M; Mahama built one with $260M – Akufo-Addo

President Nana Addo Dankwa Akufo-Addo has once again taken a swipe at former President John Dramani Mahama over the construction of some interchanges in the country.

According to the President, his government is building three interchanges with an amount of $289 million, while the erstwhile Mahama administration built only one interchange with almost the same amount.

President Akufo-Addo made the comparison when he commissioned the four-tier Pokuase Interchange on Friday, July 9, 2021.

“It is important to put on record that the original contract design [for the Pokuase interchange] was for a three-tier interchange, however through efficient management by my government the interchange was modified to a four-tier interchange within the same contract sum.”

“Indeed, $289 million has been used by the Akufo-Addo government to construct three interchanges (at Pokuase, Obetsebi Lamptey, and Tamale) as opposed to $260 million used by the Mahama government to construct only the Kwame Nkrumah Interchange. These are further examples of the fact that we in the NPP are good protectors of the public purse,” he argued.

Speaking at the commissioning ceremony, President Akufo-Addo used the opportunity to appeal to drivers to adhere to all road safety measures to ensure the safe use of the facility.

“I appeal to the users of this facility, especially drivers, to adhere to the various road safety measures put in place for the safe use of the facility. The modernization of Ghana is steadily gathering momentum, and I entreat all Ghanaians to join hands in building the Ghana we want.”

About the project
The Pokuase Interchange is a four-tier interchange situated at Pokuase Junction, connecting motorists to Awoshie, Kwabenya, Amasaman and Achimota.

The project is being undertaken by Messrs China Zhongmei Engineering Company Limited.

The sod-cutting ceremony for work to start was done in July 2018, with the project initially expected to be completed in October 2020, but that was changed to March 2021.

The government, in May 2021, promised that the project would be completed in the first week of July 2021.

First Lady’s Salary- John Mahama disagrees

The issue of handling spouses of Political office holders is not a new one; it has engaged the attention of all governments since the advent of the 4th Republic.

Under various administrations, considering their sensitive positions, there had to be a consideration of how to support the spouses of the President and the Vice President in fulfilling  the roles that our modern democracies expect them to play, such as empowering women, girlchild education, reproductive health issues, teenage pregnancy, assistance to widows, fighting early marriage, preventing mother to child transmission of HIV, STEM for girls, and even as far as the welfare of grandmothers banished to witch camps.

The practice thus far, has been that some expenses of the spouses of the President and Vice President in carrying out their expected roles are funded by the Office of the President. This includes fueling of vehicles, security, clerical staff, stationery, hosting of local and foreign guests and all such expenditures.

The distinction must be made, however, that this is separate from allowances payable to spouses of the President, Vice President, former Presidents, former Vice Presidents and former Heads of State.

In the first Government of the 4th Republic (the Rawlings Administration), some recommendations were made to provide allowances to the spouses of the President and Vice President and additionally, as a gesture of reconciling with our past, the spouses of former Presidents and Heads of State.

Since this convention was established by the Rawlings administration, issues in respect of allowances of the spouses of the President and Vice President and spouses of former Presidents and Heads of State have largely been handled administratively and provided for under the budget of the Office of the President.

This week, a raging issue that has generated passionate debate among many Ghanaians, both on social media and in the traditional media space – TV and Radio – has been in respect of a report, confirmed by Government that the spouses of President Nana Akufo-Addo and Vice President Dr. Mahamadu Bawumia are to be placed on a monthly salary at the level of a Cabinet Minister.

We are told that the 7th Parliament of the Republic of Ghana, which was dissolved at midnight of January 6, 2021, approved the recommendation in the Report of the Presidential Committee on Emoluments for Article 71 Office Holders (January 2017 to December 2020), chaired by Professor Yaa Ntiamoa-Baidu.

The news, particularly at this time of austerity, has generated some level of outrage among the populace, and I can understand the anger of those opposing the recommendation of the Ntiamoa-Baidu Committee and its subsequent approval by parliament.

It should be made clear, also, that the recommendation in respect of spouses in the Ntiamoa-Baidu Committee report, which covers the years January 7, 2017 to January 6, 2021, is solely in respect of the Spouses of President Akufo-Addo and Vice President Bawumia.

The challenge, however, is that the spouses of the President and Vice President are not captured among Article 71 Office Holders and, therefore, there is no legal or constitutional basis for it.

It should be noted that the recommended salaries for the Spouses in the Ntiamoa-Baidu report are captured as part of the emoluments of the President and the Vice President. This seems like an attempt to sneak the First and Second Ladies into the article 71 office holders’ group. This is clearly problematic.

Indeed, the Ntiamoa-Baidu Committee rightly makes the case on page 51 of its report as follows: “The Committee notes that neither Article 71 nor any of the provisions in the Constitution bestows benefits on spouses of Presidents and Vice Presidents. Similarly, no legislation mentions what the State should provide for spouses of Presidents and Vice Presidents.”

The question then is: if the Committee recognises the above, and therefore appreciates that there can be no legal or constitutional basis for seeking to bestow any such benefits on the spouses of the President and Vice President (VP), why then did it proceed to provide for the payment of monthly salaries pegged at the level of a Cabinet Minister to both the First Lady and wife of the VP who served in the period 2017 to 2020, even if it was conveniently enveloped as part of the emoluments of the President and Vice President?

And why did Parliament also approve, as has been reported, this recommendation without a review?

Article 71 is an entrenched clause in the 1992 Constitution and nothing short of a referendum can be used to amend or vary that clause as per article 290 of the Constitution. The Committee, and indeed the Government, cannot use a short-cut to circumvent well laid-out constitutional rules.

Furthermore, pegging their salaries at the level of a Cabinet Minister suggests that all conditions and benefits that come with the Committee’s recommendation for a Cabinet Minister will likely apply. This recommendation, therefore, is inappropriate and its approval, if true, is unfortunate.

As earlier mentioned, it is a fact that over the years, successive governments have continued the convention of providing the offices of the First Lady and Second Lady with allowances. The practice has included the payment of quarterly allowances to the surviving spouses of former Presidents, former Vice Presidents and former Heads of State, which practice has been appreciated by the beneficiaries as a token from the State.

Anyhow, if Government wishes to formalize these allowances, it must bring some form of enabling legislation to back these payments, noting that best practice in other democracies do not support payment of salaries to spouses of office holders.

This debate also brings back to the fore my oft-repeated position that the recommendation for the establishment of an Independent Emoluments Commission must be carried through.

I believe that instead of trying to unconstitutionally enlarge the scope of Article 71 office holders for the purposes of determining emoluments, the Government must as a matter of urgency set up the Independent Emoluments Commission.

To provide some background, the establishment of an Independent Emoluments Commission (IEC) was a recommendation of the Constitution Review Commission in 2011. It was endorsed in the Government’s White Paper and both the Edu-Bandoh and Ntiamoa-Baidu Committees made a case for its urgent establishment. In fact, I am on record to have championed this position.

If this proposed Independent Emoluments Committee is established, the Commission will not only stop the practice of setting up a new emoluments committee every four years and coming up with varying recommendations but will ensure that salary administration in Ghana is rationalized and equity is brought into the system.

To emphasise this point, let me share a recommendation from the Edu-Bandoh Committee Report: ​​“The future of public sector salary regimes needs to be built on the guiding principles outlined in this report in determining and making recommendations on the emoluments of Article 71 Office Holders for 2013 – 2017. It is important that salary adjustments of all public sector workers take into account such principles as equity and fairness, productivity, cost of living, motivation, ability to pay, as well as accountability, among others. The future of fixing salaries of office holders in the Ghanaian public sector will be strengthened if the guiding principles are upheld in all sectors for the realization of equity and fairness in the public sector salary administration.”

The times are dire, and the economy is under severe stress. Any attempt to broaden the scope and for that matter turn the spouses of the President and VP into permanent office holders, in addition to the support provided to their offices, would appear unreasonable.

I recall that I entered the 4th Republican Parliament in the same year as President Nana Akufo-Addo. As a young MP, I remember we debated an amendment to the Assets Declaration Law to expand its ambit. One of the groups targeted for addition was spouses of public office holders including the President, Vice President, Ministers among others.

Leading those who vehemently opposed the inclusion of spouses was President Akufo-Addo. I remember one of the main thrusts of his argument was that a spouse could not have known that their partner would end up in high office at the time they got married. It would therefore be unfair to subject them to the hazards of an assets declaration regime (it would be in the Hansard somewhere).

Have the chickens come home to roost? A spouse may not have known that their partner would end up in high office at the time of marriage, so would it not be unfair to bestow upon them salaries as part of their husband’s emoluments in office?

Finally, it has also been indicated that the First and Second Ladies have been receiving allowances from 2017 to date. Should the Government choose to ignore the cries of the citizenry, as seems to be the pattern of the day, steps must then be taken to ensure that the Committee’s recommendations are not retroactively applied, leading to double payments.

Let’s Partner To Establish More Factories In Ghana – COCOBOD Boss to Swiss Minister

The Chief Executive of Ghana Cocoa Board (COCOBOD), Joseph Boahen Aidoo, says Switzerland can strengthen its existing economic ties with Ghana by supporting the effort of the Ghanaian government to expand the local cocoa processing and value addition sector.

Such support, he explained, can be in the form of partnerships to establish more processing factories in Ghana to feed the international market with finished or semifinished processed cocoa.

He added that other avenues which can be explored together include the promotion of organic and sustainable practices on cocoa farms; the modernisation of cocoa farming, particularly, through the provision of irrigation systems; and advocating for farmers to earn a decent income from their produce.

The COCOBOD Boss made this call when he joined a team led by the Swiss Minister for Environment, Transport, Energy and Communications, Simonetta Sommaruga, to tour the Yayra Glover warehouse and FairAfric chocolate factory at Suhum, in the Eastern Region.

The tour was organised as part of a four-day working visit to Ghana by the Swiss Minister.
Also on the tour was a delegation from the Swiss Embassy in Ghana, including the Ambassador, Philipp Stalder.

Mr Aidoo said the visit by the Swiss Minister was timely because it coincided with the period when Ghana is engaged in discussions with the European Union (EU) on sustainable cocoa production.

He noted the policies of COCOBOD are aligned with the global common agenda to maintain and improve forests.
As such, COCOBOD is championing the practice of agroforestry in Ghana. Cocoa trees, he stated, are forest trees which grow best in the company of other forest vegetation and that is why farmers grow other crops on their farms and as well, grow tall permanent shade trees.

Satellite images reveal that the parts of Ghana which have lost most of their vegetation over the years are parts where cocoa is not grown but through cocoa agroforestry, these parts can be made green again and their vegetations restored, he said.
COCOBOD, Mr Aidoo added, also teaches farmers the advantages of organic cocoa farming. The use of pesticides and weedicides on cocoa farms have also been banned because of their negative effect on biodiversity.

The Swiss Minister, Simonetta Sommaruga, acknowledged the importance of Ghana’s cocoa sector to Switzerland. She stated with the growth in global demand for more organic products, it is important that Ghana continues to encourage more organic cocoa cultivation.

She said, she was in the country because Ghana and Switzerland have signed an agreement on climate change which means that her country will invest in climate protection projects in Ghana. “This agreement is good for both Ghana and Switzerland”, she noted, “and for sustainable investments. I’m very glad because cooperation between our two countries works very well.”

Over GH¢1 billion spent on fertilizer import for Planting for Food & Jobs

Government spent over GHC I billon Ghana cedis in 2020 to import fertilizers, Minister of Agriculture, Dr Owusu Afriyie Akoto, has disclosed

According to him, this alone demonstrated the government’s commitment towards the development of agriculture across the country.

Dr Afriyie Akoto made the disclosure while addressing farmers, inputs dealers, regional agriculture directors, district agricultural directors at Ahinsan in the Ashanti Region last Thursday as part of his regional tour.

It was in reaction to calls by especially the farmers on government to reduce prices of fertilizers.

He said government in its quest to make farmers richer has subsidised fertilisers in particular, by 40% stating “this means the farmer has extra money for savings.”

He said the facility has a 45 sow piggery with current total of 373 pigs, offering a comprehensive practical training to inmates and officers.

He continued that the prison can also boast of a 40-acre of maize and 10-acre swamp land, the multiplication of taro suckers for the ministry of food and agriculture (MoFA) for onward distribution to farmers.

The commandant appealed to the minister for a 3000L Polytank and nipple drinkers to improve the health of the animals.

But Dr Afriyie Akoto entreated the command to concentrate on projects they can commercialise to resource others

“I can’t promise you free tractors but I can offer you one with 40% reduction and that’s what we can do,” he added.

Later the minister called on the Asantehene Otumfuo Osei Tutu II at the Manhyia Palace.

At the Manhyia Palace, Otumfou Osei Tutu II acknowledged the efforts of government in raising the level of agriculture in the country, particularly in the Ashanti Region.

He pledged his support to sustain the gains made in the agriculture sector.

Mills’ emoluments not paid 9 years after his demise – Koku Anyidoho

Nine years after the demise of the late President John Evans Atta Mills, his emoluments have not been paid.null

According to the Founder and Chief Executive Officer Of Atta-Mills Institute, Koku Anyidoho, the late former President would have been paid monthly salaries, given an office and other benefits but these have not been done since the demise.

Mr. Anyidoho made these revelations in an interview with Onua TV and Onua FM’s Maakye on Friday hosted by Captain Smart.

“President Mills’ entitlements have not been paid. If he were to be alive, he would have been entitled to an office as a former president, entitled to emoluments and all these have not been done. There are issues,” the former aide to the late Mills added.

Reacting to the news on the payment of allowances to spouses of Presidents and Vice Presidents, Mr. Anyidoho said “It’s an issue of the 1992 constitution. It’s a very critical issue because after 8-years of Rawlings, after 8-years of Kufour, when Prof Mills came, he said if we don’t do something about the 1992 Constitution, it will haunt us because it’s a living document.”

He said “President Mills wanted us to review it and that was why there was the Constitutional Review Commission.”null

“The report was ready and just after President Mills died, where is the report? Why did they issue only the white paper? Where is the report?”

Mr. Anyidoho added that “there was work in progress when the late president died so on the issue of first and second ladies we have to discuss it passionately. It’s a matter of fact that they have to be given office by the state.”

“They are already officials of the state who are being paid. They have police who are also being paid so if you don’t know, you will think they are not being paid…but they are already being paid but the committee thinks they are being paid so they are just regularizing it”.

“Husbands don’t pay their wives…its part of their duties and President Mills never sent anything like that to Parliament for approval.”

I don’t believe Ejura protesters had guns and shot at security personnel – Kweku Baako

Abdul Malik Kweku Baako, Editor-In-Chief of the New Crusading Guide Newspaper has rejected claims by the police and military that the protesting youth of Ejura among other weapons wielded guns.

Baako whiles speaking on Metro TV on Thursday, July 8, 2021 said he has no reason to trust the allegations being made against the youth by the two institutions.

He said that if the police indeed made such recoveries, they should have made it public and not wait till the committee to make such disclosures.null

He warned that the peddling of falsehood could impugn the integrity of the institutions they represent as well as the committee.

“The point about the people were armed and shooting. Maybe I should be careful but I don’t believe it. I have to be honest and I know what I’m doing may not be the best but I don’t believe that story. The story that people the people had guns and shot, I don’t believe it. I’m told they had machetes, knives and sticks but if you told me that they had guns and fired …

“With forensics there should have been some evidence by now. Integrity of such enquiries are critical and integrity of institutions who testify are very critical so if there is a split-second doubt, that is the end of the integrity of the findings the committee will make. If the people were shooting, some of all these videos, you’d see signs,” he said.

The assertion that the youth of the Ejura carried guns was first made by the Commander of the 4th Infantry Battalion and re-echoed by the District Police Commander of Ejura, DSP Hammond.

Taking his turn before the three-member ministerial committee probing the incident, DSP Hammond said he did not set eyes on the gun but heard shots that he is convinced were from a pump action gun.null

He disclosed that aside the guns, the protesters also had stones, machetes and other missiles which were targeted at the police.

“The angry mob were charged, they started throwing stones, missiles, offensive weapons and sound of a pump-action gun was also heard. I moved the Police to the scene because they were under my command. They were moved from the Regional Command, so on the grounds, they were under my command,” he said.

“Did you personally see the youth or demonstrators or rioters holding these weapons?” a member of the Committee asked.

DSP Philip Hammond replied stating: “I didn’t see but I heard the sound. They were firing, I heard the sound of the pump action gun but the missiles, stones and other offensive weapons, they were throwing them.”

Kaaka’s family withdraws from Ejura Commitee hearing

The family of the slain Ibrahim Kaaka says it will not testify before the committee probing the killings in Ejura.

In a statement, the family said even though they are grateful for the establishment of the three-member committee, they do not believe the focus of the committe of will bring them the justice they require.

“In addition, having sought and obtained independent legal advice as to the work of the Committee, and our rights vis-à-vis the Committee, we have become apprehensive of the substantive and procedural regularity of the Committee’s work. We are also now concerned that the Committee’s work does not provide the appropriate framework for a full, faithful and impartial inquiry, as envisaged under Article 278 of the 1992 Constitution. In this connection, we note, in particular:

“(1) Our regret with the decision to not establish this inquiry using the powers provided for under Article 278 of the 1992 Constitution. We are concerned that the failure to institute a proper Commission of Inquiry under Article 278, means that this Committee of inquiry does not have the powers, rights and privileges of the High Court or a Justice of the High Court at a trial. As such, the Committee has no power to (a) enforce the attendance of witnesses and examine them on oath,” the statement said.

It added: “Watching the proceedings over the past few days, we have found the Committee’s inability to enforce the attendance of witnesses and examine them on oath as well as to compel any documents, to be very puzzling. We are also concerned that these restrictions put the Committee in a position where it can neither vet, validate nor substantiate any statements made before it; nor cross-examine the testimonies of the witnesses on the basis of facts independently procured”.

Meanwhile, the three-member Ministerial Committee probing the killings has asked for more time to complete the assignment.

The Committee chaired by a High Court judge Justice Koomson is asking for an extension of its 10-day mandate.

In a statement, the committee requested that their deadline is extended by six days to enable them to complete the work given them. It is hoping to complete its work by July 16,2021.

Meanwhile, the Municipal Chief Executive for Ejura in the Ashanti region Mohammed Salisu Bamba has denied reports that two out of the three individuals arrested in connection with the killing of Ibrahim Kaaka are his bodyguards.

When asked if the suspects were his bodyguards by the three-member committee probing the killings in Ejura, he retorted: “Not at all. They are our polling station executives. My house is such that anytime any political figure comes to the area, a lot of people come to the house and everybody knows that”.

The MCE who appeared before the Committee Thursday also confirmed that Kaaka is a known member of the ruling party who attends party meetings and events.

So far three people including the brother of the Kaaka have been picked up in connection with the murder

Gov’t to absorb 60% of cost of vehicles for MPs, Council of State members

It has emerged that government will absorb 60% of the loan being granted to Members of Parliament and Council state to purchase vehicles.

The state will also pay the interests that will accrue on the loans to be given to these public officeholders under Article 71 of the constitution.

This means both the Members of the 8th Parliament and Members of the Council of State will have to pay back only 40% of the loans without interest.

This was contained in the emolument committee report which has been approved by Parliament. According to the document, each member of these two bodies is to receive a loan of $100,000 for the purchase of a vehicle.

The government on Tuesday laid before parliament the $28 million interest-free facility with the National Investment Bank for lawmakers.

The MPs are supposed to repay the loan within four years.

A $3.5 million separate facility from the same bank has also been laid for the purchase of vehicles by members of the council of state.

“The repayment of the facility by the beneficiaries shall be made from deduction at source by the Parliamentary Service of Ghana to the NIB. The repayment by the beneficiaries and the Government of Ghana shall be made at the end of every month for the duration of the agreement,” the loan agreement presented to Parliament by the Finance Minister said.

Commenting on the development, Professor Stephen Kwaku Asare said the state is giving the public officials a gift and not a loan.“Government gives the beneficiaries $27,500,000 (i.e., $100,000 * 275) and the beneficiaries pay government $11,000,000 ($40,000 * 275) over 45 months. The difference of $16,500,000 plus the interest of $4,561,666 are non-taxable wealth transfer from government to the beneficiaries.”

“You cannot give someone $100,000 plus interests and ask that they give you $40,000 over 4 years and call that a loan. Plainly, you are giving the person a non-taxable gift of $60,000 plus interest structured to disguise its substance. Let us call a loan a loan and a gift a gift”

Largest aircraft in the world lands in Ghana

The largest aircraft in the world, “Antonov An-225 Mriya” has landed at the Kotoka International Airport in Accra.

Only two of such aircraft were built.

The current Antonov An-225 Mriya, which is the only one in operation, according to Aviation Ghana, flew from Leipzig and successfully landed at KIA shortly after 4pm on 7 July 2021.

It is a six-engine plane.

The arrival of the aircraft gives credence to the fact that Ghana’s Kotoka International Airport is capable of hosting all types of aircraft.

The Antonov An-225 Mriya is a six engine, strategic heavy lift cargo transport aircraft designed and manufactured by the Antonov Design Bureau (ADB) of Ukraine. The term Mriya refers to the word dream or inspiration in English. Its NATO reporting name is Cossack.

The aircraft was derived from the An-124 Ruslan (NATO: Condor). Cossack is the heaviest fixed wing aircraft in the world to carry 640t of cargo. It is bigger than an Airbus 380 airliner, the An-124 and the Boeing 747 Freighter.

Wa brutalities: Soldiers punished

The military personnel who took part in the recent brutalities against some civilians in Wa, the Upper West regional capital, have been punished.

Only the Duty Officer was spared.

The soldiers brutalised the civilians while searching for a stolen mobile phone of one of their colleagues.

A four-member committee that probed the incident has submitted it preliminary findings, which said a total of 86 soldiers were involved in the misconduct.

The Orderly has been demoted from Staff Sergeant to Corporal.

Also, the Guard Commander and Sentry have been demoted from Corporal and Lance Corporal, respectively to Private.

The Duty officer, a Lieutenant, is yet to be tried.

Eight others, all private soldiers, who are among 30 of the 86 identified soldiers, who have already been tried, have been sentenced to a 30-day detention.

The erring soldiers passed out between April 30, 2021, and June 4, 2021, and were posted to the 10 Mechanised Battalion Aggrey barracks.

The four-member committee under the auspices of the National Security office, is made up of personnel from the military and the National Investigation Bureau (NIB).

Led by Colonel B. Z Ayorrogo, the other members include Lt Col George Eduah Beesi, Francis Aboagye and Maxwell Dassah.

They found that eleven civilians suffered various degrees of injury as a result of the assault.

One of the injured persons is Gafur Mohammed, who suffered fractures.

Also, the committee found that 13 mobile phones, a tricycle and an amount of GHS1,460 got missing during the raid by the soldiers.

So far, seven of the phones have been found and the rickshaw returned to its owner

I’m not on drugs and I am financially stable – Ike Quartey

Twenty seven years after winning Ghana’s third boxing world title, Ike ‘Bazooka’ Quartey, says he is the opposite of a grace to grass case as is being suggested on social media.

This was triggered by a picture of the 51-year-old which was trending heavily on certain social media platforms.  It had to do with his current look which is a deviation from his regular clean shave.

The picture in question has the former world champion, spotting a gold chain blue basketball jersey and wearing a broad smile which shows some of his gold-studded teeth. His hair is grown and has some bushy facial hairs as well. This left some suggesting on social media that he had financial issues and was also indulging in drugs.

This picture went viral on various platforms and drew negative comments about the former champion to express worry about his look.

In an exclusive conversation with Joy Sports on the matter the Bazookaman said “I don’t do drugs. I don’t do that. Since I retired I have been focusing on my family and my businesses.”

“By the Grace of God I am very comfortable and working on my hospital project. The fact that I decided to grow my hair does not mean I am on drugs. I am also growing and cannot look the same as I looked previously,” he said.

Quartey, who won the WBA welterweight title 27 years ago, hung his gloves after his million dollar fight with his boy hood boxing mate and fellow former champion, Ronald ‘Winky’ Wright, in Las Vegas at middleweight. Quartey retired on a record of 37 wins four losses and a draw with 32 of his wins coming via knockouts.

Quartey was one of Ghana’s biggest boxing exports to the rest of the world in the 90s and became Ghana’s third boxing world champion after the legendary D.K. Poison and Azumah Nelson. He immediately warmed his way into the hearts of Ghanaians after defeating the then champion, Crisanto Espania via an 11th round KO in France. Espana retired nine months later after recording a win in a contest. He was one of the best rated in the welterweight division and had his powerful right jab rated by the Ring Magazine as one of the deadliest in the sport.

In 2008, he was awarded a grand medal of the Republic of Ghana by then President J.A. Kufuor at the state awards for his contributions to the sport and dedication to the national image building efforts. This was on the back of a heavily followed comeback from 2005. Ike had taken a four year hiatus from the sport following his loss to Fernando Vargas in the year 2000 and had a much anticipated comeback with great interest from Ghanaians and boxing enthusiasts around the world.

The ring magazine named him Comeback boxer of the Year in 2005 following his impressive wins against Clint McNeil in Accra, Verno Philips in Memphis Tennessee and Carlos Bojorquez in Las Vegas. In the bout against Phillips he was knocked down in the eighth round but beat and count and finished the round as well as the bout with a massive recovery.

His name is also printed in one of the stands of the iconic Bukom Boxing Arena, in Accra alongside nine other boxing world champions  

In the past few years Quartey has made many appearances at major boxing fight nights and has been throwing focus on his business interests especially a hospital project which is expected to be completed within the next two years.

Capital Bank case: ‘The law punishes the evil-minded not the fool’ – Court acquits, discharges Reroy Cables MD

The Accra High Court, presided over by Justice Eric Kyei-Baffour, a Justice of the Court of Appeal sitting as a High Court judge, has acquitted and discharged Ms Kate Quartey-Papafio, the Managing Director of Reroy Cables Limited, in the ongoing trial with three others (William Ato Essien, founder of the now-defunct bank; Rev. Fitzgerald Odonkor, the Managing Director of the bank and Mr Tettey Nettey, the Managing Director of MC Management Services, a company said to be owned by Essien) accused of conniving to steal some GH₵620 million of liquidity support given to Capital Bank by the Bank of Ghana, which led to the bank’s collapse.

They all pleaded not guilty to charges of stealing, abetment to stealing, conspiracy to steal and money laundering.

Ms Quartey-Papafio’s lawyers, however, filed an application of no-case resulting in her acquittal and discharge.

Her role, in the scheme of things, was also described as childish by the judge.

According to Justice Kyei Baffour, the prosecution failed to establish a prima facie case against Ms Quartey-Papafio to warrant a defence, since no evidence showed she intended or acted in a way to steal money from the bank but was just a trustee for another person who wanted to purchase shares from the bank but had no knowledge that the said money was part of the liquidity support.

Also, the court held that the GH₵70 million in question was still in the custody of the Consolidated Bank and had not been appropriated or stolen by the businesswoman.

“A prima facie case has not been established against her. Rather, she acted childishly in the deal. The law does not punish the fool but the one with evil intention,” the court ruled.

The court, however, ruled that the three other accused persons have a case to answer since the prosecution successfully established a prima facie case against them.

The three were, thus, ordered by the judge to open their defence.

Declare emoluments for presidential spouses as null and void – Abronye to Supreme Court

The Bono Regional Chairman of the governing New Patriotic Party (NPP) Kwame Baffoe Abronye, popularly known as Abronye DC, has filed a court action over the emoluments said to have been approved by Parliament for spouses of the President and the Vice President.

In the application filed at the Supreme Court on Thursday, July 8, 2021, and sighted by Citi News, Abronye DC prayed the apex court to rule that the Presidential Spouse Emoluments is null and void.

Abronye DC insisted that the First and the Second Ladies do not fall under Article 71 officer holders, hence the committee set up to determine salaries and gratuities for Article 71 office holders erred in its recommendation.

“A declaration that the approval by Parliament to pay salaries to the First and Second Ladies is inconsistent with Article 71 clauses 1 and 2 of the 1992 constitution of the Republic of Ghana and consequently be declared null, void, and unenforceable.”

“A declaration that, per article 71 (1) and (2), the position of the First and Second Ladies of Ghana do not fall under the category of public officeholders.”

Mr. Abronye also contended that the Emoluments Committee exceeded its mandate by making recommendations for emoluments for presidential spouses and that the committee was only limited to determining “salaries and other benefits and privileges of only public officeholders.”

By this action, Abronye DC is invoking the original jurisdiction of the Supreme Court to interpret Article 71 of the 1992 Constitution.

The Member of Parliament (MP) for the South Dayi constituency, Rockson Dafeamakpor and his counterpart for Builsa South, Clement Apaak have also jointly filed a similar action at the Supreme Court.

They want the court to declare that the Professor Ntiamoah-Baidu Committee tasked to make recommendations in respect of salaries and allowances payable to Article 71 officeholders exceeded its mandate by making recommendations for emoluments to be extended to the spouses of the president and the vice president.

They thus want the court to stop the government from making any payment to the spouses of the president and vice president.

“It is instructive to point out that we find the attempt to institutionalize the payment of salaries to the spouses of the President and the Vice President as an attack on the constitution of the country.”

“The provisions of article 71 of the 1992 Constitution is elaborate and unambiguous by listing the public officials bound to draw their salaries from the Consolidated Fund.”

Ghanaians angry

Since it came to the public domain that Parliament had already approved the emoluments for the First and Second Ladies –Mrs. Rebecca Akufo-Addo and Samira Bawumia– some Ghanaians have expressed their unhappiness with the move.

Some directly chastised the Akufo-Addo government for the development, but Information Minister, Kojo Oppong Nkrumah, explained that the payment of the said allowances is not a new phenomenon and that it was instituted under the Kufuor administration, but was only being formalized by the current government.

According to him, the allowance payments were instituted under the Kufuor administration.

“President Kufuor, in his wisdom, instituted this because of the bad situations of some spouses of some former heads of states then. President Mills and Mahama even increased the rates of these benefits during their time.”

He said past first and second ladies had all benefited from such payments.

Majority Leader throw light on 1st & 2nd ladies allowances

Majority leader in Parliament, Osei Kyei Mensah Bonsu has debunked claims that former First and second Ladies including the current First and second ladies were going to be put on a monthly salary.

Earlier reports speculated indicated that it was only Rebecca Akufo-Addo and Samira Bawumia who were going to be paid.

However, that has been quickly shut down.

Reacting to this in an interview on Peace FM’s morning show ‘Kokrokoo’, Osei Kyei Mensah Bonsu who doubles as the Member of Parliament for Suame constituency and Parliamentary Affairs Minister said there is the need to support the first and second ladies financially because it will not be inappropriate for them to be seeking for jobs to survive after their service to the nation.

Monthly Salary

According to him, the first and second ladies who are already on a monthly allowance are not going to receive a monthly salary but financial support as stated by the Emolument Committee. 

“The first ladies are already receiving allowances since 1993, but it had not been made official . . . this was creating issues with the Auditor General and so it was decided that legal backing will be given to it,” he explained.

He added that the recommendation for the formalization of the allowances made by the Emolument Committee, was subsequently taken to the 7th parliament, and approved by both sides of the House.

The Majority leader further explained why the allowance for the first and second ladies was going to be backdated to January 2017.

Imnformation Minister, Mr Oppong Nkrumah has explained that an arrangement that was introduced by former President John Agyekum Kufuor during the start of his Presidency in 2000 had seen spouses of Presidents and Vice Presidents, since then, enjoy allowances, though there was no formal documentation to support that.

The allowances given the two ladies of the executive were considered as part of the privileges of the President and Vice President.

“President Kufuor, in his wisdom, instituted this because of the bad situations of some spouses of some former Heads of States then. Presidents Mills and Mahama even increased the rates of these benefits during their time.

“The truth of the matter is that all surviving spouses of Heads of State, current and former, have always received salaries. Lordina Mahama, Naadu Mills, Matilda Amissah-Arthur, Nana Konadu Agyeman Rawlings, Faustina Acheampong, Fulera Liman etc have all been receiving salaries since President Kufuor’s time.

“What has happened now is that the arrangement has been made formal but that was done legally based on the recommendation by the Emoluments Committee,” the Information Minister emphasised.

The Emolument Committee

The five-member committee was set up in June 2019 by President Akufo-Addo to make recommendations to him and to Parliament on the salaries and allowances payable, and the facilities and privileges available to article 71 office holders.

Under the chairmanship of Prof. Ntiamoa-Baidu and which also had former Majority Leader and former Minister of Parliamentary Affairs, Mr Abraham Ossei Aidooh, the Chief Executive of the Fair Wages and Salaries Commission, Dr Edward Kwapong, the current Director-General of the Internal Audit Agency, Dr Eric Oduro Osae, and a former Managing Director, Donewell Life Insurance Co. Ltd, Mrs Stella Segbawu, the committee had two terms of reference.

They were charged to make recommendations in respect of emoluments and other privileges for article 71 office holders, as specified under the Constitution; and also to examine any other relevant matter which the Committee deemed appropriate to its work.

Similar committee, set up in the past, were at various points chaired by Prof. Miranda Greenstreet, Mrs Mary Chinery-Hesse, Mr Ishmael Yamson, Prof. Marian Ewurama Addy, and Prof. Francisca Edu-Buandoh.

Baastona police rescues 10 trafficked Nigerians, arrests 6 traffickers

The Baastona police command has rescued 10 Nigerians from their traffickers at Coastal Estates Down on the Spintex road.

The police said on 6 July 2021 at about 4 pm, a distress call indicated that someone needed help from a house at Coastal Estate Down.

The police followed up to the scene anddiscovered that one Amas Ekhosuehi, 24, a Nigerian and his five accomplices, also Nigerians, had lured 10 Nigerian young men into Ghana through the closed borders to engage them in cyber fraud.

The young men, who looked pale and malnourished, according to the police, had several marks of assault on their backs.

The victims claimed they were lured in batches to Ghana to seek greener pastures but camped in a house and prevented from going out once they arrived.

They were also physically abused each time they requested food or failed to swindle unsuspecting victims to send money, the police noted.

The five other suspects gave their names as Apostle Sunday, 27, from Akwa Ibom State; Monday Echeh, 25, from Edo State; Aboki O.C, 21, from Edo State; Patrick Odez, 26, from Cross River State; and Henry Ochuko, 26, from Edo State.

Their victims are between the ages of 21 and 24.

The police retrieved 14 laptops from the house where the victims had been camped.

The suspects are in police custody and being processed for court.

The Ghana Immigration Service and the Human Trafficking Unit are being involved to assist the police with the investigation

Bank Hospital result of 34-year-long journey – BoG Governor; says Amissah-Arthur ‘began this whole process’

The Governor of the Bank of Ghana, Dr Ernest Addison, has said the process to set up a Bank Clinic, which began in 1987, and subsequently transitioned the current Bank of Ghana Hospital, which was officially inaugurated on Thursday, 8 July 2021, “has been a long one, captured over a 34-year period”.

“We have moved from a Clinic with out-patient facilities and limited operations to a Medical Facility with both in- and out-patient comprehensive facilities”, Dr Addison said at the opening ceremony today.

“I am certain that the transition process will not stop here but will continue and the Bank will provide all the necessary support in this endeavour. The Bank stands ready to work with the new Management in diverse ways possible to achieve this objective”, he noted.

He noted that “we are honoured to commission this edifice, which resulted from the foresight and hard work of our predecessors”, adding: “Indeed, successive management teams in the Bank deserve commendation for the good work of supporting and improving on the facilities of the Clinic up until this point of the transition to a hospital”.

“Let me take this opportunity, therefore, to specially acknowledge the then-Governor, the late Kwesi Bekoe Amissah-Arthur, who began this whole process, and then-Governors Dr Henry Wampah and Dr Issahaku Nashiru, who successfully steered, implemented, and executed the Hospital Project to the state in which the new management met”.

1. Good morning and welcome to this landmark event in the history of the Bank. Let me first thank you for taking time off your busy schedules to grace this occasion with your presence. Ladies and Gentlemen, thirty-four years ago, the Bank of Ghana opened a Clinic to serve the healthcare needs of staff and to enhance productivity at the workplace. Since then, the facility has expanded steadily and today, we are witnessing the final transition from a Clinic to a fully-fledged Hospital, not only for Bank Staff but also for use by the public.

2. Mr. Chairman, going down memory lane, the idea of the Bank Clinic was initiated in 1987 by the then-Governor, the late Dr. Agama, and his two Deputies at the time. That decision led to the conversion of the Bank’s Club House at No 43, 7th Avenue Extension, North Ridge into a Clinic. This was a brilliant choice because the Clubhouse at the time also served the social needs of staff who used the facility to help unwind after work and engage in sporting activities which provided added health benefits.

3. A recruitment drive was then set in motion, led by consultants from the Public Health Department of the Ghana Medical School. In April 1988, Dr. (Mrs.) Jane Ansafo-Mensah (who is in our midst today) was engaged to spearhead the formation and actualisation of the Bank of Ghana clinic. Having successfully put in all the requisite governance and operational framework to ensure its smooth running, Dr. Ansafo-Mensah eventually became the Foundation Head of the facility and helped with the selection and recruitment of the rest of the medical staff made up of Nurses, Pharmacists and Laboratory Technicians.

4. The Clinic opened its doors to Bank staff on 6th June 1988 with a small team consisting of one Doctor, one Nursing Sister, two Staff Nurses, and a pharmacist who joined later in September 1988. The full complement of staff was engaged by the end of December 1988. At the early stages, the Bank Clinic operated under the Welfare Office of the then Administration Department but was elevated into a Medical Department in 1989, and Dr. Ansafo-Mensah, the Foundational Head of the Clinic, became the first Head of Department. On her retirement in 2000, she was succeeded by Dr. Ben Foleson (2000-2001), then Dr. Kwaku Afriyie (2001-2010), and later Dr. (Mrs.) Esther Kitcher (2010 – 2018), who served dutifully and retired from the service of the Bank. We are, indeed, grateful to these forbearers of the Bank Clinic for the quality health care and other services rendered to staff during their tenures.

5. Guided by the core values of respect, excellence, accountability and teamwork, the Bank Clinic has provided quality cost-effective care to ensure a healthy and productive workforce. Indeed, the Bank Clinic has come a long way over the period, with an expanded clientele base from Bank staff (both active and retired) and dependents, staff of other institutions such as the West African Monetary Institute, GhIPPS, Central Securities Depository, Access Bank Limited, National Banking College, to name a few. The records indicated that the Medical Department attend to over 14,000 patients per year at an estimated 1,200 patients per month. Given the size and facilities at the Bank Clinic, the statistics clearly showed an uncongenial working environment, characterised by general congestion and clientele dissatisfaction. Furthermore, total active and retired staff population had increased to over 3,000, with a dependent population of about 10,000, which was projected to exceed 15,000 in the coming years.

6. Mr. Chairman, these numbers struck a chord with the Bank’s Management as it was obvious that the Bank Clinic was faced with limited facilities which constrained adequate provision of quality health care for the client population and required urgent action. To address this problem, Management of the Bank in 2012, mandated the then General Services Department and the Medical Department to develop a Needs Assessment to form the basis for the development of a hospital for the Bank. Through a Competitive Tender Process in 2013, a Design and Build Contract was signed between the Bank and Universal Hospitals Group (UHG) for the construction of a 65-Bed Hospital on the Bank’s property at East Cantonments at a cost of about 80 million Euros. This was expected to expand the infrastructural base of the Bank Clinic to adequately cater for its growing clientele, provide quality healthcare services, and create a congenial environment for effective operations within the Clinic.

7. Subsequently, a ten (10) member Committee, drawn from various Departments of the Bank, two external Consultants from the University of Ghana Teaching Hospital Project and the Ghana Ports and Harbours Authority (GPHA) Clinic respectively and the Bank Secretary, was constituted to develop a Blueprint for the proposed 65-bed Hospital and submit a report to Management. Some members of the Committee undertook a study tour of selected hospitals in Turkey and South Africa for purposes of obtaining first-hand information on clinical operations of model hospitals. The Hospital project finally started on April 2, 2014.

8. Mr. Chairman, with the change in Government in 2017, a new Management was constituted for the Bank. At the time of taking office in April 2017, the new Management inherited three different Bank Projects at different stages of completion, namely, the development and construction of the 65 bed-hospital, and a 56-bedroom guest houses in Takoradi and Tamale. Based on the work completed on the hospital project, the Board took a decision to continue with the remaining works to completion.

9. On April 2018, the hospital was finally handed over to the Management of the Bank with some critical outstanding issues relating to substantial IT related matters, architectural finishes, as well as electrical, mechanical, and biomedical installations. While the technical team were working with the contractor to resolve all the outstanding issues and the training of the staff on these installations, an implementation Committee was set up to help with the operationalisation of the hospital following the recommendations of the Blueprint Committee.

10. Inasmuch as we acknowledged the usefulness of these ongoing projects to support health care and recreational facilities of bank staff, the Board and the Management recognised the conflicting roles in pursuing the core mandate of the Bank, which is to ensure price and financial stability to foster growth, and effectively managing a hospital. Consequently, the Board and Management decided to carefully craft a path that would ensure sustainably managing this Hospital to best serve the interest of the Bank and the country at large. Therefore, the Board, having recognised that the Bank lacked the expertise to effectively manage a hospital complex, initiated a process to partner the private sector to effectively and sustainably manage The Bank Hospital.

11. On the Business model guiding the operations of a hospital, the implementation Committee recommended that The Bank Hospital should be set up as a commercial entity operating as a general hospital, to provide world-class OPD services, diagnostic services, and medical urology. The Committee recommended that the Hospital needed to be operated via a multi-disciplinary teamwork approach with the clinical business units at the OPD being allowed to generate its own income to meet some of its operational costs. Based on these considerations, the Bank of Ghana Board and Management opted for the Management Model of over 3-5 years.

12. In line with the recommendations, the Bank appointed a sub-Committee of the Board of Directors to oversee the tendering process. Given the complex nature of the services being sought by the Bank, the Committee conducted a two-staged tender process to select a partner with the necessary level of technical capacity to operate a 65-bed, multi-speciality hospital as well as the financial proposal most advantageous to the Bank. Phase 1 of the Tender Process focused on the technical capacity of the bidding parties. From nine bidders, the Committee selected four parties, who demonstrated the necessary technical ability. These four parities were invited to attend separate meetings at the Bank Hospital in Accra, providing a further opportunity to gather information from the bidding party.

13. Going into Phase 2 of the Tender Process, the four short-listed bidders were provided with an updated RFP requesting more detailed technical information as well as a highly detailed financial proposal and model. After going through a lengthy selection process, Halcom Management Services (HMS) of South Africa was appointed by the Bank to manage the Hospital on behalf of the Bank. And subsequently, the Committee commenced detailed due diligence of the counterparty ahead of final negotiations. Subsequently, the Bank appointed a transaction lawyer to help with the negotiation process.

14. Mr. Chairman, all these processes were conducted with the collective will, cooperation and commitment of all involved to the best interest of the Bank of Ghana. So, finally, here we are today with this state-of-the-art Bank Hospital, that is designated to not only serve staff but also add to the efforts at addressing the health care needs of the country. On July 1, 2020, the Bank of Ghana Clinic relocated to The Bank Hospital premises and commenced primary healthcare services for staff and pensioners.

15. Distinguished Ladies and Gentlemen, the process to set up a Bank Clinic, which begun in 1987, and subsequently transitioned to this edifice has been a long one, captured over a 34-year period. We have moved from a Clinic with out-patient facilities and limited operations to a Medical Facility with both in- and out-patient comprehensive facilities. I am certain that the transition process will not stop here but will continue and the Bank will provide all the necessary support in this endeavour. 16. Today, Mr. Chairman, we are honoured to commission this edifice which resulted from foresight and hard work of our predecessors. Today, only a few of the core members of the Committee are still at post but to those who have left the service of the Bank, we all say “A BIG THANK YOU” for the instrumental roles each of you played in executing this project.

17. I also want to thank the various Boards of Directors who served the Bank during this whole process, from planning to completion of the Hospital, for their invaluable service to the Bank. The last group of people to receive recognition should obviously be the entire staff of the Bank of Ghana, both active and retired. We all agree that the Hospital was successfully completed because of the cooperation and supportive attitude of members of staff.

18. Finally, on behalf of the immediate past Board of Directors, Top Management and Staff of the Bank and on my own behalf, I wish the Management team of the Bank Hospital success in the delivery of quality health care services within a serene environment of professionalism, commitment, and trust.

We Didn’t Anticipate Escalation Of Ejura Protest – Deputy Regional Police Commander

The Ashanti Regional Police Command say they were overwhelmed by the events that led to the death of two persons during the June 29 Ejura youth protest, which turned violent.

Ashanti regional Deputy Regional Police Commander Deputy Commissioner of Police (DCOP) David Agyemang Adjem, , told the Ministerial Committee investigating the Ejura Disturbances that the Command did not anticipate the event, in the Ejura-Sekyedumase District in the Ashanti Region, to degenerate into such violence.

Four other persons were injured in the incident, which followed the burial of Ibrahim Muhammed, alias Kaaka Macho.

Kaaka, 45, described as a social media activist, died at the Komfo Anokye Teaching Hospital Hospital, on Monday, June 28, while receiving treatment from injuries he sustained from attacks by some unknown assailants, when returning home on his motorbike on Sunday dawn.

DCOP Agyem said though the Police had intelligence that there could be a protest after the death of Kaaka, they did not expect the situation to get out of hands, especially with the presence of the military.

He said the Police had assumed that the presence of the military would have scared the protesters and stated that the assumption was miscalculated.

Answering questions on why his men on the field did not use teargas and other safer riot control mechanisms, he responded that the team did not have teargas on that particular day.

He said both the Police and the Military did not deploy personnel to Ejura to kill anyone but to protect lives and property, therefore, it was unfortunate that two lives were lost.

He said despite the professionalism exhibited by the security personnel, the angry youth pelted them with every object they could lay their hands on.
This, he explained, forced the Police to retreat for the Military to take over the operation.

The Police operations, according to the Deputy Regional Commander, focused more on protecting vital government installations, such as the Municipal Assembly’s building and the Police Station because they had picked intelligence that the youth were targeting those facilities.

Abdul-Nasir Yussif and Mutala Mohammed died from gunshots during the incident.

This sparked public outcry over the deployment of the military in domestic riot control operations and the use of safe but effective riot control mechanisms.

Meanwhile, three persons have been remanded by the Asokwa District Court following their arrest over Kaaka’s death.

Issakar Ibrahim, also known as Anyas, Fuseini Alhassan and Iddi Mohammed, the brother of Kaaka, are facing two charges – conspiracy to commit crime and murder.

The three-member Ministerial Committee investigating the Ejura disturbances, is chaired by Justice George Kingsley Koomson, a Court of Appeal Judge, with Prof Vladimir Antwi-Danso, a security analyst and Ms Juliet Adiema Amoah, Executive Director of Penplusbyte, a civil society organisation, as members.

The sittings, which started on July 6, are held at the Prempeh Assembly Hall in Kumasi.

NDC MPs Dafeamekpor, Apaak run to Supreme Court to stop presidential spouse salaries

Two MPs from the Minority Caucus have filed a suit at the Supreme Court intending to stop the payment of cabinet-level salaries to presidential spouses.

South Dayi and Builsa South MPs Rockson-Nelson Dafeamakpor and Clement Apaak, respectively, filed the joint.

In their view, the five-member Professor Ntiamoah-Baidu Committee which President Nana Akufo-Addo set up in June 2019 to review emoluments payable to Article 71 officeholders, exceeded its mandate by proposing that presidential spouses be paid cabinet-level salaries.

The reliefs sought by the two legislators are:

1. A declaration that upon a true and proper interpretation of Article 71(1) of the 1992 Constitution of Ghana, the Prof. Ntiamoah-Baidu Committee appointed by the President of the Republic of Ghana under Article 71(1), only had jurisdiction to make recommendations in respect of salaries, allowances payable, facilities and privileges of Article 71 office holders under the 1992 Constitution.

2. A further declaration that upon a true and proper interpretation of Article 71(1) of the 1992 Constitution of Ghana, the Prof. Ntiamoah-Baidu Committee had no jurisdiction, mandate or authority to make any recommendations in respect of salaries, allowances payable, facilities and privileges of persons other than persons specified under Article 71 of 1992 Constitution.

3. A declaration that upon a true and proper interpretation of Article 71(1) of the 1992 Constitution, the Prof. Ntiamoah-Baidu Committee exceeded its jurisdiction, mandate and authority when it purported to make recommendations in respect of privileges, facilities, salaries and allowances payable to the 1st and 2nd Ladies of the Republic of Ghana.

4. A further declaration that the recommendations of the Committee, to the extent that it pertains to the 1st and 2nd Ladies of the Republic of Ghana, are null, void and of no effect.

5. A declaration that upon a true and proper interpretation of the Constitution, 1992, spouses of the President and the Vice President are not Article 71 office holders for the purposes of receipt of wages and emoluments.

6. An order declaring the recommendations in respect of privileges, facilities, salaries and allowances payable to the 1st and 2nd Ladies of the Republic of Ghana as unconstitutional and void.

7. An order restraining the President of the Republic of Ghana or any other arm, ministry, department or agency of the executive, from implementing any recommendations of the Prof. Ntiamoah-Baidu Committee which pertains to the 1st and 2nd Ladies of the Republic of Ghana.

8. Any further Order (s) or direction(s) as this Honourable Court may deem necessary.

Apart from the two legislators, the youth wing of the National Democratic Congress (NDC), in a press statement signed by National Youth Organiser George Opare Addo, said: “It is instructive to point out that we find the attempt to institutionalise the payment of salaries to the spouses of the President and the Vice-President as an attack on the Constitution of the country.”

“The provisions of article 71 of the 1992 Constitution is elaborate and unambiguous by listing the public officials bound to draw their salaries from the Consolidated Fund.”

Also, the Bono Regional Chairman of the governing New Patriotic Party (NPP), Mr Kwame Baffoe, popularly known as Abronye DC, has filed a similar suit in court.

Additionally, Prof Ransford Gyampo of the University of Ghana has said regardless of the roles presidential spouses may play in supporting their husbands, “I personally do not think such roles should warrant salaries”.

In an article on the subject, Prof Gyampo said: “Their husbands are paid well enough to be able to cater for them”, arguing: “The current situation, not backed by law, would also open the floodgates to deepen more nepotistic appointments to the offices of the First and Second Ladies in a manner that may not augur well for the fight against corruption”.

1. There may be nothing wrong to evolve a convention to pay some allowances to the wives of former heads of state, who may have passed away. I am told Rawlings actually [started] this gesture and out of his sense of magnanimity and compassion Kufuor continued, and it’s been extended to include the wives of sitting Presidents and Veeps. The payment of these allowances over the years, have not been backed by any specific law but have been treated as benefits of the principals themselves.

2. The current Ntiamoah Baidu Commission, I am told, only made a recommendation to formalise the already existing arrangement, and this was approved by Parliament. It may therefore not be entirely accurate for anyone to suggest that President Akufo-Addo has personally decidedthat the first and second ladies should be paid like cabinet ministers. 3. Those in support of this whole idea believe it makes sense to give some allowances or salaries to wives of those top officials who actually work and support what their husbands do. It’s been argued that some run foundations in support of the poor and others represent their husbands at public functions etc. Given the supposed role they play, some believe it shouldn’t be a big deal for the First and Second Ladies to be paid SALARIES, not allowances.

4. But to my mind, the Rawlings-Kufuor gesture of paying some ALLOWANCES to the wives of former heads of state, who may have passed on, out of excess compassion, must be distinguished from paying SALARIES to the wives of sitting Presidents and Veeps. This is because the Offices of the First and Second Ladies are merely ceremonial. They are dysfunctional institutions that are not provided for in our Statute Books.

5. Regardless of the role they may play in supporting their husbands, I personally do not think such roles they play should warrant salaries. Their husbands are paid well enough to be able to cater for them. The current situation, not backed by law, would also open the floodgates to deepen more nepotistic appointments to the offices of the First and Second Ladies in a manner that may not augur well for the fight against corruption.

6. But if as a nation, we think we have gotten to that epoch in our governance process where such personalities have to be paid salaries, the decision shouldn’t be based on such a porous recommendation and an illegal parliamentary approval process. Rather, we must do the following: A. Agree on the exact and specific roles to be played by First and Second Ladies to shape the conduct of governance in Ghana’s body politic.

If loans can truly be sourced for this very wastefully needless purpose of buying brand new vehicles, such a facility must be given to the Korlebu Teaching Hospital to procure needed health infrastructure, and bill patients who go use such facilities to defray the loan. The fact that the loan may be re-paid by the MPs shouldn’t be the focus of any discussion. For, as constituent servants, MPs cannot continue to live in luxury whiles hospitals for their constituents remain death traps. If there is any loan facility, it must be given to only new MPs. 9. We must rethink our priorities as a country. Let the Consolidated Fund be freed from politically luxurious and frivolous expenses and let there be enough resources for President Akufo Addo to use in embarking projects that benefit ordinary needs of the Ghanaian and leaves a good legacy.

Makola fire: We did nothing wrong – Ghana Water company

The Ghana Water Company Limited has absolved itself of blame in the fire incident at a three-storey building, known as Hong Kong, opposite the Makola Shopping Mall Complex.

The fire incident which occurred on Monday, July 5, 2021, and took the police about two days to completely douse the flames left several shops and property worth thousands of Ghana Cedis destroyed.

The Ghana National Fire Service in the wake of the incident heavily blamed the GWCL for the challenges in dousing the flames due to the lack of access to properly functioning water hydrants.

But speaking on News Tonight on GHOne TV on Monday, July 5, 2021Chief Manager in charge of Public Relations at the GWCL Mr. Stanley Martey rejected the accusation.

“What happened in the Makola area is that in one of the hydrants the pressure was low but in other hydrants around Makola or not to far from Makola they had very high pressures so they had gone there to fill their tenders. Now if you listen to the fire officers very well you get the understanding that the main challenge is not lack of water to quench the fire, the main challenge was access to the building so it is not about water this time”

He continued “They had nine tenders at the area, and at every point in time had water in them. So the challenge was not water, but lack of access (to the building). We were also present on the grounds working with them (Fire Service) so we also have information on what was happening on the ground. There are fire hydrants in the Makola area, at that point in time the pressures was not too much. So they had to go about 2 to 3 kilometers, that didn’t affect their work in quenching the fire.

Meanwhile, the GWCL is expected to address a press briefing later this morning to respond to the accusations leveled against them by the Ghana National Fire Service after a similar news conference by the Service.

Lordina Mahama, the wife of former President Mahama, was a businesswoman. My sources close to the former first family say, at a point in the life of her husband’s political career, proceeds from her business were what kept the family.

Could she still have been a businesswoman when her husband became the President of Ghana? Could she have put in bids for government or private contracts without having an undue advantage over her competitors or being cited for conflict of interest?

What about the important roles they play and the projects, programmes and causes they champion? Are those roles not useful to Ghanaians?

If we have forgotten what former first ladies did, what about what is happening now? Yesterday, we were praising Rebecca Akufo-Addo for mobilising resources to build critical healthcare facilities. Samira Bawumia, on the other hand has undertaken projects, including a literary project that saw the award of handsome prizes to young writers across the country.

Today, I hear people saying the first lady does nothing. That is not true. The “witches” of Gambaga should still remember the role the Lordina Foundation played in their lives.

I am strongly in favour of paying salaries to the wives of the President and Vice President if it is done according to law.

I have read well-reasoned arguments from the likes of H Kwasi Prempeh on the matter. I agree that in the current loose arrangement, it will be illegal to include them in Article 71 bracket. We cannot also pay them like public office holders without any well-defined roles and accountability.

But what is the reality currently? If those opposing the paying of salary knew the amounts of resources that are channeled into the running of the Office of the First Lady, they would want the office normalised with spelled out functions and avenues for accountability.

What we cannot stop, let us regulate, especially when the argument that “they don’t do anything” isn’t true.

The presidential spouses, beyond the projects and programmes we see them undertake, also play very important roles using soft power and diplomacy to resolve certain grievances. They have international engagements and are sometimes required to follow their husbands on official trips, and we spend on them.

Properly defining their role and paying them while they are in office will help us to hold them accountable. We may be getting value for money instead of the current arrangement appears very opaque and can be abused easily.

I am in favour of paying them, but it should be done within the confines of the law.

Man Murders Wife Over Misunderstanding At Breman Asikuma

A 34-year-old man, Kwasi Kumi who allegedly murdered his wife, aged 39, after a misunderstanding that ensued between them on Tuesday, is under police arrest at the hospital.

After murdering his wife, Kwasi Kumi attempted suicide, which landed him in hospital.

The incident occurred at Breman Asikuma, a suburb of the Asikuma- Odoben-Brakwa (AOB) District of the Central Region.

The body of the deceased, Adiza Ibrahim, has been deposited at the Our Lady of Grace Hospital morgue for autopsy and preservation, while the suspect is assisting police investigations.

Regional Public Relations Officer (PRO), DSP Irene Serwaah Oppong, confirmed the incident to the Ghana News Agency (GNA) in Cape Coast on Wednesday.

She said on Tuesday, July 06 at about 8pm, one Adams Quainoo and Mariama Ayub Bawa reported to the police that around 5:30pm, three persons came visiting the deceased’s house and informed the complainants of her demise.

Police PRO explained that the complainants upon hearing the information rushed to the deceased’s room, forced it open and found her lying in a pool of blood.

She indicated that the two quickly informed the police and they proceeded to the scene, found her in a supine position in a pool of blood and the Police after careful inspection of the body, identified a big cut on the chest, made with a kitchen knife in the wound of the deceased.

Information gathered by the police revealed that a misunderstanding ensued between the couple and after some time, the suspect locked the door and bolted.

Same day at Ekumfi Otuam, the Police received information that a man suspected to have taken poison was found lying unconscious at the roadside.

DSP Oppong said the police hurriedly got to the scene and sent him to Apam Government Hospital for treatment and after gaining consciousness, he confessed to the police that he attempted suicide.

Police PRO said the team probed further and later he disclosed he had committed a crime at Asikuma.

The Ekumfi Police then contacted the Asikuma team and were informed of the murder of the suspect’s wife, which had been reported to the station.

She said the suspect is under armed guard at the hospital while receiving treatment.

Suhum: 35 SHS girls give birth; 7 pregnant

A total of 35 Senior High School students in Suhum Municipality in the Eastern region have delivered while seven are heavily pregnant.

The pregnancies and the deliveries occurred between March 2020 to April 2021 in three Senior high schools.

The schools are; Islamic Girls Senior High School which recorded 15 deliveries and 4 pregnancies. Suhum Technical Senior High Schools (SUTESCO) also recorded 8 deliveries and pregnancies while Suhum Presbyterian Senior High School (PRESEC) recorded two (2) deliveries and 2 pregnancies.

The Suhum Municipal director of Education, Esther Quaye said this during the inauguration of the ‘Municipal Advocacy Platform for Back to School campaign taskforce’ instituted to ensure that school dropouts return to school after the long closure of schools as a result of Covid-19.

The Municipal Education Director said, at the basic level, five students ages 12 to 20 years were impregnated during the period.

Even though there were concerns that the implementation n of the double-track system as part of the Free Senior High School Policy increased the risk vulnerability of female students, the coronavirus pandemic in 2020 led to a lockdown and 10 months closure of schools worsened the menace.

More than 100,000 teenage pregnancies were recorded nationwide during 2020.

The Municipal Education director stated that, even though there is the likelihood that some pupils have dropped out of school in the Suhum Municipality to engage in other economic activities such as Okada, hawking, selling on the streets, immoral activities among others, evidence shows that, Public basic schools in the municipality have seen an increase in enrollment as some parents have withdrawn their children from Private Schools to Public schools.

She stated that total enrolment in all 68 public Kindergartens in the municipality has increased from 4169 in March 2021 to 4,466 in May 2021. Again, enrolment in all 78 public primary schools has risen from 13,088 to 13,543. At the Junior High School, level enrolment also saw an increase during the same period from 566o to 6149

Kaaka murder suspects not my bodyguards; ‘faceless’ politicians feasting on Ejura disturbances

The Municipal Chief Executive for Ejura, Mr Mohammed Salisu Bamba, has told the Ejura committee probing the recent shooting incident in the Ashanti Region that led to the death of two protesters that the two suspects arrested in connection with the mob lynching of social media activist Ibrahim Kaaka Mohammed, are not his bodyguards, contrary to such claims by the main opposition National Democratic Congress.

Mr Bamba said on Thursday, 8 July 2021 that he only has a police escort and does not have personal bodyguards.

The president’s representative in the municipality said he only knows the suspects as members and polling station executives of the governing New Patriotic Party and does not have any personal relationship with them.

Mr Bamba said some people are just playing politics with the murder of Kaaka and, thus, have linked him to the suspects.

He also indicated that he was not aware of the social media activities of the Kaaka, who, he noted, was a member of the NPP, before his death.

Mr Bamba said when the youth was agitated, he left a voice note on the youth Whatsapp platform asking them to remain calm and assist the police to conduct investigations into the initial disturbances.

The MCE said he was advised not to come to the community during the day of the rioting for security reasons, thus, his absence from the area on 29 June 2021 – the day of the shooting.

He also said some people polarised the youth of Ejura against the police and the political heads for their own interest before the day of the demonstration.

Concerning the shooting, Mr Bamba said the military should have used minimal force in handling the demonstrators.

“Sincerely speaking, I have not received any official information with regard to the fact that this whole thing is about A or B. What I can say as a resident, an indigene of Ejura is that some faceless individuals are trying to use the death of Kaaka for their own parochial interest. That’s what I can say looking at the circumstances and the whole environment has been polarized. I must also add that the event of 29 June that led to the death of the two individuals and others getting injured cannot be looked at in isolation. Some of the interviews that I listened to point to the fact that the youth and the community was actually polarised against the police and the political heads before the 29th”, the MCE said

You don’t deserve salaries; your husbands ‘paid well enough to cater for you’ – Gyampo to presidential spouses

Regardless of the roles presidential spouses may play in supporting their husbands, Prof Ransford Gyampo of the University of Ghana has said “I personally do not think such roles should warrant salaries”.

It recently came to light, through anti-graft campaigner Vitus Azeem, that the Article 71 Emoluments Committee has recommended the payment of cabinet minister-level salaries to the presidential spouses.

In an article on the subject, Prof Gyampo said: “Their husbands are paid well enough to be able to cater for them”, arguing: “The current situation, not backed by law, would also open the floodgates to deepen more nepotistic appointments to the offices of the First and Second Ladies in a manner that may not augur well for the fight against corruption”.

1. There may be nothing wrong to evolve a convention to pay some allowances to the wives of former heads of state, who may have passed away. I am told Rawlings actually [started] this gesture and out of his sense of magnanimity and compassion Kufuor continued, and it’s been extended to include the wives of sitting Presidents and Veeps. The payment of these allowances over the years, have not been backed by any specific law but have been treated as benefits of the principals themselves.

2. The current Ntiamoah Baidu Commission, I am told, only made a recommendation to formalise the already existing arrangement, and this was approved by Parliament. It may therefore not be entirely accurate for anyone to suggest that President Akufo-Addo has personally decidedthat the first and second ladies should be paid like cabinet ministers.

3. Those in support of this whole idea believe it makes sense to give some allowances or salaries to wives of those top officials who actually work and support what their husbands do. It’s been argued that some run foundations in support of the poor and others represent their husbands at public functions etc. Given the supposed role they play, some believe it shouldn’t be a big deal for the First and Second Ladies to be paid SALARIES, not allowances.

4. But to my mind, the Rawlings-Kufuor gesture of paying some ALLOWANCES to the wives of former heads of state, who may have passed on, out of excess compassion, must be distinguished from paying SALARIES to the wives of sitting Presidents and Veeps. This is because the Offices of the First and Second Ladies are merely ceremonial. 5. Regardless of the role they may play in supporting their husbands, I personally do not think such roles they play should warrant salaries. Their husbands are paid well enough to be able to cater for them. The current situation, not backed by law, would also open the floodgates to deepen more nepotistic appointments to the offices of the First and Second Ladies in a manner that may not augur well for the fight against corruption.

6. But if as a nation, we think we have gotten to that epoch in our governance process where such personalities have to be paid salaries, the decision shouldn’t be based on such a porous recommendation and an illegal parliamentary approval process. Rather, we must do the following:

Soldiers Sold Their Conscience – Witness

The five military personnel caught up in the alleged coup plot to overthrow the ruling NPP Government sold their conscience and betrayed the trust reposed in them, Major General Nicholas Andoh, the Chief of Staff of the Ghana Armed Forces has told an Accra High Court where the accused are standing trial for offences of high treason.

According to him, the soldiers were trained to be professionals, however, “their actions amounted to selling their conscience and betraying the trust reposed in them.”

Major General Andoh, who is the Second Witness, was responding to questions under cross-examination by E.A. Avordoagbor, counsel for Dr. MacPalm, who asked the witness whether it was his evidence that the soldiers who were allegedly complicit, were not professional because they failed to report the alleged coup plot to their superiors.

The lawyer asked about his qualification as a Major General and the fact that he told the court he had relied on the video and audio evidence presented to him by military operatives that were planted to monitor the activities of the alleged coup plotters.

The lawyer also questioned the witness on the authenticity of the videos and audios presented by the informants, and the possibility of those materials being tampered with.

Major General Andoh told the court that he is an infantry officer and has had all the necessary training requisite for professional development as well as training in Defence Intelligence.

Touching on the authenticity of the videos and audios, the witness told the court that the videos submitted to him correlated with the physical evidence that were seen when the accused persons were arrested.

“When there is a video about a sketch that is being prepared for attack of certain areas and in the video BB (Bright Alan Debrah) indicated that he was going to give it to his boss and on September 20, 2019 that sketch was found in Dr. MacPalm’s drawer, there is no way to question the authenticity of the video. If there is a video of Dr. MacPalm lamenting that he has given GH¢2,000 to Mr. Gershon Akpa, a civilian employee of the Ghana Armed Forces to procure AK47 assault rifle and Mr. Akpa is invited on September 23, 2019 and he confirms that Dr. MacPalm gave him the GH¢2,000 and because he could not provide the AK47 he had to return the money. If there is a video showing the production process of pistols and IEDs with Dr. MacPalm and Sule inspecting, and the IEDs are physically discovered in the X-ray lab of the Citadel Hospital, then there is no reason to think that the video had been tampered with because the videos and physical are the same,” the witness told the court.

The military officer said “My Lord, I have indicated to this court that what was seen on the videos was seen physically on the ground. What we saw in the video and what we saw on the ground, there was no doubt. The technical experts from the School of Languages who transcribed the audios also established the correlation. The WhatsApp conversations that were extracted were in tandem with the activity and all the reports that came from BNI did not leave any doubt about the authenticity of the audios and videos.”

Mr. Avordoagbor then touched on Dr. MacPalm’s organisation – Take Action Ghana (TAG) and said it was “an instrument of mass mobilisation with a purpose of forming a political party.”

The witness disagreed and said “there are statements on the WhatsApp communication to the effect that the seeds of the Arab Spring had been sewn awaiting a trigger. There were clear statements of coup d’etat, revolution and very violent words which attracted caution by Dr. MacPalm of infiltrators taking note for which reason an executive platform was established for purpose of reserving the use of those insidious languages and denying the generality of TAG membership from access to that sort of information.”

Lawyer: I am putting it to you that all the WhatsApp messages you submitted indicated that A1 (Dr. MacPalm) is a democrat, a trained medical officer who believes in the tenets of democracy and change of government by lawful means.

Witness: It is false. Dr. MacPalm mindful of the criminal connotation of his activities strived to acquire weapons and violent equipment surreptitiously and all the activities that followed from the time that he declared his intension to overthrow the government do not point to democratic practices.”

Lawyer: The totality of your analysis were derivative of secondary sources which you put in evidence and forming the basis of your case before this court.

Witness: As a professional intelligence officer, I deem the evidence I have laid before this court very solid, factually supported and delivered in fair and firm manner consistent with the oath I took at the beginning of this process

Some Colleagues Come To Work In Uber – MP On $28 Million Car Loan

It has emerged that some Members of Parliament (MPs), most of who are first timers, go to the House in Uber.

MP for South Dayi constituency, Rockson-Nelson Dafeamekpor, revealed this on Adom FM’s morning show Dwaso Nsem, Thursday, stating he has text messages as evidence to back his claims.

“There are a lot of members, especially on the Minority side. We have our platforms where they always complain that they don’t have an official car and come to work in Uber. I can show you those messages to prove that they are not making this issue up,” he said.

He said his personal car for instance was acquired through a loan he took from Parliament in the 7th parliament.

But he said for someone who does not have an official car, it would be very difficult to travel to their constituencies and discharge their duties.

The Finance Ministry on Tuesday, July 6, presented to Parliament, a request by the government for a $28 million loan from the National Investment Bank to procure vehicles for the 275 MPs and another for a $3.5 million car loan for members of the 8th Council of State for them to purchase vehicles.

Addressing the floor of the House, Deputy Finance Minister, Abena Osei Asare, said that the medium-term $28 million loans are to be paid back by the members in the course of their four-year term as MPs.

This request has, however, been condemned by members of the general public and scores on social media. According to many, procuring such a loan amidst the adverse effects of Covid-19 on the economy is not the right step to be taken by the government.

Mr Dafeamekpor stated the loan is not compulsory, adding the MPs have the choice to take or not.
 
“MPs are the only category of article 71 holders who are not given an official vehicle. So if the agreement is that we are given a loan to purchase official vehicles, I think it is very wrong. My position is that the government should take steps and get us official vehicles to perform the functions of our office in the next four years like it is done for all the other categories,” he said.

Court Remands 3 Suspects In Ntonso-Aboaso Riot

The Mamponteng District Court has remanded into police custody three accused persons for their involvement in the Ntonso-Aboaso clashes on Monday, July 5.

The accused persons, Nantomah Ishaw, a barber, 20, Ernest Boakye, a driver’s mate, 22 and Kwadwo Manu, a driver’s mate, 23, were charged with rioting with weapons.

The Court presided over by Thomas Kwadwo Soyori did not take their pleas and they would reappear on July 28, 2021.

Police Inspector Abdul Rahman Zakaria, prosecuting, prayed the Court to remand the accused persons into police custody so that they could assist the police with a thorough investigation into the matter.

He said tension between two youth groups in the Kente-weaving community, located within the Kwabre-East District, resulted in property damage with minor injuries to some members of the feuding factions.

Inspector Zakaria said vehicles were smashed and some shops damaged in the heat of the confrontation, which necessitated a police reinforcement to maintain law and order.

He said the police arrested five persons but after screening by the police, three out of the five persons were charged and brought before the Court.

Ghana, Switzerland Deepen Ties

President Nana Addo Dankwa Akufo-Addo on Wednesday said Ghana looks to deepening diplomatic relations and bilateral ties with the Swiss Confederation.

That is why he said, Ghana was cooperating with the Swiss Government in the areas of energy, climate change, education, trade, among others areas of common interests.

The President said this when he hosted a former Swiss President, Simonetta Sommaruga, for a working lunch at the Jubilee House, Accra.

Ms Sommaruga, who is the current Swiss Minister for Environment, Traffic, Energy and Communications, is in Ghana as part of two-nation tour of Africa, which has also taken her to Senegal.

President Akufo-Addo recalled the relations between the two states, which dated back to when Swiss missionaries settled in Ghana in the early days of Christianity in the country.

He said that country and its people had in no small measure contributed to what Ghana was today.

“We all know the very positive impact of Swiss nationals on our national development,” he stated. “They have a lot to do with the fact that, today, about 70 percent of Ghanaians are Christians…much of the initial work (Christianity) was done by the Swiss, Since then, we have had a strong relationship.”

The President also emphasised the dominance of Ghana’s cocoa in the relations between both nations, and commended the continuous interest of Swiss chocolate companies to purchase Ghanaian cocoa.

He expressed gratitude to the Swiss Government for supporting Ghana to increase renewable energy, and was hopeful that with that cooperation, the country could achieve its goal of having at least 10 percent of renewable energy in its energy mix in the next decade.

On her part, Ms Sommaruga also lauded the longstanding, good and close contacts between Switzerland and Ghana.

She recalled President Akufo-Addo’s reciprocal visit to Switzerland in 2020, which according to her, had strengthened the bonds between the nations.

The Swiss Minister talked about the Climate Protection Agreement signed between the country and Ghana, which would see Switzerland assume its responsibility in international climate policy.

The Agreement would enable Switzerland reduce its carbon emissions, partly abroad, through climate protection projects in Ghana.

It is the second agreement of its kind worldwide under the Paris Climate Accords (Paris Agreement). Switzerland concluded a similar agreement with Peru in October 2020.

Parliament is to ratify the agreement to pave way for its full implementation in Ghana.

Ghana is Switzerland’s second biggest African trading partner, after South Africa. Ghana’s main exports to Switzerland include gold and cocoa.

Jacob Zuma: South Africa’s former president hands himself over to police

South Africa’s former President Jacob Zuma has handed himself into police to begin serving a 15-month jail sentence for contempt of court.

He was admitted to Estcourt Correctional Centre in his home province of KwaZulu-Natal on Wednesday.

Police had warned that they were prepared to arrest him if he did not hand himself in by midnight.

Zuma, 79, was handed the jail term last week after he failed to attend a corruption inquiry.

The sentencing sparked an unprecedented legal drama in South Africa, which has never seen a former president jailed before.

Zuma had initially refused to hand himself in, but in a short statement on Wednesday, the Jacob Zuma Foundation said he had “decided to comply”.His daughter, Dudu Zuma-Sambudla, later wrote on Twitter that her father was “en route [to the jail] and he is still in high spirits”.

Zuma was sentenced on 29 June for defying an instruction to give evidence at an inquiry into corruption during his nine years in power. He has testified only once at the inquiry into what has become known as “state capture” – meaning the siphoning off of state assets.

Businessmen have been accused of conspiring with politicians to influence the decision-making process while he was in office. But Zuma has repeatedly said that he is the victim of a political conspiracy.

Govt Will Increase Rice Production In Bono East – Agric Minister

The Minister for Agriculture, Dr Owusu Afriyie Akoto, has indicated the government’s resolve to increase rice production in the Bono East Region.

He made the observation on Wednesday, July 7, 2021, while addressing a gathering of farmers, extension officers, agricultural inputs dealers, regional directors at the Regional Coordinating Council, Bono East Region, as part of his tour of the region.

According to him, Bono East possess a high capacity for rice production, adding that “You have a high capacity with regards to your land to produce as much rice to feed the whole of the country.”

To this end, Dr Afriyie Akoto assured the rice farmers of the government’s support to enable them to increase productivity and achieve that set goal.

He urged the farmers and the assembly to prioritise the government’s projects in the area while entreating them to ensure the country reaped the full benefits.

To ensure that government attends to the needs of the farmers directly without recourse to the assembly, the minister admonished the farmers to organise themselves into farmer groups to engender swift response to their needs.

With regards to the maintenance of government projects, he noted that government would prefer to employ the services of the private sector for continual sustainability.

He indicated the government’s desire to sustain investment in agriculture to enable the sector to succeed, adding that the support of the private sector would also be engaged.

This, according to him, would ensure sustainability thereby enabling the country to reap the full profits.

Farmers in Yerenpenso in the Bono East Region appealed for a livestock council to facilitate swift interactions between the ministry and the farmer association.

“.What we need now is a livestock council so that we can channel our challenges to the ministry for urgent attention,” the Leader of the livestock farmers, Mohammed Bin, disclosed.

Mr Bin further pointed out that the establishment of a livestock council would aid farmers to relay their challenges to the government for a swift response.

Yam and maize farmers within the area also called for the need to fix their roads to aid their activities.

At Quest Farms, producers of maize seeds for the Ministry of Food and Agriculture (MoFA) at Dawadawa within Kintampo North District of the Bono East Region, the Farm Manager, Bendong Jonas, appealed for irrigation facilities to ensure year-round cultivation of crops.

He also noted that a reduction in the price of fertilisers would help increase agricultural produce in the region.
Currently, he said, the farm produces crops such as cashew, mango aside from maize for MoFA for onward distribution to farmers on the government’s flagship programme, Planting for Food and Jobs (PFFJ).

Earlier, the minister called on the chief of Tachiman.

The minister on Monday and Tuesday toured and interacted with farmers and agricultural extension officers in the Ahafo and Bono regions respectively

Ghana has recorded some 129 new cases of COVID-19, the latest figures from the Ghana Health Service (GHS) has indicated.

The current active caseload is 1,758.

Since mid-March 2020, Ghana has recorded a total of 96,708 cases.

Of that number, 94,153 have recovered.

The national death toll is 797.

The Assin Central Member of Parliament has reiterated that he is not interested in becoming president of Ghana but if that possibility presents itself, he will discharge his duty with ruthless efficiency.

According to Kennedy Agyapong, as president of the republic, he will heed to calls to fix the country and that he will do so in a space of 24 months.

3.1 million Ghanaians suffering mental disorders, 16,000 cases severe

An estimated 3.1 million Ghanaians, representing 10 percent of the estimated 31 million population of Ghana, have one form of mental disorder or the other, with 16,000 having severe cases.null

Sourcing the data from the WHO and the Ghana Mental Health Authority, Mr Kwaku Agyeman-Manu, the Health Minister, told Parliament that:

“It is clearly established that 41 percent of Ghanaians have psychological distress – mild, moderate, severe – and this costs the nation 7 percent GDP loss”

He was responding to a question by Mr Christian Corletey Otuteye, the MP for Sege, who wanted to know what plans the Ministry had to address the plight of persons with mental health problems in Ghana.

The Minister categorised persons with mental health problems into four: those on the street, those at treatment facilities, which include psychiatric and general health facilities, those in the traditional and faith healing centres, and those in their houses and organisations who do not recognise their mental health illness or who recognise but are not doing anything about it.

”The World Health Organisation (WHO) estimates that 10 percent of the population of Ghana has one form of mental disorder or the other. Thus, with an estimated 31 million population in Ghana, we have an estimated 3.1 million with mental disorders,” he said.null

“The Mental Health Authority did a rapid assessment, a mini census of persons with severe mental illness on the streets a few years ago and they got 16,000 people in our cities, towns and villages all over the country.”

Mr Agyeman-Manu assured the House that the Ministry and its allied institutions including the Mental Health Authority, the Ghana Health Service and others, knew the size of the problem and had the human resources to address it.

“What we are doing now is to spread mental health services nationwide, integrate into the general health care such that wherever we treat malaria, mental health can be treated. This will help to access care,” he said.

Mr Agyeman-Manu said under the Agenda 111 programme of government, two new psychiatric hospitals were to be built in the northern and middle belts, adding that the sites had been identified, drawings made, and contractors being chosen.

He said until recently, psychiatric medications were not readily available, but they were now available through budgetary allocations and donor support adding that more psychiatrists had also been trained, from 10 to 45 at the moment.null

He solicited the support of the Speaker to find more money to address mental health issues, and announced that the Ministry was working on how to establish a Mental Health Levy.

The Minister advocated an increase in budgetary allocation to enable mental health patients on the streets to be taken in small numbers at a time for treatment and sent back home to their communities.

In relation to a question on anti-snake serum asked by Mr Daniel Nsala Wakpai, MP for Kpandai, Mr Agyeman-Manu announced that the Ministry had included Anti-Snake Serum in the Framework Contract for Essential Medicines.

Under the Framework, qualified firms are selected to supply Anti-Snake Serum, which are allocated and distributed to regional medical stores (RMS) and teaching hospitals across the country.

“The Ministry allocates the quantities to the RMS and the teaching hospitals based on their consumption and replenishes as the stocks reach their reorder level,” he said

Presidential spouses allowance not new; it’s only being formalized now – Oppong Nkrumah

Information Minister, Kojo Oppong Nkrumah, has explained that the payment of allowances to spouses of Presidents and Vice Presidents is not a new phenomenon.

According to him, the allowance payments were instituted under the Kufuor administration, but were only being formalised by the current government.

“President Kufuor, in his wisdom, instituted this because of the bad situations of some spouses of some former heads of states then. President Mills and Mahama even increased the rates of these benefits during their time.”

This issue is gradually dominating discussions in the country following claims that President Akufo-Addo had given approval for his wife, Mrs. Rebecca Akufo-Addo, and the wife of Dr. Bawumia, Mrs. Samira Bawumia to receive the same salaries as Cabinet ministers.

Oppong Nkrumah told Daily Graphic that those claims were misleading.

“The President does not approve salaries and benefits for the Executive. Under Article 71, the First Lady and Second Lady are not office-holders, so no one can determine their benefits under that article.”

“However, a committee [on emoluments] only recommended that an arrangement for the spouses be made formal and that received approval from Parliament,” he indicated.

The Information Minister in the interview disclosed that: “The truth of the matter is that, all surviving spouses of Heads of State, current and former, have always received salaries. Lordina Mahama, Naadu Mills, Matilda Amissah-Arthur, Nana Konadu Agyeman Rawlings, Faustina Acheampong, Fulera Liman etc have all been receiving salaries since President Kufuor’s time.”

“What has happened now is that the arrangement has been made formal, but that was done legally based on the recommendation by the Emoluments Committee [in 2019],” the Information Minister clarified.

The Emolument Committee

The five-member emolument committee was set up in June 2019 by President Akufo-Addo to make recommendations to him and to Parliament on the salaries and allowances payable, and the facilities and privileges available to article 71 officeholders.

Under the chairmanship of Prof. Ntiamoa-Baidu and which also had former Majority Leader and former Minister of Parliamentary Affairs, Mr Abraham Ossei Aidooh, the Chief Executive of the Fair Wages and Salaries Commission, Dr Edward Kwapong, the current Director-General of the Internal Audit Agency, Dr Eric Oduro Osae, and a former Managing Director, Donewell Life Insurance Co. Ltd, Mrs Stella Segbawu, the committee had two terms of reference.

They were charged to make recommendations in respect of emoluments and other privileges for article 71 officeholders, as specified under the Constitution; and also to examine any other relevant matter which the Committee deemed appropriate to its work.

Similar committees set up in the past were at various points chaired by Prof. Miranda Greenstreet, Mrs Mary Chinery-Hesse, Mr Ishmael Yamson, Prof. Marian Ewurama Addy, and Prof. Francisca Edu-Buandoh.

Reject car loan; let gov’t buy us vehicles – Yaw Boamah to MPs

The Vice-Chairman of Finance Committee of Parliament Patrick Yaw Boamah has described as unfair and misplaced criticisms against a $28million facility for procurement of vehicles for lawmakers in the 8th parliament.

According to the Okaikoi Central MP, the Legislature is the only arm of government where individuals purchase and fuel their own vehicles.

The government on Tuesday laid before parliament a $28 million interest-free facility with the National Investment Bank for lawmakers to purchase vehicles.

The MPs are supposed to repay the loan within four years.

A $3.5 million separate facility from the same bank has also been laid for the purchase of vehicles by members of the council of state.

The development as always has generated public outcry.

Speaking to the media Mr. Yaw Boamah asked his colleagues to reject the deal so the state is compelled to purchase official vehicles for MPs just as it does for ministers and other members of the executive and judiciary.

He told parliamentary correspondent Ibrahim Alhassan “if I have the power I’ll ask my colleagues to reject the facility. The simple reason that all the other arms of government, vehicles are procured for them without having to go through this process where the media is always on the back of MPs for contracting a loan.”

“I don’t see the reason why we should be the subject of this public bashing. Because it’s a loan agreement that the finance ministry contracted with the Investment Bank of Ghana for MP’s and members of the council of state.”

He stressed: “like you rightly said, it’s done after every four years but I’ve never heard of anybody talking about why we procure loans for members of the Council of State. Because MPs are easy targets, it’s a necessary evil.”

“But nobody has asked of why the state from the executive and the judiciary are given vehicles without having to procure a loan. That’s why I’m saying that if I have my way I’ll ask MPs to reject the loan and ask the government to procure vehicles for us to use in the performance of our duty. After four years we leave the vehicle for them.”

He added, “before I started taking my salary in the eighth parliament, I was given a notice that from February a certain amount of money will be deducted from my salary in anticipation of this loan which is yet to be approved in July.”

“So, from February this year, I started paying even though I hadn’t s seen the loan. That one nobody saw anything wrong with 

UE/R: Police retrieves stolen motorbikes

The police in Bawku in the Upper East Region has arrested one Solomon Alima, 28, and Mumuni Bawa, 33, for stealing and dishonestly receiving, respectively.

Suspect Alima, according to the police, sold a stolen motorbike to Bawa and when they were exchanging the bike for cash on the dawn of Sunday, 4th July 2021, they were arrested upon a tip-off.

A search at the residence of Bawa at Gingande, a suburb of Bawku, led to the retrieval of another motorbike and eight fake motorbike registration numbers.

Several notes of dollars (USD), suspected to be fake, were also retrieved.

Bawa admitted to regular purchasing of stolen motorbikes from different persons and selling same at Bawku and the surrounding communities or at Dapango, a community in neighbouring Togo.

In another exercise, suspect Atampulgri Akolgo, 44, was arrested for the robbery of a motorbike by the regional police command.

The police has warned of the sale of stolen motorbikes to innocent purchasers and encouraged the buyers to come forward to assist with the investigation.

NDC youth to challenge salaries for presidential spouses in SC

The youth wing of the main opposition National Democratic Congress (NDC) has vowed to challenge the legality of the approval of salaries for First Lady Rebecca Akufo-Addo and the wife of the vice-president, Mrs Samira Bawumia.

The group said the approval of the salaries for the presidential spouses is wrong.

In a statement, the NDC youth said the committee put together to make that recommendation on emoluments of article 71 holders erred in suggesting that presidential spouses be paid salaries equivalent to that of cabinet ministers.

The youth have threatened to invoke the jurisdiction of the Supreme Court to declare the approval of the salaries unconstitutional.

Vice-President Dr Mahamudu Bawumia on Wednesday, 7 July 2021, opened the 2nd edition of the International Maritime Defence Exhibition and Conference in Accra with a call on all stakeholders, especially players in the maritime industry, to work closer together to combat the surge in piracy attacks and increasing cases of Kidnapping for ransom.

Statistics indicate there was a 34% increase in actual and attempted pirate attacks in 2020 in the Gulf of Guinea, as well as a rise in the number of cases of kidnapping for ransom and hostage-taking.

In 2020, 130 out of 135 persons kidnapped globally were reportedly abducted in the Gulf of Guinea alone.

Dr Bawumia stated that the government, on its part, is determined to modernise and re-equip the Ghana Navy and other sectors of the Ghana Armed Forces as well as key stakeholders to scale up their level of readiness to face the growing challenge

Social Commentator, Bernard Allotey Jacobs has scolded Ningo Prampram MP, Sam George over his seditious comments during the NDC ”March for Justice” protest yesterday.

The demonstrators went out in their numbers to petition the President about certain unpleasant happenings in the country.

Clad in red, the protesters held placards with various inscriptions including, “Akufo-Addo, you are a dictator”, “Kum Yen Preko”, “We feel your silence Akufo-Addo and Bawumia”, “Ghanaian lives matter”, “Ahmed Suale deserved to live”, “No justice for the dead”, “no peace, #WeAreAllKaaka” among others.

Before the start of the demonstration, Sam George charged the protesters to treat any person in military uniform they meet on their way as ”criminal” saying ” . . we had an arrangement with the IGP of Police on the routes we’re using. The rules of this country say that crowd control is the job of the Police. In fact, part of this demonstration is because Military men were used in crowd control and they shot and killed unarmed Ghanaians. Yet, some people in government had a meeting last night and decided that, despite the presence of the Police, they intend to bring in the Military to meet us halfway”.

“I am sending a message to you, to the Chief of Army Staff, to call back his men. We’re working with the Police . . . we have had no consultation with the Military. Anybody in military uniform that we meet on the road, we will treat as a criminal,” he warned.

Responding to Sam George’s comments, Allotey Jacobs admonished the leaders to stop inciting the masses against the security forces stressing, “the Police sometimes are difficult but they are very fine with us, the civilians”.

”So, why do we attack them?”, he questioned.

Allotey Jacobs called for respect for the security forces saying, “don’t let us confront the men in uniform . . . If they’re wrong, we should have a way of correcting it. You see a soldier is trained to defend and to attack to protect the sovereignty of this nation. So, if politicians incite the youth to misconduct themselves, the end may be terrible. So, let us respect the very people who protect us”.

Seasoned journalist, Kweku Baako has commended the Police and the ”March for Justice” organizers for a peaceful protest on Tuesday, July 6, 2021.

Some members and supporters of the opposition National Democratic Congress (NDC) hit the streets of Accra to convey their grievances to the President of the Republic, Nana Akufo-Addo.

They protested against the killing and citizens’ brutality by security forces.

Clad in red, the protesters held placards with various inscriptions including “Akufo-Addo, you are a dictator“, “Kum Yen Preko“, “We feel your silence Akufo-Addo and Bawumia“, “Ghanaian lives matter”, “Ahmed Suale deserved to live“, “No justice for the dead“, “no peace, #WeAreAllKaaka” among others.

Discussing the protest on Peace FM’s Kokrokoo”, Kweku Baako expressed delight that the protesters were allowed to exercise their right to demonstrate in a peaceful and lawful manner.

”I was very happy that the demonstration took place and that it was peaceful…I was pleasantly happy when I heard the Police had agreed to allow the organizers of this NDC youth demo to come off on the 6th and these are the routes…I was damn happy and what is more is it was also peacefully done. It went so good. Perhaps, they laid the foundation for the [you know] continued relaxation of the restrictions”, he said.

To him, the cooperation between the protesters and the Police sends a right message about Ghana saying ”the organizers and the Police collaborated well and cooperated very well, and, at the end of the day, it’s a plus for Ghana; a plus for our democratic consolidation exercise. I’m damn, damn happy…I salute the Police, Ghana Police. I salute the organizers of the demonstration as well; fantastic job done!”.

Half Of Households Counted Seven Days Into Census; North East Covers 64%

The Ghana Statistical Service (GSS) had covered almost half of the expected households to be enumerated as of last Sunday, seven days into the 2021 Population and Housing Census (PHC).

Data received from 99.2 per cent of enumeration areas in all 16 regions and 272 statistical districts indicate that an average of 42.1 per cent of the expected households have been enumerated.

The completion rate ranges from 27.09 per cent in the Greater Accra Region to 63.89 per cent in North East Region.

In nine out of the 16 regions, enumeration completed on day seven (first week) of the 14-day exercise is in excess of 50 per cent.

“The exercise has been smooth over the past one week,” the Government Statistician, Professor Samuel Kobina Annim, told the Daily Graphic last Monday.


The assessment, he said, was based on systems for monitoring, which included the enumeration tracking dashboard, consistency checks and edit specifications.

He said the assessment also relied on reports from key officials on the ground, such as field officers, district data quality management teams, national monitors and international observers.

He said the seamless transition from listing to enumeration and the identification of areas needing support for the completion of listing also contributed to the smoothness of the exercise.

Challenges

Prof. Annim said the challenges encountered so far had all been anticipated, including the inability to meet respondents during the day time due to people leaving early for work and returning late in urban areas and in rural farming communities people leaving early for their farms and returning late.

Others were flooding, which prevented enumerators from accessing some communities and crossing to island and over-bank communities, the discovery of extinct and emerging localities, challenges with synchronising data and accidents involving field officers, he added.

Refusals

In some communities, the enumerators also encountered refusal by residents to participate in the exercise, he said.

Those places were in the Jaman North and the Kassena Nankana West districts as well as the Kassena Nankana municipality, the Government Statistician said.

Timelines

“Census undertaking is always characterised by mop-ups. However, GSS is confident that the exercise will be completed within the stipulated time, except for pockets where the challenges outlined above will delay the completion of work,” Prof. Annim said when asked whether the exercise could be completed within the stipulated time frame, looking at the work done so far.

The measures included the deployment of support enumerators and engagement with opinion leaders and community members to persuade their neighbours and people to avail themselves for the exercise, he said.

“Given the current completion rate in the Greater Accra, Central, Eastern and Western regions, additional days will be needed to complete enumeration in the relatively large enumeration areas,” Prof. Annim stated.

Accidents

The Government Statistician said the issue of accidents was a concern and that the management of the service had been working to address since the start of data collection, saying it had been cited in briefings to Parliament and the Chair of the National Census Steering Committee during the listing exercise.

He said in his public pronouncements, he had been urging field officers to exercise caution, particularly when riding, as motorbike accidents were the leading cause of the injuries reported.

Prof. Annim indicated that funds for the purchase of Wellington boots had been made available to field officers working in areas where they needed to protect themselves from snake and dog bites.

“An online accident reporting form is being used for monitoring the number of accidents across the country and the severity of the injuries to field officers involved for the necessary actions to be taken,” he pointed out.

Monitoring

The Government Statistician noted that the 2021 PHC aimed at complete coverage and quality data, and that the GSS had put in place several real-time data monitoring and field supervision mechanisms to ensure that those objectives were achieved.

However, he said, the support of the public was required to complement those efforts.

“Members of the public are thus urged to call the census call centre to report if their households have not been enumerated by July 8, this year.

“The call centre numbers are 0800-426-426, 059-147-6893, 020-685-0157, 055-162-5567 and 059-147-6895,” Prof. Annim indicated.

Sam George Might Be Suffering From ”Kpokpo Gbli Gbli” – Sam Pyne On NDC Demo

NPP General Secretary, Sam Pyne, has rebuked the Member of Parliament for Ningo Prampram, Sam George over his comments during the ”March for Justice” demonstration by the National Democratic Congress on Tuesday.

The demonstrators went out in their numbers to petition the President and Parliament about certain unpleasant happenings in the country.

Clad in red, the protesters held placards with various inscriptions including, “Akufo-Addo, you are a dictator”, “Kum Yen Preko”, “We feel your silence Akufo-Addo and Bawumia”, “Ghanaian lives matter”, “Ahmed Suale deserved to live”, “No justice for the dead”, “no peace, #WeAreAllKaaka” among others.

Addressing the crowd before the start of the demonstration, Sam George charged the protesters to treat any soldier they meet on their way as “criminal” stressing the Military is not invited for any form of protection.

” . . we had an arrangement with the IGP on the routes we’re using. The rules of this country say that crowd control is the job of the Police. In fact, part of this demonstration is because Military men were used in crowd control and they shot and killed unarmed Ghanaians.

“Yet, some people in government had a meeting last night and decided that, despite the presence of the Police, they intend to bring in the Military to meet us halfway. I am sending a message to you, to the Chief of Army Staff, to call back his men. We’re working with the Police . . . we have had no consultation with the Military. Anybody in military uniform that we meet on the road, we will treat as a criminal,” he said.

Sam Pyne, speaking on Peace FM’s “Kokrokoo”, wondered what motivated Sam George to make such statements.

To him, Sam George may be suffering from ‘Kpokpo Gbli Gbli’.

“Justice of the Supreme Court said when politicians stand on a platform, then they are hit by Kpokpo Gbli Gbli, so, well; maybe let’s consider it in that manner,” he stated.

With regard to the NDC claims on insecurity, Sam Pyne replied; ”Yes, we have challenges with security. There is still crime. People are dying with others injured and all that but that’s also not a justification for us to create the impression that everything has collapsed in Ghana. Because the moment that people can go to work and come back home . . . and we will create an impression as if you go out to buy porridge, you won’t return home, then it’s very disturbing.”

Finance Minister presents US$28 million car loan agreement to Parliament

Finance Minister, Ken Ofori-Atta, has submitted to Parliament for approval a loan agreement of US$28 million pending consideration by the Finance Committee.null

This is for the purchase of 275 vehicles for members of the 8th Parliament.

Parliament has also approved a US$200 million World Bank loan to buy COVID-19 vaccines.

The amount which was approved on Tuesday, July 6 will also be used to cater for other activities to strengthen the health system.null

A report by the Finance Committee indicated that out of the US$200 million, UA$137.15million will be spent specifically on vaccine procurement.

Portions of the report read “The committee was informed that each dose of the vaccine is estimated to cost US$10.55.”

The report added that, “this financing would provide improved access to affordable and equitable COVID-19 vaccines, strengthen the system for effective deployment as well as enhance preparedness and response to the Ghana COVID-19 strategic preparedness and response programme.

Salaries for First and Second ladies not the way to go – Gyampo

A Professor at the University of Ghana, Ransford Gyampo has rejected the approval of salaries for the First and Second Ladies of Ghana.null

He told TV3’s Selorm Amenya in an interview that the offices of the First and Second ladies are just ceremonial offices and so institutionalizing salary payments to the occupants will not be an ideal situation.

Parliament has approved a recommendation by a five-member committee which was set up in June 2019 by President Akufo-Addo, to him and to Parliament on the salaries and allowances First or Second ladies.

This has angered some members of the Ghanaian society who have accused President Akufo-Addo of making this payment.

Professor Gyampo said “If we want to take good care of the spouses or the wives of former heads of state particularly heads of state who may have passed on. If they have surviving spouses and they are living like puppets, it is not nice. There is nothing wrong if we decide to take good care of those spouses of former heads of state.

“Even if we have to do that, it should not be dependent on the magnanimity of any president. It should be formally legislated. The heads of state after they have served and they have retired. they are taken care of till they will pass on. So if a head former head of state passes on and then he has a surviving wife I think that it doesn’t hurt anything if the state decides to take care of the surviving spouse. But like I said, this should not be because somebody wants to be nice to them but the state itself must actively formalise this relationship and take good care of them.”null

“That is different from telling me about the spouse of sitting president and the spouse of sitting vice president. I am told about the approval by parliament that the spouse of the sitting president and the spouse of the sitting vice president plus spouses of former heads of state, whether these former heads of states are alive or dead, should all be taken care of. I think it is not the way to go. Let us draw a line of demarcation between the two.”

“The office of the First Lady is merely ceremonial. The office of the second lady is also ceremonial. These are not formal structures, they are dysfunctional structures, informal structures that I admit could go a long way to shape and influence how governance is conducted.”

Information Minister Kojo Oppong dismissed the concerns saying “The President does approve salaries and benefits for the Executive. Under Article 71, the First Lady and Second Lady are not office holders so no one can determine their benefits under that article.

“However, a committee only recommended that an arrangement for the spouses be made formal and that received approval from Parliament,” he indicated.

Meanwhile, the Executive Director of the Media Foundation for West African (MFWA) Sulemana Braimah, has urged First and Second ladies, Rebecca Akufo-Addo and Samira Bawumia respectively to be prepared for public examination in whatever action they take following the parliamentary approval of their salaries.null

Commenting on this development in a tweet, Mr Braimah said “Now that the First Lady and Second Lady are on Cabinet Minister-level salaries, they should be ready for massive public scrutiny. They are now our employees too.”

The Executive Director of the Centre for Democratic Governance, Professor H Kwesi Prempeh has also rejected the approval of payment of allowances of the First and Second ladies.

He stated that the Article 71 Emoluments Committee has no authority to recommend payment of any allowance or emolument to First or Second Spouses, as these are not Article 71 offices or office holders.

In a Facebook post on this development, Professor Prempeh said “The mandate of an Article 71 Emoluments Committee is limited to recommending the salaries and other benefits and privileges of those office holders specified in Article 71, sections (1) and (2). That list of covered office holders is exhaustive. The Article 71 Emoluments Committee has no authority to recommend payment of any allowance or emolument to First or Second Spouses, as these are not Article 71 offices or office holders. And, of course, the Constitution does not require or compel a President or Vice President to have a spouse; bachelors and bachelorettes are welcome. As far as the Constitution is concerned, s3 w’aso awar3 a, you know what to do.”

“If Government wants to pay First and/or Second Spouses from the public fisc, it must introduce a Bill to that effect. The clear import of Articles 108 and 178 of the Constitution is that Parliament cannot, on its own accord, initiate or approve payment of any such emoluments (which would necessarily be paid from public funds) without a bill to that effect emanating from and introduced by the Government and duly passed into law.”null

“The political class cannot use the Article 71 process to smuggle in salaries or allowances for First and Second Spouses.”

“If that’s what they want done, they must get the Government to boldly introduce a Bill to that effect, making a case for such emoluments, and thereby allow and ensure public participation in the legislative debate on this matter. This is not something that can be done on the blind side of voters and taxpayers.”

“Anyway, why stop at First and Second Spouses? Why not the Third Spouse (since the Speaker gets to act as President sometimes) or the Fourth (so the Chief Justice, too, can enjoy some marital privileges on the back of taxpayers), and on and on and on. And while we are at it, shall we also subject First and “Second Spouses to the asset declaration laws, in their own capacities? What about the sweet “end-of-service” benefits? Indeed, when we place First and Second Spouses on the public payroll, we, essentially, convert their voluntary roles into “public offices” as that term is understood under Article 295. Is that the idea? Do they then become subject to all the laws applicable to public offices and officers?

Ghana To Roll Out Comprehensive National Integrated Maritime Strategy To Address Piracy, Kidnappings

Government is set to endorse a comprehensive National Integrated Maritime Strategy that will enhance interagency cooperation and thereby boost the collaboration among Land, Sea and Air Forces and key stakeholders in the country, Vice President Bawumia has disclosed.

The Strategy is part of ongoing efforts by government to put in place a framework, in collaboration with other stakeholders across the world, to address the surge in attacks by Pirate Action Groups (PAGs) and increasing incidences of Kidnapping For Ransom (KFR) in the Gulf of Guinea, a key maritime highway for international commerce. 

Addressing participants at the ongoing International Maritime Defence Exhibition and Conference (IMDEC ‘21) in Accra on Wednesday, 07 July 2021, Vice President Bawumia said government is determined to modernize and re-equip the Ghana Navy and other sectors of the Ghana Armed Forces as well as key stakeholders to scale up their level of readiness to face the growing challenge.

“For a start, the government is acquiring Offshore Patrol Vessels (OPVs), Fast Patrol Boats and Crafts. In addition, the government is making funds available for the timely completion of the Forward Operating Base at Ezinlibo and there are plans to establish similar bases on our coastal frontiers.  The government will also see to training and welfare of the Naval Personnel to put in their best and to remain professional in the discharge of their duties.

“Other stakeholders are not being left out of the task as the Ghana Maritime Authority, Ghana Ports and Harbours Authority, the Fisheries Sector, the various institutions in the oil and gas sector and the entire maritime industry, are being supported and encouraged for their own transformation. 

“That is not all, government is set to endorse a comprehensive National Integrated Maritime Strategy that will enhance interagency cooperation and thereby boost the collaboration among Land, Sea and Air Forces and key stakeholders in the country. This is required because securing the maritime domain for a developed blue economy entails coordinated actions among all key stakeholders in the country” he emphasized. 

Citing statistics, including a 34% increase in actual and attempted pirate attacks in 2020 in the Gulf of Guinea, as well as a rise in the number of cases of Kidnapping for Ransom (KFR) and hostage-taking, which indicate that in 2020, 130 out of 135 persons kidnapped globally were reportedly abducted in the Gulf of Guinea alone, Vice President Bawumia reminded participants that criminals are not bothered by international boundaries. 

“It is important to remind ourselves that the threats to maritime security and safety transcend borders. They affect international trade. A threat to one coastal nation is a threat to others. The sea is the super highway for global trade and Africa’s quest for a Continental Free Trade Area cannot be successful without a secured maritime domain. 

“A more serious concern is the fact that the criminals at sea are evading counter-piracy measures and have even become emboldened thereby scaling up the insecurity and threat profile in the Gulf of Guinea.  Reports indicate Pirate Action Groups have increased their operational range while the spread of attacks has also changed from the primary enclave in the Niger-Delta extending both westwards and south-eastwards to the whole of the Gulf of Guinea region.

“The Ghana government therefore deems it important to ensure effective cooperation and positive collaboration among Regional Navies through coordinated maritime law enforcement activities especially the integration of the Naval and Air Forces’ efforts in suppressing insecurities in the maritime sector, building trust among partners through information-sharing and application of best management practices

Ejura Shootings: Soldier On His Knee In Viral Photo Didn’t Fire Any Shots – Commander

Lt. Col. Kwasi Ware Peprah, Commanding Officer of the 4th Infantry Battalion says the military officer seen kneeling in viral photos and videos during the Ejura protest did not fire any shots as many believed. On Tuesday, June 29, 2021, security personnel shot and killed two people among some young people demonstrating as part of their quest to ask for answers following the death of activist, Ibrahim’ Kaaka’ Mohammed.

Speaking before a committee probing the killings, Peprah claimed the yet-to-be-identified soldier did not fire at anyone when he kneeled as many stated based on the videos shared online.

Bullets from gun-toting Ejura protesters may have killed their colleagues – 4BN C’der

The commanding officer of 4BN, Lieutenant Colonel Kwasi Ware Peprah, has told the three-member committee investigating the Ejura disturbances that led to the shooting to death of two protesters who were marching to demand justice for slain social media activist Ibrahim Kaaka Mohammed, that he suspects the bullets that killed the marchers could have been from their colleague gun-toting demonstrators.

“The aim was not to kill”, he told the committee, adding: “It was just unfortunate”.

“If the aim was to kill, I would have gotten not less than 100 people dying”, Lt. Col. Peprah told the committee.

“As a matter of fact”, he noted, “I even suspect the weapons that fired from the protesters might have killed one of them”.

According to him, “the soldiers started firing into the air” but “If you are not a professional and there’s another rifle firing, you wouldn’t know and that is how come some people are saying that they were not handling weapons”.

“When an M16 rifle fires, I know. When a G3 rifle fires, I know. But the ordinary civilian doesn’t know. The media wouldn’t know. All you hear is gunshots into the air and it started when the soldiers came, so, you assume that it’s only soldiers who are firing”, Lt Col Peprah said.

Earlier, another military officer told the committee that some of the Ejura protesters started firing first at the security personnel before they also responded by targeting those who shot at them.

“I think the commander, at that stage, then had to use minimum force by ordering his personnel to begin firing at those who were firing from the crowd to maim them”.

“After our fire, we didn’t have instant deaths. They were evacuated to the hospital, where we later heard two died”, he said.

“But, at the instant of our fire, the crowd withdrew and everything came under our control,” he added.

He further told the committee that the situation could have been worse if they had not taken those steps.

“Of course, when you [security personnel] fire warning shots, and you see people firing from the crowd, certainly you have to use live ammunition to maim them because after, we also arrested two persons with weapons that we have reported to the police.”

Wednesday is day two of the committee’s sitting.

HAITIAN PRESIDENT JOVENEL MOISE ASSASSINATED

President of Haiti was killed in his own home with the wife injured in an attack today.

Jovonel Moïse was killed at about 1am this morning by a group of assailants, Haitian prime minister Claude Joseph has said. The official statement said the perpetrators were Spanish-speaking but has not released any further details. The prime minister said the first lady, Martine Moïse, was also injured in the attack.

The prime minister’s statement said: “A group of individuals who have not been identified, some of whom were speaking Spanish, attacked the private residence of the President of the Republic and fatally injured the Head of State.”

The President was 53 years old.

Earlier this year bitter unrest erupted in the Cabribbean nation, with protestors demanding the resignation of Mr Moise.

The thousands of demonstrators questioned the president’s legitimacy, as they say his five-year term should have ended on February, 7, 2021 – five years to the day since his predecessor Michel Martelly stepped down.

But Mr Moïse, however, insists he has one more year to serve as he did not take office until 7 February 2017.

The year-long delay was caused by allegations of electoral fraud which eventually saw the result of the 2015 election being annulled and fresh polls being held, which were won by Mr Moïse.

The Minister of Information, Kojo Oppong Nkrumah, sees no point in the ‘March for justice’ demonstration embarked upon by the youth of the opposition National Democratic Congress on Tuesday, July 6, 2021.

According to him, the concerns raised by the NDC youth wing which compelled them to demonstrate, were already being addressed by the government.

“The substance of the issues they raised, economic hardships, security challenges, among others, are things that the government has already been speaking about. If you take economic challenges, in March 2020, the President forewarned us that despite the growth and gradual improvement that we were seeing, we were going to sacrifice some things to protect lives and livelihoods because we know how to bring the economy back to life, but we do not know how to bring people back to life.”

“We literally had to throw away all the gains we made three years into our first term to protect lives. Today, it has come to the point Osei-Kyei-Mensah-Bonsu foretold when reading the budget in Parliament that we are going to go through a difficult phase of recovery. Things are not the same as they were, not just in Ghana, but around the world. We have already put in place measures to revive the economy,” he defended.

Thousands of members and sympathizers of the NDC joined the march to call on the government to fix several issues in the country, including an end to the brutalization of citizens by security agencies.

Mr. Oppong Nkrumah in an interview on Eyewitness News first commended the NDC youth for “comporting themselves.”

“To a large extent, they comported themselves, and we can commend them for that. We can also commend the police and the security officers for being professional.”

On the growing concerns of insecurity in the country, Mr. Oppong Nkrumah said “this insecurity concerns they raised, even before we got here today [Monday], the government has launched a National Security Strategy.”

“Those who are tagging the phenomenon of excesses of security as new are not being truthful. What is the government doing about it? We have launched investigations and are looking at getting the report and recommendations to nip the phenomenon in the bud,” he added.

When host of Eyewitness News, Umaru Sanda Amadu, asked whether the three-member committee of inquiry constituted to probe the Ejura killings will amount to anything, the Ofoase-Ayeribi lawmaker said “words of assurances alone do not mean anything. The most important thing is that we allow the committee to finish its work and come up with a report and make recommendations. We will then decide on adopting some of the recommendations.”

“I am not sure there is going to be a white paper from this ministerial committee of inquiry, that is mostly with a Commission of inquiry. The facts and recommendations will be made public, so we decide on the next step,” he added.

‘March for justice’ demo: NDC youth petitions Nana Addo, parliament over ‘growing insecurity’

The protesting youth of the NDC on Tuesday, July 6, 2021, submitted a petition to the presidency and Parliament after their ‘March for Justice’ demonstration.

The National Youth Organizer of the party, George Opare Addo, after reading out the content of the petition, presented it to the Deputy Chief of Staff in charge of operations, Emmanuel Bossman, who gave assurances that the document will be given to President Akufo-Addo.

There have been growing concerns about the use of the military for civil events that ordinarily should be handled by the police.

The incidents that have angered many include the killing of some Ghanaians during the 2020 election, the invasion of Parliament by soldiers, the latest killing of two persons, and the injuring of four others who were protesting at Ejura in the Ashanti Region.

The brutalization of some residents of the Upper West Region in Wa by some soldiers over a supposed stolen phone has also been widely condemned.

Armed robbery and murder cases have also been on the rise in parts of the country.

I don’t know the soldiers who fired shots at Ejura for now’ – Regional Minister

After requesting for the presence of the Military at a civil protest in Ejura as Chairman of the Ashanti Regional Security Council, Mr. Simon Osei-Mensah, the Ashanti Regional Minister, says he does not know the identities of the soldiers who shot and killed two protesters and injured four others.

According to him, a preliminary investigation conducted into the matter is yet to reveal the identities of the operatives.

Two residents of Ejura, Nasir Yussif and Murtala Mohammed, were shot dead by soldiers during a protest against the killing of another native of the town, Ibrahim Mohammed alias Macho Kaaka.

Out of the four other persons who sustained gunshot wounds, one of them, a sixteen year old boy, has had one of his legs amputated at the Komfo Anokye Teaching Hospital.

Taking his turn at the ministerial committee hearing in Kumasi, the Ashanti Regional Minister justified the inclusion of the military during the operation to restore calm in the town.

“…As I was informed, the military moved forward for the police to be behind them because their method to disperse the crowd failed. It was during that period that I was told the shooting incidents or whatever took place, but as to who gave the shots, I have not been informed yet or to say it has not been established yet.”

Mr. Osei-Mensah, however, defended the military involvement in the protest.

According to him, he needed to restore calm to save lives and property, and does not think the collaboration between the two agencies should end. He said he acted in line with the Security and Intelligence Agencies Act, 1030.

“I’ve used this strategy all this while. This is the first time we have casualties, and I think we should continue with it,” Mr. Osei-Mensah said.

Background

The violence occurred during protests that followed the death of Ibrahim Muhammed.

Ibrahim Muhammed, alias Kaaka, died after he was attacked by a mob on June 27 while returning home.

He’s believed to have been killed because he was critical of the government.

The 45-year-old was noted to be vocal on both local and national issues using his Facebook page.

Police in the Ashanti Region have since arrested three persons in connection with his death and put them before the court.

Ibrahim Muhammed was buried on Tuesday, June 29, 2021, alongside the two others who died in the protest.

Ketu South: MP calls for support for ‘homeless’ tidal wave victims

Hundreds of residents of Adina, Salakope-Amutinu, and Agavedzi whose homes have been ravaged by the sea during the recent tidal wave incidents have been left frustrated as they struggle to find accommodation amidst persistent heavy rains in the area.

The communities located along the Keta Lagoon have lost their houses and properties worth millions of cedis to the sea due to the destructive waves.

But three weeks after a tour of the area by the Minister for Works and Housing, Francis Asenso Boakye who indicated the government’s commitment to ensuring that work starts soonest on Phase II of the Keta Sea Defence project, the displaced victims are yet to find a decent place to lay their heads.

The displaced victims for the most part of the first half of 2021 have been sleeping on the streets -a situation that further endangers their lives.

The situation, has, however, worsened due to the persistent heavy rains in the area, leaving the victims frustrated and traumatized.

Reacting to the issue, Member of Parliament for the area, Abla Dzifa Gomashie called on the government to take steps to temporarily relocate the victims while the sea defense project commences.

She said, “As a layperson, I can see the land across from the lagoon but that will be just me speaking. I think the MCE, the Regional Minister, Minister for Works and Housing, and that of Roads, these four people can come together and help us solve the problem of where the people can temporarily be accommodated while we look at the bigger picture of the sea defense project. As the representative of the people in Parliament, I am just appealing that the state responds to us as required.”

Madam Gomashie further stated that the victims are Ghanaians who equally deserve a decent place of accommodation while stressing that anything other than that will be a failure on the part of the government.

Member of Parliament (MP) for Assin Central, Kennedy Agyapong, has said the main opposition National Democratic Congress (NDC) has no legitimacy to protest against what they perceive to be insecurity in the country.

Agyapong who is also Chairman of Parliament’s Defence and Interior Committee stressed that given the NDC’s past record in managing Ghana’s security, any other group or individual can complain about the state of security or lack of it except the NDC.

Asked whether he was not confusing the NDC with the Provisional National Defence Council (PNDC) regime from which the NDC was born, he said both regimes were equally bad in handling security.

“Both PNDC and NDC (were disastrous), and I was surprised at Totobi Quakyi commenting on security. Totobi Quakyi talking about security? In his time at National Security, what did he do? Crimes that were committed, he was in charge of security and what happened during his tenure?

“He has no legitimacy to talk about insecurity because during his tenure we all saw and experienced what happened in Ghana, who could even talk?” he quizzed.

The MP was addressing the NDC’s July 6 protest over the state of insecurity in the country. The ‘March for Justice’ event was organized by the party’s youth wing.

It culminated in the presentation of two petitions, one to the presidency and the other to parliament; outlining a set of measures needed to be taken to boost the country’s security which according to the party continues to deteriorate.

The protest, the party added, was also to highlight the level of economic hardships and general discontent at the way the country is being governed

Member of Parliament for Assin Central Kennedy Agyapong has averred that if Ghana ever descends into a state of instability, the trigger will certainly be the media, mainstream or social media.

Agyapong who is also Chairman of Parliament’s Defence and Interior Committee said he is concerned about how false news is easily put out by media outlets citing the recent case of reportage on activist Ibrahim Mohammed a.k.a. Macho Kaaka, whose death led to deadly protests in Ejura.

Asked whether he was concerned about the security situation in Ghana as has played out recently, he replied: “very concerned, about the media. I have always said that if Ghana will go to war, if Ghana will be destroyed; it will be from the media. The comments they make.

“Typical example is the case in Ejura, a brother kills a brother and it is reported out there that #FixtheCountry advocate has been killed because he was talking about fixing the country,” he submitted.

According to him, he was in Turkey when he read the news of Kaaka’s death, he said he felt bad about the supposed political reasons reported by the media, “… until I came back to Ghana and I got to know the true story of it. Who is causing problems?

“Other people have died because of false reportage, we are all losing the facts because we are not looking at where the problem started. The problem is from the media,” he stated, adding that it was the reports that infuriated the youth to protest leading to more deaths.

“We have to be careful in this country, the way we give information especially with social media. I don’t write anything, I don’t have time,” he added.

Agyapong, however, said he will mark the state of Ghana’s security as nine over ten because compared to other countries mentioning especially Nigeria, Ghana was in a state of peace and security.

He also charged at the main opposition National Democratic Congress submitting that the party had no locus to talk about, let alone protest about the state of security.

N-Gas happy $42m legacy debt cleared

The management of N-Gas Limited has expressed gratitude to the government, that is, the Energy Ministry, for settling its $42 million legacy debt.

N-Gas Limited expressed its gratitude when a delegation from the company led by its Chief Executive Officer, Mr. Aliyu Aminu, called on the Energy Minister Dr Mathew Opoku Prempeh in his office on Tuesday, 7 July 2021.

Mr. Aminu further pointed to improved collaboration between N-Gas and the Volta River Authority.

In his remarks, Dr Prempeh indicated that he believed the payment of the debt established a clean slate for fresh negotiations, which are scheduled to take place in a few weeks and further urged N-Gas to improve the reliability and integrity of their service.

“I am looking forward to what the future holds for the partnership between Ghana and Nigeria with regards to gas and its role in our development,” Dr Prempeh added

Let’s invest in nutrition for Ghanaians – First Lady

First Lady Rebecca Akufo-Addo has called for an urgent need to ensure that poor and vulnerable persons get access to the needed resources, and services to achieve optimum nutrition.

She made the call when she participated in the opening session of a two-day congress organised by the Ghana Academy of Nutrition and Dietetics on the theme “Synchronizing the Frontiers of Nutrition and Dietetics for sustainable National Impact”.

This Congress was organised to enable the Academy and other relevant stakeholders, to take the necessary actions to ensure Ghana meets her nutrition goals.

Mrs Akufo-Addo said although Ghana is on track to achieving its goals according to the 2020 Global Nutrition Goals, the country has still not made much progress towards exclusive breastfeeding, reducing stunting and wasting in children and curbing diet-related non-communicable diseases such as adult obesity and diabetes.

She thus urged the Academy and relevant stakeholders including the Ministries of Health, Finance and Economic Planning and Agriculture, to make adequate investments to ensure optimal nutrition for Ghanaians

Five arrested in connection with Ntonso-Aboaso clashes; three charged with rioting

The Ashanti Regional Police Command has arrested five persons for their involvement in the Ntonso-Aboaso clashes on Monday, July 05.

The skirmishes, said to have been sparked by tension between two youth groups in the kente-weaving community, located within the Kwabre-East District, resulted in the damage to property, with minor injuries to some members of the feuding factions.

Vehicles were smashed and some shops vandalized in the heat of the confrontation, which necessitated a police reinforcement to maintain law and order.

Assistant Superintendent of Police (ASP) Godwin Ahianyo, the Regional Police Public Relations Officer (PRO), briefing the media in Kumasi, said after screening by the Command, three out of the five suspects were charged with rioting with weapons.

They include Nantogma Shau, a barber, 20, Ernest Boakye, a driver’s mate, 22, and Kwadwo Manu, a driver’s mate, 23, who are all expected to be arraigned on Wednesday, July 07.

The other two persons, according to the Police PRO, had been cautioned and granted police enquiry bail.

A visit by the Ghana News Agency (GNA) to Ntonso-Aboaso on Tuesday, saw a police patrol team on duty to deal with any emergency.

There had been an uneasy calm amongst some youth groups in the area recently, a development which reportedly ignited the clash.

Ofori-Atta tables $28M loan agreement for MPs to buy cars

The Minister for Finance, Mr. Ken Ofori-Atta, has presented a loan agreement for $28 million to Parliament for the purchase of 275 vehicles for members of the 8th Parliament.

According to the papers presented to Parliament, the loan will be sourced from the National Investment Bank, NIB.

Based on the amount and the number of individuals involved, each MP is expected to receive over $100,000 for the purchase of a vehicle.

The Finance Committee of the House is expected to consider the loan agreement and report to the house.

Meanwhile, Parliament on Tuesday, July 6, 2021, also approved $200 million additional funds from the World Bank for Ghana’s COVID-19 response programme.

The funds will be channelled towards the procurement of vaccines and other activities to strengthen the country’s health system

Dreams FC officials and player charged by GFA Prosecutor

The GFA Prosecutor has charged the five persons in relation to misconducts after the Ghana Premier League match between Dreams FC and Berekum Chelsea at the Theatre of Dreams in Dawu.

Head Coach of Dreams FC Vladislav Viric has been charged on three counts of misconduct with Berekum Chelsea Head Coach Abdul Hanan-Abu also charged on one count of misconduct.

Two Officials of Dreams FC, Haruna Seidu, Kofi Akosa Agyei and a Player Agyenim Boateng have all been charged for misconducts in the said match.

The charged Officials and the Player are expected to submit written statements of defence or choose the option to appear before the GFA Disciplinary Committee to answer to the charges.

Breaking News: Beer Truck Crushes Five To Death

FIVE Persons have met their untimely death in a fatal accident after their bus crashed into a faulty Man Diseal truck carrying quantities of Guinness crates at Suhum – Omenako, a community along the Accra to Kumasi Highway in the Eastern Region Wednesday dawn.

Five other passengers also sustained various degrees of injuries and are currently on admission receiving treatment at the Suhum Government Hospital.

Confirming the incident to DGN Online, Eastern Regional spokesman of the Ghana Police Service, DSP Ebenezer Tetteh noted that the suspected driver name not yet known was driving Hyundai H100 mini bus with registration number ER 1335-Z with passengers on board from Nkawkaw towards Accra direction.

According to him, on reaching a section of the road at Omenako near Suhum on the highway, he overtook a vehicle ahead of him without observing traffic from the opposite direction.

The Police spokesperson said in the process he crashed into a Man Diesel trailer truck with registration number GN 6885-20 driven by suspect Asam Musah, age 46 years, loaded with unspecified quantities of Guinness crates from Accra direction.

DSP Tetteh explained that five passengers onboard the Hyundai bus died on the spot including the driver while five passengers on board the same bus sustained injuries and were rushed to Suhum Government Hospital for treatment.
The bodies have since been deposited at the same hospital morgue pending autopsy.
Meanwhile, efforts are underway to tow both mangled vehicles from the scene for the free flow of traffic.

Another Accident

On the same stretch, a Toyota Corolla with registration number GT 8876-09 has been involved in a fatal accident leading to the death of one person while two others in critical condition on Tuesday evening.

The private car speeding from Accra to Kumasi suddenly veered off its lane on reaching Niifio near the Suhum stretch of the Accra-Kumasi highway and crashed.

One of the three passengers died on the spot while the two are on admission at Suhum government hospital.

The body of the deceased has been deposited at the morgue of the same facility pending identification by family members.

“The Eban – 1X well is located approximately 50 kilometers off the coast and about 8 kilometers Northwest of Sankofa Hub, where the John Agyekum Kufuor FPSO is located. It was drilled by the Saipem 10000 drilling ship in a water depth of 545 meters and reached a total depth of 4179 meters (measured depth). Eban – 1X proved a single light oil column of approximately 80m in a thick sandstone reservoir interval of Cenomanian age with hydrocarbons encountered down to 3949m (true vertical depth),” the statement said.

“The new discovery has been assessed following comprehensive analysis of extensive 3D seismic datasets and well data acquisition including pressure measurements, fluid sampling and intelligent formation testing with state-of-the-art technology. The acquired pressure and fluid data (oil density and Gas-to-Oil Ratio) and reservoir properties are consistent with the previous discovery of Akoma and nearby Sankofa field. The production testing data show a well deliverability potential estimated at 5000 bopd, similar to the wells already in production from Sankofa Field.

Fast-track production

The statement further disclosed that due to its proximity to existing infrastructures, “the new discovery can be fast-tracked to production with a subsea tie-in to the John Agyekum Kufuor FPSO, with the aim to extend its production plateau and increase production. The Eban discovery is a testimony to the success of the infrastructure-led exploration strategy that Eni is carrying out in its core assets worldwide”.

The Joint Venture of CTP Block 4 is operated by Eni (42.469%), on behalf of partners Vitol (33.975%), GNPC (10%), Woodfields (9,556%), GNPC Explorco (4,00%).

The lead operator of the Offshore Cape Three Point (OCTP), Eni has announced a significant oil discovery in Ghana with the potential to produce 700 million barrels of oil equivalent (Mboe).
The company in a statement said the discovery was made on the Eban exploration prospect in Cape Three Points Block 4, offshore Ghana and production testing data show a well deliverability potential estimated at 5,000 barrels of oil per day, similar to the wells already in production from the Sankofa Field.



“The Eban – 1X well is located approximately 50 kilometers off the coast and about 8 kilometers Northwest of Sankofa Hub, where the John Agyekum Kufuor FPSO is located. It was drilled by the Saipem 10000 drilling ship in a water depth of 545 meters and reached a total depth of 4179 meters (measured depth). Eban – 1X proved a single light oil column of approximately 80m in a thick sandstone reservoir interval of Cenomanian age with hydrocarbons encountered down to 3949m (true vertical depth),” the statement said.

“The new discovery has been assessed following comprehensive analysis of extensive 3D seismic datasets and well data acquisition including pressure measurements, fluid sampling and intelligent formation testing with state-of-the-art technology. The acquired pressure and fluid data (oil density and Gas-to-Oil Ratio) and reservoir properties are consistent with the previous discovery of Akoma and nearby Sankofa field. The production testing data show a well deliverability potential estimated at 5000 bopd, similar to the wells already in production from Sankofa Field.

“The estimated hydrocarbon in place between the Sankofa field and the Eban-Akoma complex is now in excess of 1.1 Bboe and further oil in place upside could be confirmed with an additional appraisal well”.



Fast-track production

The statement further disclosed that due to its proximity to existing infrastructures, “the new discovery can be fast-tracked to production with a subsea tie-in to the John Agyekum Kufuor FPSO, with the aim to extend its production plateau and increase production. The Eban discovery is a testimony to the success of the infrastructure-led exploration strategy that Eni is carrying out in its core assets worldwide”.

The Joint Venture of CTP Block 4 is operated by Eni (42.469%), on behalf of partners Vitol (33.975%), GNPC (10%), Woodfields (9,556%), GNPC Explorco (4,00%).

Western North Minister Supports 3 Communities Under “One-Child One-Desk Initiative

Western North Regional Minister Richard Ebbah Obeng, has presented 150 study desks to the Nkwadum, Besibema, and Sika ne Asem basic schools all in the Akontombra District.

The Regional Minister indicated that it formed part of the “One-Child One desk initiative” launched in May this year, aimed at clearing over 66,000 desks deficit in schools across the Western North Region.

He said selected schools in Bia West, Bia East, Suaman and Akontombra Districts have so far received their share of the desks which would help clear all the desks deficit in educational institutions within the Region.

The Regional Minister noted that the desks would go a long way to help improve upon teaching and learning especially at the basic level.

“It will also serve as a motivation for pupils to always be in class”, he added.

He commended MP for Akontombra, Alex Djonobuah Tetteh, District Chief Executive for Akontombra, Yawson Amoah, Western North Regional Director in charge of Coastal Development Authority(CODA), Edmond Afriyie, and traditional authorities in the Region for their unflinching support towards the” One-Child One Desk initiative.

Mr Obeng promised to give one hundred bags of cement to complete the construction of an ICT center at Nkwadum started by the community.

He also announced he would sponsor the mock examinations for BECE candidates in the entire Region, this year, noting that would help them pass their Basic Education Certificate Examinations.

The DCE commended the Regional Minister for the gesture and assured the assembly’s readiness to support the initiative with one thousand one hundred(1,100) study desks.

Mr Thomas Coffie, Akontombra District Director of Education also expressed gratitude to the Regional Minister and the District Assembly for the support, which according to him, would help improve upon the standard of education in the area.

He said Fifty-Five schools from the Akontombra District have benefited from the Ghana Accountability for Learning Outcome Project(GALOP) and commended the government for all the educational interventions in the area.

Nana Owusu Kwao II, chief of Nkwadum, lauded the Regional Minister for the initiative and asked pupils to take advantage of all government educational initiatives to become useful to themselves and society.

Accra Mayor Assures Makola Market Fire Victims

Metropolitan Chief Executive of Accra, Mohammed Adjei Sowah, says government will investigate the cause of the fire incident at Makola on Monday morning and reach out to the victims.

The MCE who visited the fire scene to assess the situation said it was unfortunate that another fire outbreak was experienced in the central business district, but assured of government’s support.

The fire, which started around 7:30am on Monday was brought under control after about five hours.

Firefighters had to be moving to Alajo, Ministries, and Nkrumah Circle to refill their fire tenders to control the inferno, which razed two floors of a four storey building trading centre.

The Mayor noted that the major challenge to the firefighting exercise was low pressure hydrants in the business district and said, “Moving forward, we have to work closely with the Ghana Water Company to look closely into the water pressure but alternatively we are thinking of looking at a bore hole in some of these strategic areas to see if they can help in getting enough water to fight fire within the central business district.”

Mr Sowah said the population and trading activities made the place a high risk area, needing constant attention.

Member of Parliament for Odododiodoo Constituency, Nii Lantey Vanderpuiye, commended the GNFS for saving parts of the building and other shops around.

He said after dousing the fire, a structural integrity assessment would be done for the building to know if it was fit for occupancy.

Earlier, a Fire Officer who sought anonymity told the GNA that congested access was hindering firefighting activities.

The source said dozens of firemen had a hard time extinguishing the fire and only managed to control it after five hours of fighting, with the main challenge being congested access.

The GNA gathered that 10 fire tenders, including; one from the Military, were used in controlling the inferno.

Divisional Officer II, Ellis Robinson Okoe, the Head of Public Relations, GNFS, told the media that it was difficult for personnel of the Service to save two floors of the storey building.

He said the GNFS had a distress call at 0900 hours and arrived at the scene within 10 minutes but had difficulty accessing the place.

The PRO also noted that all fire hydrants at the Makola Market did not have the needed pressure for, which reason they had to go to Alajo, Nkrumah Circle, and the Ministries to refill their water tanks.

He observed that though many shops at the Market had fire extinguishers, the shop owners could not use them when the fire started because they did not know how to operate the extinguishers.

“…But at the moment, we have been able to bring the fire under control and we are going to break the containers to ensure pockets of fire are completely doused,” he stated and asked traders and shop owners to be patient.

The incident affected trading activities at the Central Business District with many shops closed.

Some traders blamed the Fire Service for allowing the fire “to get out of hand before acting.”

Madam Cecilia, a trader, said the fire started around 0730 hours and claimed they called Fire Service but they allegedly underestimated it.

The police were called in early to cordon off the area for safety and effective firefighting.

Man rapes woman, defiles her 13yr old daughter at Ajumako Essaman

A man believed to be in his 40s has allegedly defiled a primary five pupil of the Ajumako Essaman Methodist Basic School after he had earlier raped her mother at Ajumako Essaman in the Central Region.

According to the victim, the man named Nana Eduah called her under the guise of sending her to buy him foodstuffs only for the suspect to defile her as he covered her mouth to prevent her from calling for help.

The victim revealed to Kasapa FM’s Central Regional Correspondent Yaw Boagyan that after the dastardly act, the man threatened her with death if she ever revealed what happened.

“He gave me money to go and put it in his room and when I went there he came over me and pushed me on his bed and raped me till blood oozed from my vagina and I couldn’t walk home instantly so I waited until evening time before going home,” she recounted.

According to the victim, she and her mother sweep and wash for the accused.

Meanwhile, the mother of the victim Diana Forson also claimed that the suspect has raped her.

She has threatened to hang herself for what she calls shame that has come over her in the community.

Madam Forson revealed that she used to do household chores for the suspect but he takes advantage of her due to her poverty.

She has accused the suspect of conniving with the police to thwart her efforts at getting justice.

Following an official complaint, the police in the area have asked for a medical report to confirm the child was actually raped.

We don’t want a war-promoting country without justice – Asiedu Nketia

The General Secretary of the main opposition National Democratic Congress (NDC), Mr Johnson Asiedu Nketia, has said he agrees with the youth of the country for demonstrating against the festering insecurity and injustice in the country “although I’m old”.

“I think it is time for you to arise and hold the older generation accountable because we will soon hand it over to you and you need to ensure that we don’t hand over a country with no resources, a country that has had all its resources sold by people to look after their families”, he charged the youth during Tuesday’s march for justice.

“Ensure that you are not handed a country with an unstable democracy, a country without justice, or a country that promotes war because we can’t look to the security agencies to protect us”, he urged, adding: “I am very happy you are awake and staging this demonstration.”

In a petition to the presidency, the marchers said persons crusading for Ghana to be fixed have become enemies of the Akufo-Addo-led government, as they are either being intimidated, harassed or killed.

According to the NDC, there is no hope for the Ghanaian youth under President Akufo-Addo’s leadership.

The party said the very people the president promised to protect are the ones being beaten and/or killed daily by thugs recruited into the security services adding that those he promised jobs have either been laid off, lost their investments or have not been employed at all.

The petition, signed by George Opare Addo, National Youth Organiser of the NDC, noted that today, more than ever in the history of the country, access to the few opportunities is solely based on possession of an NPP party card.

The NDC stated that the best thing about Akufo-Addo’s government is how far his family members and cronies are feeding on the national kitty to the chagrin of the rest of the population.

“The danger, Your Excellency, is that there is no commitment from you and your government that these life-threatening challenges facing our country will be, at least, reduced. Instead of teaming up with those who have taken inspiration from your edicts to be citizens and not spectators to fix the country, your government is surprisingly averse to calls asking for the fixing of our beloved country. Those crusading for the country to be fixed have become enemies of your government as they are either being intimidated, harassed or killed,” the petition said.

It further noted that although the country was riddled with some age-long challenges issues of corruption, unemployment, nepotism, cronyism and insecurity among other things, have increased unimaginably.

The NDC, therefore, said there cannot be any good time to fix it than now.

PETITION TO PRESIDENT AKUFO ADDO BY THE NATIONAL YOUTH WING OF NATIONAL DEMOCRATIC CONGRESS

The framers of the 1992 Constitution were spot on when they made provision in clause 1 of article 1 that “the Sovereignty of Ghana resides in the PEOPLE OF GHANA in whose name and for whose welfare the powers of government are to be exercised in the manner and within the limits laid down in this Constitution.”

In the strict adherence to the meaning of this provision, Your Excellency, you took the presidential oath on January 7, 2017 when you were first elected President of the Republic. Although our party, the NDC contested the general elections which was subsequently decided in your favour by the Supreme Court of our Republic, you took the same oath on January 7, 2021 to serve another four-year term.

The Presidential oath, as we know it, was not and cannot be fanciful words said for purposes of formality. Despite the polarized nature of our country, Ghanaians who voted for you, and indeed, those who voted for your opponents succumbed to our Constitutional arrangements and entrusted their will and aspirations in your hands.

The hopes of every Ghanaian, including your political adversaries was to see you uphold the tenets of our Constitution, sustain the peace you inherited from your predecessor, improve upon the economic wellbeing of Ghanaians, fight corruption ruthlessly, provide decent employment for the youth in particular, and ensure the safety of everybody, amongst other things; needless to say, these were the very teething issues you campaigned on and promised to deliver.

Your Excellency, without mincing words, it is heart wrenching to state that your government has so far delivered the antithesis of almost all what you promised Ghanaians. It cannot be gainsaid that if you objectively and sincerely looked back, reflect on the state of the country bequeathed to you and what you have done with it in five years, you have eroded almost all the strides our country have made. If our country was a clock, you have rolled it anti-clockwise. Though our country was riddled with some age long challenges before you took over; issues of corruption, unemployment, nepotism, cronyism and insecurity among other things, have increased unimaginably. You will agree with us that our country needs fixing and there cannot be any good time to fix it than now. The danger, Your Excellency, is that there is no commitment from you and your government that these life threatening challenges facing our country will be, at least, reduced.

Instead of teaming up with those who have taken inspiration from your edicts to be citizens and not spectators to fix the country, your government is surprisingly averse to calls asking for the fixing of our beloved country. Those crusading for the country to be fixed have become enemies of your government as they are either being intimidated, harassed or killed.

Respectfully Mr President, it is not out of place to point out to you that, though Ghanaians signed a social contract with you to resolve their problems, your government has become an insurmountable challenge that they are struggling to resolve. Objective minds in our nation and those in your own government whispering on corridors have growing apprehension about where you are leading this dear country of ours. The leadership you have provided so far is one of “let’s finish everything today because there is no tomorrow.”

There is no hope for the youth under your stewardship. The very people you promised to protect are the ones being beaten and/or killed daily by thugs recruited into our Security Services, those you promised jobs have either been laid off, lost their investments or have not been employed at all. You have failed to build a just society. Today, more than ever in the history of the construction of our State, access to the few opportunities is soley based on possession of an NPP party card. Those you promised infrastructural development have either have what your predecessor started abandoned by you or not seen any infrastructure at all. Perhaps, the best thing about your government is how far your family members and cronies are feeding on the national kitty to the chagrin of all of us. The case of students, nurses, teachers, tailors, carpenters, Okada riders, trotro drivers, doctors, Masons, lawyers, traders, civil servants, farmers, to the last man on the street, has been of agony, pain and sorrow. There is simply no hope in sight.

In the world all over, governments are elected to work for people and not otherwise. Your Excellency, your government is not working for the generality of Ghanaians but a select few, mainly family members and cronies.

With each passing day, you and your government manifest more examples of insensitivity to the cries of Ghanaians. The latest being your decision to pay your wife Rebecca and Samira Bawumia salaries equivalent to Cabinet Ministers at a time like this. Clearly, you have lost it.

The Country our forefathers labored at the peril of their lives to build for us cannot be gambled with and treated this way. Without sounding exaggerative, where you have led the country to, points to a direction that we urgently need liberation from the ills of state powers which must start from the seat of government; we are not lost at all of the powers allocated to the executive arm of our government and it’s authority to change things for the better. The ills of your government are just too many to mention but of course you cannot be bothered. You fulfilled a long held ambition to be President and that is what appears to matter to you most. Though it sounds needless to remind you of your pledge and campaign messages to the good people of Ghana, it is worthy to make the following demands:

1. Immediately, implement recommendations of the Emile Short Commission of Inquiry Report forthwith. In particular, pay compensations to all victims and direct the Attorney General to prosecute all culprits.

2. Beyond investigating all acts of violence perpetrated by officers of the security agencies under your watch, ensure that all victims get justice as required by law. Victims of acts of violence from Ejura, Ablekuma Central, Odododiodioo, Banda etc must all not be denied justice.

3. Make provisions towards providing decent jobs for the teeming youth of the Country through proper structural economic reforms and business support for enterprises of young people. 4. Ensure the safety and security of all Ghanaians

5. Stamp out corruption by prosecuting corrupt officials in your government other than shielding them. We ask that there is a fierce urgency to halt the hopeless nature of cronyism that has crept into the Government.

6. Take steps to fulfill campaign promises to the good people of Ghana and be respectful and truthful to the citizenry.

7. De-politicize the Security Services introducing reforms to give true meaning to its independence. We charge that these reforms be led by experts in our country and not partisan appointees. 8. Instruct the Attorney General and the Minister of Justice to improve the justice system and Wean the Judiciary off partisan political influence. Why Should NDC Go On Demo But ‘Fix The Country’ Protesters Were Not Allowed? – Kwesi Pratt Asks

“Why should some people be allowed to demonstrate and others not allowed?”, seasoned Journalist, Kwesi Pratt Jnr. has hit hard at the Ghana Police Service for allowing thousands of members and supporters of the National Democratic Congress (NDC) to hold their “March for Justice” protest today.

NDC members and supporters hit the streets of Accra to demonstrate against the killing and brutalization of some citizens by security agencies in the country.

The protesters brandished placards with inscriptions like; ”Akufo-Addo is using our money to bath in the sky”, ”Akufo-Addo, you are a dictator”, ”Ahmed Suale deserved to live”, ”No justice for the dead, no peace” among others.

Some notable persons sighted during the demonstration included the General Secretary of the NDC, Johnson Asiedu Nketia, former Member of Parliament (MP) for Ketu South, Fifi Kwettey; Member of Parliament for Ningo Prampram, Sam George; Member of Parliament for Buem, Kofi Adams; National Women Organizer of the party, Dr. Louisa Hanna Bissiw; National Chairman of the party, Samuel Ofosu Ampofo and a host of other NDC leading members.

During the demonstration, Sam George sent a strong warning to the Military as he indicated that their intelligence showed the Military were being deployed to disrupt their protest.

According to him, they would treat any Military officer they find on their way as a ”criminal”.

Also, joining the protest, Dr. Hanna Bissiw warned; “If you slap me, I will slap you back. If you stab me, I will stab you back. We should stop this hypocritical attitude of because they are beating us and we are not beating back; it’s fake peace’.

Addressing the issue on Peace FM’s ‘Kokrokoo’, Kwesi Pratt wondered why the NDC had been allowed to protest when the ”Fix the Country” campaigners had planned their protest a long time before the NDC demonstration but were restrained by the Police under the orders of the court.

To Mr. Pratt, the Fix the Country campaigners have been unfairly treated by the Police and the Judiciary.

”Why should some people be allowed to demonstrate and others not allowed? . . . The ”Fix the Country” campaigners have been long wanting to embark on a protest. Even today as we talk, they are in court but other people have been given the opportunity. Is the COVID afraid of the NDC and not the Fix the Country campaigners or what?,” he questioned.

“The inconsistencies are becoming too much,” he exclaimed and advised that “citizens should have the right to demonstrate and so on. It’s an expression of people’s anxiety, people’s discomfort and so on. It must take place”.

Mr. Pratt expressed his disappointments saying, “I can’t really say I’m happy that the NDC have been given the opportunity to demonstrate because the Fix the Country campaigners have not been allowed up till now”.
